Rollason Executive Director Recommendation: Date • SEP File: 9 ';.;, Subject: Disposition of CRA Properties in SEOPW Redevelopment Area Enclosures: Resolution, Support Documentation It is recommended-. --that the Board of Directors of the SEOPW Community Redevelopment Agency adopt the attach resolution authorizing the CRA Executive Director to issue a Request for Proposals (RFP), within thirty (30) days, for the disposition of CRA properties located in Overtown at 318 NW loth Street (Folio # 01-0102-070-1040, 01-0102-070- 1041, 01-0102-070-1042, 01-0102-070-1043), 240 NW 9th Street (Folio # 01-0103-050-1060) and property located approximately 100 feet west along NW 8th Street from the Intersection of NW 8th Street and NW 2nd Avenue (Folio# 01-0103-050-1160). Justification: At the May 19, 2003 Board Meeting, the SEOPW CRA Board of Directors adopted motion SEOPW/CRA M-03-49 instructing the Executive Director and General Counsel to obtain all pertinent legal documents related to the property located at 318 NW loth Street, and to bring forth a recommendation to the Board within ninety days. Since then, CRA staff met with Pastor Ross (Mt Zion Church) on May 21, 2003 and on July 29, 2003 to discuss the referenced property which is comprised of four sub -divided lots. Research provided that the CRA acquired the properties on January 16, 2002 through the sale of a Tax Certificate in the total amount of $27,821.65 (see attached file). A review of Florida Statutes, Section 163.380 provides that the CRA must provide public notice of the disposition of any real property or interest within the Redevelopment Area and invite proposals from any persons interested in submitting such proposal, prior to the execution of any contract to sell, lease or otherwise transfer real property. The CPA has subsequently been approached by Greater Bethel AME Church with interest in additional CRA owned properties located along NW 8th and NW 9th Street referenced in the Preamble above. As such, the CRA has prepared this resolution and the attached public notices to dispose of the referenced properties and to afford interested persons to submit proposals consistent with the rules and regulations of F.S. 163.380. SEOPW/CRA R- A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE EXECUTIVE DIRECTOR TO ISSUE A REQUEST FOR PROPOSALS (RFP), WITHIN THIRTY (30) DAYS, FOR THE DISPOSITION OF CRA PROPERTIES IN OVERTOWN'AT 318 N.W. 10TH STREET (FOLIO# 01-0102-070-1040, 01-0102-070-1041, 01- 0102-070-1042, AND 01-0102-070-1043), 240 N.W. 9TH STREET (FOLIO# 01-0103-050- 1060), AND PROPERTY LYING APPROXIMATELY 100 FEET WEST ALONG N.W. 8TH STREET FROM THE INTERSECTION OF N.W. 8TH STREET AND N.W. 2I'm AVENUE (FOLIO# 01-0103-050- 1160) . WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its redevelopment area in accordance with its Redevelopment Plan; and WHEREAS, the CRA owns certain properties described in the legal descriptions and maps attached as Exhibit "A" hereto; and WHEREAS, the CPA desires to promote the redevelopment and/or rehabilitation of the described properties in accordance with its Redevelopment Plan; and SEO.P I/CIA .. Page 1 of 3 03_ 4Ji t\1 0 WHEREAS, pursuant to Florida Statute• Section 163.380, the CRA is required to invite proposals from, and make all pertinent information available to, any persons interested in undertaking to redevelop or rehabilitate a community redevelopment area or any part thereof prior to disposition of any real property or interest therein; and WHEREAS, the Board desires that the Executive Director bring forward to the Board for approval his recommendation on any proposals received. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY • REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The Executive Director is authorized to issue a Request for Proposals (RFP), within thirty (30) days, for the CPA properties in Overtown at 318 N.W. loth Street (Folio #s 01-0102-070-1040, 01-0102-070-1041, 01- 0102-070-1042, and 01-0102-070-1043), 240 N.W. 9TH Street (Folio # 01-0103-050-1060), and property located approximately 100 feet west along N.W. 8th Street from the SE®PW/CRA . The Executive Director shall review all proposals received in response to the RFP and bring a recommendation to the Board for its approval. Section 4. The CRA has been approached by adjacent property owners including Mt. Zion Baptist Church with expressions of interest in the referenced property. Any pertinent information on the referenced property will be made available and may be obtained from the CRA at 49 NW 5,h Street, Suite 100, Miami, Florida 33128.
