DIRECTORS OF THE SOUTHEAST OVERTOWN/
PARK WEST AND OMNI REDEVELOPMENT
DISTRICT COMMUNITY REDEVELOPMENT
AGENCIES AUTHORIZING THE EXECUTIVE
DIRECTOR TO ENTER INTO AN AGREEMENT, IN
A FORM ACCEPTABLE TO GENERAL COUNSEL,
WITH NOVA SOUTHEASTERN UNIVERSITY'S
CENTER FOR PUBLIC POLICY AND LEADERSHIP
AT THE FISCHLER GRADUATE SCHOOL OF
EDUCATION AND HUMAN SERVICES FOR
PLANNING AND CONSULTING SERVICES TO
PURSUE FUNDING FOR IMPLEMENTATION OF AN
INTERMODAL TRANSPORTATION SYSTEM IN THE
REDEVELOPMENT AREAS, PROVIDED THAT FEES
FOR SERVICES SHALL NOT EXCEED $5,000.00
PER MONTH, OR $50,000.00 OVER THE LIFE
OF THE AGREEMENT, AND FURTHER PROVIDED
THAT THE AGREEMENT SHALL BE CANCELABLE
ON THIRTY -DAYS NOTICE; $40,000.00 TO BE
ALLOCATED FROM SEOPW TIF FUND,

WHEREAS, the Southeast Overtown/Park West and Omni
Redevelopment District Community Redevelopment Agencies
("CRAB") are responsible for carrying out community
redevelopment activities and projects within their
respective redevelopment areas; and

WHEREAS, by Resolution Nos. SEOPW/CRA R-01-105, passed
and adopted on July 30, 2001, and Omni/CRA R-03-46, passed
and adopted on July 28, 2003, the CRAs retained planning
firms to update their respective redevelopment plans; and
WHEREAS, these updates include implementation of an
intermodal transportation system for the redevelopment
areas; and
WHEREAS, funding for the intermodal transportation
component of the redevelopment plans will be sought from
the United States Department of Transportation and the
Florida Department of Transportation; and
WHEREAS, the deadline for applications for the next
six -year funding cycle is February, 2004; and
WHEREAS, the CRAB require planning and consulting
services to pursue funding for implementation of the
intermodal transportation system.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARDS OF
DIRECTORS OF SOUTHEAST OVERTOWN/PARK WEST AND THE OMNI
REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCIES OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in
the Preamble to this Resolution are adopted by reference

and incorporated herein as if fully set forth in this
Section.
Section 2. The CRAB' Executive Director is
authorized to execute an agreement, in a form acceptable to
General Counsel, with Nova Southeastern University's Center
for Public Policy and Leadership at the Fischler Graduate
School of Education and Human Services for planning and
consulting services to pursue funding for implementation of
an intermodal transportation system in the redevelopment
areas.
Section 3. Fees payable by the CRAB under the
agreement shall not exceed $5,000.00 per month, or
$50,000.00 over the life of the agreement, and the
agreement shall be cancelable by the CRAs on thirty -days
notice.
Section 4. Funds are to be allocated as follows:
$40,000.00 to be allocated from SEOPW TIF Fund,
"Professional Services -Other," Account Code No.
689001.550108.6.270; and $10,000.00 to be allocated from
OMNI TIF Fund, "Professional Services -Other," Account Code
No. 686001.590320.6.270.
Section 4. This Resolution shall become effective
immediately upon its adoption.

It is recommended that the Board of Directors of the Southeast Overtown/Park
West and Omni District CRA's adopt the attached Joint Resolution authorizing
the Executive Director to enter into an agreement with Nova Southeastern
University's Center for Public Policy and Leadership at the Fischler Graduate
School of Education and Human Services in an amount not to exceed $50,000.00
(to be paid at the rate of $5,000 per month over a ten month period) for
planning and consulting services to pursue State and Federal funding for
the implementation of Intermodal Transportation Improvements in the
Redevelopment Areas.
JUSTIFICATION:
As part of both the SEOPW and Omni Plan Updates, a transportation component
has been included. As such, an element of implementing a comprehensive
intermodal transportation system for both areas is being strongly
considered. To accomplish this end, it will be necessary to pursue State and
Federal transportation funding sources. Also, be advised that the cut-off
for the Federal component for the next six -year cycle is February, 2004.
Mr. Thomas F. Gustafson has been retained by the CRA as a transportation
consultant and his research and report has brought us to this point. Mr.
Gustafson is now associated with Nova Southeastern University and as such has
submitted the attached proposal to pursue State and Federal transportation
dollars. Therefore, it is recommended that we enter into this agreement with
Nova to allow Mr. Gustafson to continue his efforts on behalf of the CRA to
obtain funding for this project.

Re: The Promenade Project
Dear Mr. Rollason:
Thank you for allowing me to attend the meeting last Friday, November 14, 2003 at your
offices with Greg Mirelli of Royal Palm Communities, Art Noriega, Executive Director
of the Miami Parking Authority, Mark Trowbridge, Director of Planning and
Development of the Miami Parking Authority and, via phone connection, George Stapf,
Director of the National Development Council regarding the redevelopment of the
property immediately south of the Promenade and between Miami Avenue and the U-
Haul property located at N.E. Is' Avenue and 10* Street.
During the course of the meeting, we discussed various issues related to the construction
and financing alternatives available to develop the site (the properties immediately south
of the Promenade between Miami Avenue and N.E. 1" Avenue) consistent with parking,
trash collection and mixed -use liner building requirements as described in the pending
SEOPW Redevelopment Plan Update, The Promenade SAP and the Narrow Gauge Rail
Transportation Modality and Shared Parking Strategies for the Promenade Area draft
documents. While not attempting to reach any firm conclusions, it was apparent to me
that this site represents an very good opportunity for a near term demonstration of the
parking structure, liner building.and narrow gauge rail parking shuttle system
components discussed in the attached copy of Miami At Midnight: Narrow Gauge Rail
Transportation Modality and Shared Parking Strategies for the Promenade Area.
At the conclusion of the meeting I agreed to prepare a proposal for consideration by the
SEOPW CRA Board at their next meeting scheduled for December 8, 2003. The matter
can be also considered by the OMNI CRA Board as is deemed appropriate.
As I indicated to you, I am now employed as the Director of the Center for Public Policy
and Leadership (Center) at the Fischler Graduate School of Education and Human
Services located at the North Miami Beach Campus of Nova Southeastern University.

The attached proposal is submitted as the initial project I would be undertaking in behalf
of the Center. I also attach for your review a copy of the descriptive summary that
identifies the Center's goals and the subject of investigation.
Finally, as promised, I have attached a revised copy of the Miami at Midnight report for
distribution the CRA Board members. It corrects a few typographical errors and reflects
more specifically upon the Promenade demonstration projects. I also attach a copy of the
transit greenway article and related parking structure configurations that I distributed at
the meeting last November 14, 2003

The Promenade Project Proposal
For several years, the SEAPW CRA has been working with Dover Kohl &
Partners to update the SEOPW CRA Redevelopment Plan. That work effort
will hopefully be completed this year and it would be an appropriate
document to use in concert with a request that intermodal improvements be
undertaken in the SEOPW CRA and OMNI CRA redevelopment areas.
Intermodal projects will be pursued in 2004 and thereafter by the Florida
Department of Transportation (" FDOT') and the United States Department
of Transportation ("USDOT') based upon ongoing policy and program
initiatives discussed in the Miami at Midnight report.
If the SEOPW CRA and the OMNI CRA want the USDOT and FDOT to
assist in the development of the intermodal improvements as described in the
Miami at Midnight report, the four efforts should be undertaken at this time:
• Direct the Center to coordinate with the CRA, City of Miami, Miami -
Dade County and Miami -Dade WO staff the development of a
request for FDOT and USDOT to support intermodal improvements
as described in the Miami at Midnight report and to program funding
on a phased basis as soon as possible (inclusive of discussions with
the Florida Transportation Commission and Statewide Intermodal
Transportation Advisory Council members and staff.
• Direct the Center to review with the professional consultants and
lobbyists that work for the CRA, City of Miami, Miami -Dade County,
and Miami -Dade WO the near term funding opportunities for such
intermodal projects.
• Direct the Center to discuss with the Congressional delegation, the
two U.S. Senators representing the State of Florida and the Florida
Legislative delegation the strategies that would help to initiate such
intermodal projects (inclusive of discussions with related staff
members).
• Direct the Center to discuss with the two owners of a properties south
of the Promenade between Miami Avenue and N.E. 1't Avenue 11

(the "initial Promenade development site") and with the Miami Parking
Authority how to undertake a joint effort with the SEOPW CRA for the
construction of a pedestrian -oriented parking garage and mixed -use liner
building on the initial Promenade development site and the most
immediate means to undertake a demonstration project to provide mixed -
mode corridor improvements and narrow gauge rail parking shuttle
service (the Promenade to 1-395 Parking Loop) and to propose and
facilitate agreement between the necessary parties to undertake such
projects.
The Center would undertake these efforts at the direction of the CRA Board
and with day-to-day supervision by the CRA Executive Director and
designated CRA staff. A status report would be prepared on a monthly basis
based upon a delivery schedule set by the CRA Executive Director for
purposes of advising the CRA Board of project activities.
The term of the work effort would begin immediately and continue through
October 31, 2004 and thereafter on a month to month basis. The contract for
services could be cancelled without cause by the CRA upon a 20 day notice
to the Center. A fee of $5,000 per month would be payable to the Center on
before the 10th of each month.
After the date of any termination notice and before the end of the contract
term, the Center would provide to the SEOPW CRA Executive Director a
final status report and copies of all correspondence and project descriptions
completed by the termination date or documents representative of the work
in progress as of the termination date.
Any terms or conditions of agreement that are typical of SEOPW CRA
agreements with consultants would be expected to be included in any
agreement drafted to carry out the terms of this proposal.
It is expected that from time to time visual tools will need to be created to
express the project perimeters to the parties involved. It is recommended that
Dover Kohl & Partners be retained to assist in these maters and as visual
requirements are identified, agreements with Dover Kohl & Partners (which
would identify any sub -consultant work efforts) would be reached for the
production of necessary visual tools and the payment for services rendered.
Such agreements would be approved by the CRA Executive director and
presented as necessary to the CRA Board for approval.
