Omni Facade Program Project Objective: Spur Reinvestment in the Omni/Media & Entertainment District by Attracting Attention with Color Project Description: The Omni Neighborhood bounded by 171h Street to the North, I-395 to the South, F.E.C. Rail to the West, and Biscayne Blvd. to the East, is an area comprised of medium size, single tenant, commercial/industrial buildings. The current condition of these buildings evidences the lack of maintenance that comes with years of dis-investment. Fagade Improvement programs have proven impact by encouraging re -investment through direct financial assistance, "peer pressure", and by calling attention to the affected area. The Omni Fagade Program is primarily a paint program administered by Downtown Miami Partnership, Inc (DMP). DMP has a proven track record in the neighboring Central Business District administering the Fagade Improvement Program for the City of Miami. The Omni Facade Program provides property owners or businesses with financial incentives (match - grants) to improve building exteriors with paint. The program operates as a match grant with a cap of $9750.00 from project funds and a mandatory match from the property owner or business of 35% minimum. When fully funded the program should be able to complete 14-20 projects in its first year. - Requested Funds: $70,000.00 The leveraging of grant money is a very important operating principal of the DMP. The Empowerment Trust funding used in the Omni Fagade Program is currently matched with $24,500 from the property owners. Funds from the CRA ($70,000) would be used to expand the program for maximum impact. CRA funds would similarly be matched by property owners, bringing the private sector match to a minimum of $49,000. TOTAL $ 189,000 6 , , Omni Facade Program Page 10NM/ CIA Downtown Miami Partnership, Inc. 0 3 - 09 • • • Grant Administration: Downtown Miami Partnership Executive Director, Josie Correa, and staff will administer the project grant, including all required project tracking, monitoring of funds, reports and project evaluation. Correa has extensive experience in implementation of Community Development Block Grant funded projects for the City of Miami through the Commercial Facade program for Downtown Miami. Design consultants, Eran Spiro and Associates, will coordinate and apply a master color palette to buildings enrolled in the program. Eran Spiro and Associates has developed the master palette used in the Omni Facade Program and has over 20 years experience in urban planning, architecture, and creating paints schedules for hi -rise projects. The Omni Facade Program will be integrated into Downtown Miami Partnership's comprehensive efforts to create a renaissance for Downtown Miami. Coordination with Other Agencies: To meet its objective of stimulating investment in the Omni Area of Downtown Miami, DMP will coordinate work with the following agencies: • City of Miami Community Redevelopment Agency • Omni Area Businesses and Property Owners • Empowerment Trust Inc. — CBD Staff • Omni Area Advisory Board • 1 Downtown Development Authority Miami (DDA) • City of Miami • Miami -Dade County The Omni Facade Program will be a coordinated effort between DMP and the above entities to beautify and enhance the remaining, commercial buildings and encourage neighborhood investment. This project will shape the neighborhood to the forthcoming Performing Arts Center and call significant attention to this collection of buildings and property immediately adjacent.
