Pleased by advised that Mr. Donald Zuchelli of ZHA, Inc., was requested by the CRA
Board to be present at the Board Meeting scheduled for April 28, 2003, to give an update
on his firm's Feasibility Economic Strategy for the Downtown Overtown Development
Programming as a part of the Plan Update for the SEOPW CRA Area.
As you will recall, Mr. Zuchelli appeared before the Board on March 31 st and was
requested to update/fine tune his "numbers" with the assistance of appropriate City Staff
and appear before the Board, again, at the April 28th meeting to finalize his report to the
Board. On April 4th, a teleconference took place among CRA Staff (Frank Rollason and
Chelsa Arscott), City Staff (Ana Gelabert, P&Z Director, and Carmen Sanchez
representing the Department of- Real Estate and Economic Development), and Mr.
Zuchelli. City staff explained to Mr. Zuchelli that they had not received his original draft
documents and were being supplied the information now from CRA staff. City staff
committed to reviewing the proposals as rapidly as possible and to provide their
comments and questions to CRA staff (Chelsa Arscott) who would, in turn, act as the go-
between with Mr. Zuchelli. In addition, Mr. Zuchelli would need until the end of April
to complete his initial draft dealing with the economic element for the Overtown Area;
his initial submittal dealing with the Park West Area.
In keeping with the CRA Board's request on March 31 st, the CRA needs to contact the
DDA to see what database they utilized for the economic numbers that were supplied Mr.
Zuchelli and to see if those numbers have been updated. Ms. Ana Gelabert also required
additional time to compare the numbers from DDA to those supplied by her department.
After much discussion, it was decided that it would be more practical and meaningful to
bring Mr. Zuchelli back to the Board at the June 2003 meeting at which time he should be
in better position to update the Board as to his final recommendations taking the new data
being supplied by City Staff into consideration.
