A RESOLUTION OF THE BOARD OF DIRECTORS
OF THE OMNI REDEVELOPMENT DISTRICT
COMMUNITY REDEVELOPMENT AGENCY
EXTENDING FOR AN ADDITIONAL EIGHT (8)
MONTHS THE PILOT PROGRAM FOR SEED
FUNDING TO BE MADE AVAILABLE TO THE
GREATER MIAMI CONVENTION AND VISITORS
BUREAU, INC., AND ALL HOTELS WITHIN THE
CITY OF MIAMI, FOR MISCELLANEOUS
EXPENSES RELATED TO EVENTS CATERING TO
DIGNITARIES, CONSULATES, FREE TRADE
AREA OF THE AMERICAS OFFICIALS,
CONVENTIONS, CONFERENCES, AND MEETINGS
UTILIZING MARGARET PACE PARK.
WHEREAS, the Board of Directors of the Omni
Redevelopment District Community Redevelopment Agency
("CRA") by Resolution No. Omni/CRA R-03-27, passed and
adopted on March 31, 2003, established a pilot program in
the amount of $50,000.00 to provide seed funding to be made
available to the Greater Miami Convention and Visitors
Bureau, Inc., and all hotels within the City of Miami, for
miscellaneous expenses related to events catering to
dignitaries, consulates, Free Trade Area of the Americas
officials, conventions, conferences, and meetings utilizing
Margaret Pace park; and

WHEREAS, to date, the program has provided or
committed seed funding to the Haitian Compass Festival,
Quantum's "Shorts in the Park" film festival, and the
Double Tree Grand Hotel, leaving a balance of approximately
$18,800.00; and
WHEREAS, the Greater Miami Convention and Visitors
Bureau, Inc. has expressed its interest in cosponsoring a
tennis tournament with the CRA in Margaret Pace Park in
March 2004; and
WHEREAS, businesses in the area have indicated that
extending the program to allow the remaining funds to be
spent during the spring/summer off-season would help
promote the area in an otherwise slow period; and
WHEREAS if the pilot program is not extended the
program will lapse before the allocated funds have been
expended.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in
the Preamble to this Resolution are adopted by reference
and incorporated herein as if fully set forth in this
Section.

Section 2. The pilot program to provide seed
funding for events in Margaret Pace Park is hereby extended
through August 31, 2004.
Section 3. This Resolution shall become effective
immediately upon its adoption.

RECO1filENDATION:
It is recommended that the Omni District CRA Board of Directors approve the
attached amending resolution authorizing the Executive Director to extend the time
frame for the Margaret Pace Park Pilot Program (see funding for business oriented
events to showcase the park) from nine (9) months to seventeen (17) months.
JUSTIFICATION:
Pursuant to Resolution OMNI/CRA R-03-27, adopted on March 31, 2003, this program
was put in place with the intent to expend not more than $50,000 through the
Greater Miami Convention and Visitors Bureau, Inc., along with Miami hotels to
promote business while showcasing Margaret Pace Park. Originally, it was thought
that a reception could be held in conjunction with the November FTAA Conference,
but that turned out not to be the case. To date, the CRA has sponsored a portion
of the Haitian Compass Festival ($4,066) and an event promoted by Quantum held on
October 31st called "Shorts in the Park" ($12,053). In addition, we have committed
$15,000 to The Double Tree Grand Hotel for a "Customer Appreciation Event" to take
place in December of this year.
We have also been approached by the Greater Miami Convention and Visitors Bureau,
Inc., to co-sponsor the "Florida Caribbean Tennis Invitational Championships at
Park West" with the semi-finals and finals to be held at Margaret Pace Park -
participants will be staying at The Double Tree Grand Hotel and the next door
Marriott Hotel. This event should take place in March or April of 2004, but the
time for the pilot program to expire is set for the end of December of this year.
If we extend the program for a total of 17 months, we will have until the end of
August of 2004 to expend the total amount of funds originally allocated. If the
Tennis Tournament takes place, they will expend the balance of available funding -
approximately $18,500, but if it does not take place, we will have the summer
months to accommodate another event or two for the Park. In speaking with area
hotel representatives, they explain that they really need the help in the off
months which is during the spring and summer, not the winter season.
The funding for this Pilot Program was appropriated in FY103 and the balance has
been rolled into FY'04 thus requiring no additional funding allocation.
FISCAL IMPACT: None
FUNDING SOURCE: Omni TIF in the amount not to exceed $50,000 approved and
appropriated in FY103

WHEREAS, the Omni Community Redevelopment Agency desires to support events in
the park that will further economic development within the redevelopment area.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE OMNI COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted and incorporated herein as if fully set forth in this Section.
Section 2. The CRA Board of Directors hereby approves the establishment of a nine
(9) month pilot program for seed funding to be made available to the Greater Miami Visitor and
Conventions Bureau, and all hotels within the City of Miami, in a total amount not to exceed
$50,000 from Omni TIF Trust fund account number 686001.590320, for miscellaneous expenses
