A JOINT RESOLUTION OF THE BOARDS OF DIRECTORS
OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY AND OMNI COMMUNITY
REDEVELOPMENT AGENCY RECOMMENDING THAT THE
MIAMI CITY COMMISSION ADOPT THE ATTACHED
RESOLUTION CREATING AN OVERSIGHT COMMITTEE
FOR THE COMMUNITY REDEVELOPMENT AGENCIES.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARDS OF DIRECTORS
OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT
AGENCY AND OMNI COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The Boards of Directors of the Southeast
Overtown/Park West Community Redevelopment Agency and Omni
Community Redevelopment Agency adopt this joint resolution -
recommending that the Miami City Commission adopt the attached
resolution creating an Oversight Committee for the Community
Redevelopment Agencies.

RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION,
CREATING AN OVERSIGHT COMMITTEE FOR THE
SOUTHEAST OVERTOWN/PARK WEST AND OMNI
REDEVELOPMENT DISTRICT COMMUNITY
REDEVELOPMENT AGENCIES; AND PROVIDING FOR A
DISSOLUTION DATE.
WHEREAS, on , 2003, the City Commission adopted
Ordinance appointing a Board Of Commissioners for the
Southeast Overtown/Park West and Omni Redevelopment District
Community Redevelopment Agencies (the "CRAB"), and
WHEREAS, the City Commission desires to create an oversight
committee to oversee and report on the activities of the CRAs for
a period of one year;
NOW, THEREFORE, BE IT RESOLVED BY THE.COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. There is hereby established a limited agency
and instrumentality of the city to be known as the " Community
Redevelopment Agency Oversight Committee" ("CRAOC").
Section 3. The purpose, powers and duties of the
Community Redevelopment Agency Oversight Committee are as
follows:

(1) To serve in an advisory capacity to the city
commission, the Southeast Overtown/Park West
Community Redevelopment Agency, and the Omni
Redevelopment District Community Redevelopment
Agency;
(2) To review the activities of, establish benchmarks
for, and advise the city commission on the
activities and effectiveness of the CRAB. This
review shall include review of.grants, contracts,
administrative actions or any other areas of
operations of the CRAB;
(3) To monitor and report to the city commission
quarterly on the status and effectiveness of the
CRAs and the implementation of the respective
redevelopment plans and all city commission
resolutions dealing with the CRAs;
(4) To make recommendations to the city commission
annually as to CRA policies, programs, procedures,
budgets and appropriations.
Section 4. The Community Redevelopment Agency Oversight
Committee shall consist of seven members, who shall serve without
compensation, and shall be appointed in the following manner:

(1) Two members shall be appointed by the mayor, one
of whom
shall serve as
chairperson
of the
Community
Redevelopment
Agency
Oversight
Committee; and
(2) Five members, with each commissioner nominating
one individual.
Section 5. The members of the_ Community Redevelopment
Agency Oversight Committee shall either reside, or work, or
maintain a place of business or office, or own real property in
the city or within the spheres of influence of the CRAs as
determined by the nominating entity at the time of their
appointment, except for the member appointed as chairperson by
the mayor. Each member shall have an outstanding reputation for
community pride, interest, integrity, responsibility, and
business and professional ability. Appointments shall be made
with consideration for gender and ethnic balance. All applicable
conflict provisions contained in city, county and Florida laws
shall apply to those individuals appointed to the Community
Redevelopment Agency Oversight Committee.
Section 6. Each member shall serve a term of one year,
unless removed for cause. Vacancies shall be filled in a manner
consistent with the provisions set forth in this section.
Section 7. Any vacancy occurring during his/her term,
shall be filled for the remainder of the term in the same manner
as the original appointment.

Section 8. The members of the Community Redevelopment
Agency Oversight Committee shall select from its members a
secretary, and such other officers and subcommittees as may be
deemed necessary, who shall serve at the pleasure of the
Community Redevelopment Agency Oversight Committee.
Section 9. The Community Redevelopment Agency Oversight
Committee may adopt its own order of business and rules of
parliamentary procedure governing its meetings, and actions on
matters within its jurisdiction, not inconsistent with the
provisions set forth herein, which rules of procedure shall be'
filed with the city clerk. However, public hearings and the
format of same shall be determined by the Community Redevelopment
Agency Oversight Committee, pursuant to applicable law provided
that .each speaker shall have the right to be heard for no less
than two minutes. Copies of minutes of all Community
Redevelopment Agency Oversight Committee meetings shall be
furnished to the mayor, commissioners and the city manager.
Section 10. All meetings of the Community Redevelopment
Agency Oversight Committee shall be open to the public and public
notice shall be provided pursuant to applicable law. A majority
of the Community Redevelopment Agency Oversight Committee members
present shall constitute a quorum for the purpose of convening
.w: any meeting. An affirmative vote of not less than 50 percent of

the members present and voting at any meeting is required for any
action to be taken by the members.
Section 10. The provisions set forth in section 2-886 of
this Code shall apply to all members of the Community
Redevelopment Agency Oversight Committee.
Section 11. It shall be the duty of the city attorney to
provide legal counsel to the Community Redevelopment Agency
Oversight Committee.
Section 12. It shall be the duty of the city manager and
executive directors of the CRAs to provide full cooperation and
sufficient administrative support to the Community Redevelopment
Agency Oversight Committee, including assignment of personnel
when requested by the Community Redevelopment Agency Oversight
Committee.
Section 13. It shall be the duty of the city clerk to
comply with applicable laws related to public notice and
recordation of meetings. The city clerk shall also provide
personnel to keep minutes of meetings, maintain Community
Redevelopment Agency Oversight Committee correspondence, file
reports and perform all other necessary support functions.
Section 14. The Community Redevelopment Agency Oversight
Committee shall be dissolved one year after its creation and
shall deliver'to the City Commission on that date a final report

of its activities and those of the CRAs.

Section 15. This Resolution shall become effective
immediately upon its adoption and signature of the Mayorll

1/ If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.
