RESOLUTION SEOPW/OMNI/CRA R-
A JOINT RESOLUTION OF THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST ("SEOPW") AND
OMNI ("OMNI"),, COMMUNITY REDEVELOPMENT AGENCIES
(CRAB), INSTRUCTING THE EXECUTIVE DIRECTOR TO
INITIATE DISCUSSIONS WITH THE CHIEF OF POLICE OF
THE CITY OF MIAMI, OR HIS DESIGNEE, TO DEVELOP
AND IMPLEMENT POLICING INITIATIVES FOR THE CRAs
FOR INCREASED SECURITY PATROLS EITHER THROUGH
CITY OF MIAMI POLICE OFFICERS OR VIA A PRIVATE
SECURITY SERVICE UNDER THE DIRECTION OF THE CITY
OF MIAMI POLICE DEPARTMENT.
WHEREAS, the CRAs are charged with eliminating slum and blight
within the redevelopment -=area in accordance with its approved
Redevelopment Plan, and in furtherance of this mission, the CRA seeks
to encourage and foster economic revitalization; and
WHEREAS, the level of security within the redevelopment area has
a direct impact on the success or failure of businesses within the
redevelopment area.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST AND OMNI REDEVELOPMENT AGENCIES OF THE
CITY OF MIAMI, FLORIDA:

Section 1. 0 The recitals and finogs contained in the
Preamble to this Resolution are hereby adopted by reference thereto
and incorporated herein as if fully set forth in this Section.
Section 2. The Board of Directors of the CRAs hereby
authorize the Executive Director to work with the City of Miami
Police Chief, or his designee, to accomplish the following initiative
for the CRA Districts: Increased security patrols for the SEOPW and
OMNI CRAB either through police officers or via private security
service under the direction of the City of Miami Police Department.
Section 3. This Resolution shall become effective
immediately upon its adoption.

It is recommended that the Executive Director work with the City of Miami Police Chief, or his
designee, to develop a plan to increase security patrols for the Omni and Southeast Overtown
Park West Redevelopment Areas either through increased Police presence or via private security
service under the direction of the City of Miami Police Department.
JUSTIFICATION
At the March 31, 2003, CRA Board of Directors Meeting, the Board approved a resolution which
directed the CRA Executive Director to work with the Police Chief to enhance security through
innovative Police initiatives addressing the homeless issues affecting the businesses within the
Park West Entertainment District utilizing either Miami Police or a private security service for a
90-day period commencing in mid -March 2003, with funds to be provided by the CRA in an
amount not to exceed $50,000.00. This program is underway and started as planned in mid -
March.
During the discussion on this item, Board members believed it necessary to expand/increase
overall security throughout the entire CRA District to include both Omni and SEOPW.
Discussion took place on the floor between the Board and Police Major Craig McQueen. The
board directed the CRA Executive Director to explore options with the Police Department to
accomplish this directive with no CRA funding attached. At this point, I have set a meeting with
Deputy Police Chief Frank Fernandez for April 17, 2003, to discuss possible options and plan to
report back to the Board at the April 28, 2003 meeting.
