HomeMy WebLinkAboutSEOPW-CRA-R-03-0040� � 1 ITEM 8 RESOLUTION SEOPW/CPA R- 3 40 A RESOLUTION OF THE BOARD OF DIRECTORS FOR THE SOUTHEAST OVERTOWN/PARK WEST (SEOPW) COMMUNITY REDEVELOPMENT AGENCY (CRA), AUTHORIZING THE EXECUTIVE DIRECTOR TO PROVIDE FUNDING TO THE, FLORIDA REDEVELOPMENT ASSOCIATION (FRA), IN AN AMOUNT NOT TO EXCEED $2,500.00, FOR THE PURPOSE OF HIRING A LOBBYIST TO PROTECT THE INTERESTS OF LOCAL CRAB; ALLOCATING FUNDS THEREFOR FROM THE SEOPW TIF ACCOUNT CODE NO. 689001.550108.6.940. WHEREAS, the SEOPW CPA is a member of the Florida Redevelopment Association ("FRA"), an association dedicated to the preservation and revitalization of Florida's communities; and WHEREAS, two bills have been filed with the Florida legislature supporting the Florida Association of Counties' 2003 position on CRAB that Tax Increment Financing (TIF) contributions from counties should be further limited and controlled to a greater degree by the county; and WHEREAS, the FRA has identified a need for active lobbying on behalf of all CRAB in general throughout the state with specific emphasis on these two bills and supporting the FRA's SEOPW/CRA Page 1 of 3 3 position that all CRA issues can and should be resolved locally; and WHEREAS, the FRA requests that members contribute a "voluntary assessment," in an amount deemed appropriate by each local CRA to fund these efforts; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE SEOPW COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The Executive Director of the CRA is hereby authorized to provide funding in an amount not to exceed $2,500.00 from SEOPW TIF Account Code No. 689001.550108.6.940 to the FRA for the purpose of hiring a lobbyist to protect the interests of local CRAs. Rollason Executive Director Community Redevelopment Agency RECOMMENDATION: ITEM 8 FILE: SUBJECT: Recommendation for Lobbyist Donation to FRA REFERENCES: ENCLOSURES: It is respectfully recommended that both the Omni and the SEOPW CRA Areas, individually, provide funding in the amount of $2,500.00 ($5,000.00 total) to the Florida Redevelopment Association (FRA), of which the City of Miami Community Redevelopment Agency (CRA) is a member, for the purpose of hiring a lobbyist to protect the interests of local CRAB to defend against statewide reduction in TIF. JUSTIFICATION: Attached, you will find a recent letter received from the Florida Redevelopment Association in which they outline the need for active lobbying on behalf of all CRAs in general throughout the state with specific emphasis on two generic subject bills concerning CRAB that support the Florida Association of Counties' 2003 position on CRAB. This position is essentially that Tax Increment Financing (TIF) contributions from counties should be further limited and controlled to a greater degree by the county. The FRA's position (identical to the Florida League of Cities) is that all CRA issues can and should be resolved locally. The FRA is asking for a "voluntary assessment" in an amount deemed appropriate by each local CRA. The Administration's recommendation is that each Miami CRA Area provide $2,500.00 for this purpose. Community Redevelopment Agencies are under siege this year in the Florida legislature. Two bills have been filed as generic subject bills for-CRAs. We are anticipating legislation that supports the Florida Association of Counties' 2003 position on CRAB. This position is essentially that Tax Increment Financing (TIF) contributions from counties should be further limited, and controlled to a greater degree by the county. The FRA's position (identical to the Florida League of Cities) is that all CRA issues can and should be resolved locally. CRAB must come together to defend against statewide reductions in TIF, a proven successful; unique local funding source for redevelopment. We must be prepared to make our voice heard during the 2003 legislative session. In addition to grassroots efforts, coalition building with other groups (especially the Florida League of Cities), we have made a decision to hire lobbyists to represent the association for this session. We are asking our members to contribute a voluntary assessment, in an amount deemed appropriate by you, to fund these efforts. To give you an indication of how much to contribute, the average amount pledged by other members has been $1,000. These monies will be used solely for lobbying fees approved by the Board of Directors. Thank you in advance for your efforts on behalf of redevelopment in Florida.
