A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") REPEALING,
REVOKING AND RESCINDING SEOPW/CRA RESOLUTION
NO. R-02-179, WHICH AUTHORIZED THE ADVANCING
OF FISCAL YEAR 2003 BUDGETED PROJECT FUNDS,
IN AN AMOUNT NOT TO EXCEED $150;000, TO THE
CITY OF MIAMI FOR THE PREPARATION OF A
PROJECT DESIGN & ENVIRONMENT STUDY ("PD&E")
FOR THE RECONSTRUCTION OF NORTH WEST 11TH
STREET, BETWEEN BISCAYNE BOULEVARD AND NORTH
WEST 5TH AVENUE; AND AUTHORIZING THE
EXECUTIVE DIRECTOR TO EXPEND DIRECTLY FISCAL
YEAR 2003 BUDGETED PROJECT FUNDS, IN AN
AMOUNT NOT TO EXCEED $150,000, FOR THE
PREPARATION OF A PD&E FOR THE RECONSTRUCTION
OF NORTH WEST 11TH STREET, BETWEEN BISCAYNE
BOULEVARD AND NORTH WEST 3RD AVENUE, AND TO
INCLUDE UP TO 5TH AVENUE AS A PART OF THE
PD&E, UPON APPROVAL OF THE CRA BOUNDARY
EXPANSION PLAN.
WHEREAS, the North West llth Street area, between Biscayne
Boulevard and North West 5th Avenue, represents a major
thoroughfare for the Park West sub -area; and
WHEREAS, the reconstruction of North West llth Street is an
authorized project of the CRA, and the project is on the City of
Miami's list of unfunded capital improvement projects; and

WHEREAS, in order to promote development activity in this
redevelopment sub -area, the reconstruction of this 70 year old
City street is necessary; and
WHEREAS, the CRA wishes to expend directly Fiscal Year 2003
Budgeted funds, in an amount not to exceed $150,000, to enable
the Administration to advance the project.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The Board of Directors authorizes the
Executive Director to expend directly Fiscal Year 2003 budgeted
project funds, in an amount not to exceed $150,000, for
preparation of a PD&E for the reconstruction of North West llth
Street, between Biscayne Boulevard and North West 3rd Avenue, and
to include up to 5th Avenue, as a part of the PD&E upon approval
of the CRA boundary expansion plan.

RECOMMENDATON:
The Administration respectfully recommends that the CRA Board of Directors rescind the approved
SEOPW/CRA Resolution No. 02-179 and adopt the attached Resolution authorizing the CRA Executive
Director to advance up to $150,000 FY '03 CRA budgeted project funds to the City of Miami for the
preparation of a PD & E for the Reconstruction -of Northwest l l d` Street Between Biscayne Boulevard
and Northwest 5d' Avenue; Further authorizing the Executive Director to directly expend up to $150,000
FY '03 CRA budgeted project funds for the preparation of a PD & E for the reconstruction of Northwest
l ld' Street Between Biscayne Boulevard and Northwest 3rd Avenue and to include up to 5d' Avenue upon
approval of the CRA Boundary Expansion Plan
#� BACKGROUND:

The reconstruction of NW 1 ld' Street between Biscayne Boulevard and NW 5 h Avenue represents a
major thoroughfare in the Park West sub area of the SEOPW redevelopment area. Based upon the
increased economic activity within this sub area, the CRA has identified it as a priority project with
slight modifications from the project as defined in the existing Redevelopment Plan (item 4, Page 27)
for the SEOPW area.
Pursuant to SEOPW/CRA 02-179, passed during the CRA Board of Directors meeting held on
December 16, 2002, instructing the Administration to deal with the City Public Works Department/CIP
Department to develop the PD&E (Project Design & Environmental) Study for the Northwest llth
Street Rebuild Project. The new resolution being substituted gives the Administration the ability to
select either a City Department or the flexibility to assign to a private consultant. Assigning directly to a
private consultant -may result in a quicker turn -around time for the end product desired.
