HomeMy WebLinkAboutSEOPW-CRA-R-03-0026ITEM 16 RESOLUTION SEOPW/CRA R- 0 3i - 26 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN PARK WEST COMMUNITY REDEVELOPMENT AGENCY (THE "CRA") DIRECTING THE EXECUTIVE DIRECTOR TO INITIATE DISCUSSIONS WITH THE CITY OF MIAMI POLICE CHIEF OR HIS DESIGNEE TO DEVELOP AND IMPLEMENT INITIATIVES FOR THE SEOPW REDEVELOPMENT AREA FOR INCREASED SECURITY PATROLS EITHER THROUGH POLICE OFFICERS OR VIA PRIVATE SECURITY SERVICE UNDER THE DIRECTION OF THE CITY OF MIAMI POLICE DEPARTMENT AND FURTHER DIRECTING THE EXECUTIVE DIRECTOR TO WORK WITH THE CHIEF. OF POLICE TO ENHANCE SECURITY THROUGH INNOVATIVE POLICE INITIATIVES ADDRESSING THE HOMELESS ISSUES. AFFECTING THE BUSINESSES WITHIN THE PARK WEST ENTERTAINMENT DISTRICT UTILIZING EITHER CITY OF MIAMI POLICE OR A PRIVATE SECURITY SERVICE. -UNDER THE- DIRECTION OF. THE CITY OF MIAMI POLICE DEPARTMENT FOR A PERIOD NOT TO EXCEED 90 DAYS COMMENCING IN MID -MARCH, 2003, WITH FUNDS TO BE PROVIDED BY THE CRA IN AN AMOUNT NOT TO EXCEED $50,000.00 FROM THE SEOPW TIF FUND 689001.550108 WHEREAS, the CRA is charged with eliminating slum and blight within the redevelopment area in accordance with its approved Redevelopment Plan, and in furtherance of this mission, the CRA seeks to encourage and foster economic revitalization; and WHEREAS, the level of security with the redevelopment area has a direct impact on the success or failure of businesses within the redevelopment area. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS. OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are incorporated herein as if fully set forth in this Section. Section 2. That the CRA Board of Directors hereby direct the Executive Director to work with the City of Miami Police Chief, or his designee, to accomplish the following initiatives for the CRA Districts: (1) Increased security patrols for the SEOPW Redevelopment Area either through police officers or via private security service under the direction of the City of Miami Police Department. (2) Increased security patrols via an innovative police initiative to address the homeless issues affecting the businesses within the Park West Entertainment District either through police officers or via private security service under the direction of the City of Miami Police Department with funding to be provided by the CRA in an amount not to exceed $50,000.00 SEOPWICRA 03- 26 Section 3. Rollason CPA Executive Director RECOMMENDATION: Date: March 18, 2003 File: Subject: Omni and SEOPW Redevelopment District: Police/Private Security Presence Parkwest Entertainment District: Homeless Situation References: Enclosures: Resolution With the Winter Music Fest Program underway (began March 17, 2003) which will continue through March 24th and the fact that Club Space located in the Parkwest Entertainment District will be a major venue for this event, the Administration is recommending that a Resolution be adopted by the CRA • Board of Directors directing the Executive Director to work with Police Chief John Timoney, or his designee, to develop and implement initiatives for both the Omni Redevelopment District and the SEOPW Redevelopment District to increase police/private security presence and to increase security patrols and address the chronic homeless situation in the Parkwest Entertainment District. Further, it is recommended that the CRA fund an innovative 90-day Police Initiative, (which began March 13`h), to address the associated problems in the Parkwest Entertainment District in an amount not to exceed $50,000. JUSTIFICATION: It is evident that increased security measures are needed and warranted for both CRA areas with special emphasis on the Entertainment District. Whether it be for the security of those who reside or patronize facilities within the CRA or for those who may be interested in investing or operating a business, it is a basic tenant that security issues rise to the top of the list of concerns. Residents, visitors, and investors, alike, need to have a sense of security, and it is necessary that security patrols in all areas be stepped up. The starting date of March 13th is recommended in that the Music Winter Fest is set to begin March 17th and preparations for this event will begin in late February, early March.
