OMNI/CPA R- 0 3 - 55 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY AMENDING RESOLUTION OMNI/CRA R-03-05 TO INCREASE THE $35,000 GENERAL CONSULTING FEE PREVIOUSLY APPROVED AND ENCUMBERED FOR GREATER MIAMI NEIGHBORHOODS INC. ("GM") BY $5,000; AND FURTHER AUTHORIZING GMN TO INCLUDE REINHOLD P. WOLFF ECONOMIC RESEARCH, INC. AS A SUB - CONSULTANT TO PERFORM A HOUSING NEEDS AND MARKET ASSESSMENT FOR THE UPDATE TO THE OMNI REDEVELOPMENT PLAN; FUNDS TO BE ALLOCATED FROM OMNI TIF FUND, ACCOUNT CODE NO. 689001.550108.6.270 WHEREAS, the CRA is responsible for carrying out community redevelopment activities and projects within the redevelopment area in accordance with its Redevelopment Plan; and WHEREAS, the CRA is in the process of updating its Redevelopment Plan; and WHEREAS, Florida Statutes Section 163.362(3) requires that the Updated Redevelopment Plan contain a neighborhood impact element describing in detail the impact of redevelopment upon area residents; and • PMW/CRA 0 3 _. 5 Page 1 of 3 E WHEREAS, a Housing Needs and Market Assessment is a component of the neighborhood impact element; and WHEREAS, by Resolution No. OMNI/CRA R-03-05, passed and adopted on January 27, 2003, the CPA designated Greater Miami Neighborhoods Inc. (GMN), as General Housing Consultant to the CRA at a cost not to exceed $35,000.00; and WHEREAS, GMN has requested additional funding to hire Reinhold P. Wolff Economic Research, Inc. as a sub - consultant to assist in completing the Housing Needs and Market Assessment at an additional cost not to exceed • $5,000.00. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. Resolution OMNI/CRA R-03-05 is amended to increase GMN's $35,000 general consulting. fee, by $5,000 for a revised total contract sum of $40,000; and further is amended to authorize GMN to include Reinhold P. Section 3. Funds are to be allocated from OMNI TIF Fund, "Professional Services - Other," Account Code No. 689001.550108.6.270. Section 4. Community Redevelopment Agency adopt the attach resolution amending resolution Omni/CRA R-03-5 to increase the $35,000 general consulting fee, previously approved and encumbered for Greater Miami Neighborhoods, Inc. (GMN), by $5,000 with funds to be allocated from account code no. 686001.590320.6.270 and authorizing GMN to include Reinhold P. Wolff Economic Research, Inc. as a sub -consultant to GMN to conduct research and analysis for the Housing Needs and Market Assessment for the update to -the SEOPW Redevelopment Plan required by Florida Statutes Section 163.362 Justification: On January 27, 2003, the CRA Board adopted resolution Omni/CRA R-03-5 authorizing the CRA to engage Greater Miami Neighborhoods Inc. (GMN) as the CRA's housing consultant for the SEOPW Redevelopment Plan Update at a cost not to exceed $35,000. On May 19, 2003, the CRA Board adopted resolution Omni/CRAR-03-39 which allocated and encumbered funding to GMN for the referenced work. To date, no expenditures have been made on this contract, and the contract is pending GMN's execution. GMN has advised that its original fee proposal did not include, and that it does not have the expertise to perform, a Housing Needs and Market Assessment. GMN has requested funding to hire Reinhold Wolff Economic Research, Inc. as a sub - consultant to complete this necessary component of the SEOPW Redevelopment Plan Update. By engaging the services of Reinhold .Wolff Economic Research, Inc. as a sub-consultant'to GMN, the total project cost for completing the housing component of the -SEOPW Redevelopment Plan Update will increase $5,000 to a total of $40,000. The Board of Directors authorizes the executive director to execute an agreement, in a form acceptable .to .the City Attorney, with Greater Miami Neighborhoods ("GMN") for_.the performance of certain tasks pertaining to: (1) complying with reporting requirements for federal, state or local funding grants; (2) land acquisition; (3) data gathering and analyses; (4) preparation of grant applications; and (5) general consulting services. Section 3. It is further directed that the total fee shall be in an amount not to exceed $35,000. Section 4. This Resolution shall be effective immediately upon its adoption. Wolff Economic Research, Inc. (hereinafter RPW) shall provide to Greater Miami Neighborhoods, Inc. (hereinafter the Client) certain research and consulting services as specified herein. II. BACKGROUND It -is understood that the Client is contracting with the Southeast Overtown Park West CRA to prepare the housing elements of the Community Redevelopment Plans for the Omni and Southeast Overtown Park West areas. The Client desires that RPW assist them -in preparing the housing needs and opportunity portion of the referenced redevelopment plan. III. SCOPE OF SERVICES In the course of conducting this research and analysis, RPW shall: A. Establish specific submarket areas in cooperation with the Client by which all data and -analysis will examined. The area to be examined extends south of 361h Street to the Miami River and west of Biscayne Bay to N.W. 12'h Avenue. It is expected that there will be about seven submarket areas including: • Core Downtown area • Downtown Overtown Overtown Park West • West Overtown • East Omni • West Omni B. Examine the historical and forested growth of population and households in the area as a whole and by submarket areas. C. Examine the character of population and households in the area as a whole and by submarket areas including: • Age character (population and households); • Household income — renters and owners separately; • Affordable housing prices and rents; • Employment character; • Mobility character of residents, Page 1 of 3 Reinhold P. Analysis of the historical trend in the number and character of housing by submarket area including; • Multi -family vs. single family; F • Utilization character of housing (owner vs. renter); _ • Age character of housing, • Housing values and rents, • Profiles of existing newer housing in each submarket area. E. Analysis of market conditions for ownership and rental housing in the area as a whole and by submarket area including: • Apartment vacancy rates; • Apartment rent trends; • New apartment development and absorption trends; • New ownership housing sales trends; • Resales of ownership housing; Ownership housing price trends; • Forecast of apartment market trends; Forecast of ownership housing market trends. F. Analysis of demand for additional housing for the area as a whole and by submarket area utilizing various approaches to demand analysis. G. Conclusions regarding the existing and potential future increase in the need for housing by types and price ranges in the area as a whole and by submarket area. IV. TIME AND FEES RPW shall complete and deliver a draft copy of the study detailing the results of the study within six (6) weeks after authorization. Four (4) bound copies and one unbound original copy of the final report will submitted within one (1) week after the draft report has been reviewed by the Client. The total fee for the study as outlined herein shall be $10,000.00, same to be payable as follows: A. A retainer fee of $5,000.00 to be submitted together with a signed copy of this agreement. B.
