I. Southeast Overtown/Park West Community Redevelopment Agency Boundary Study This study has been completed under the direction of CRA consultant Guillermo Olmedillo. The redefined boundary was adopted by the City of Miami Commission on June 27`li 2002. Dover, Kohl & Partners has provided assistance on graphic and presentation production, and has attended meetings and presentations relevant to the planning process. • H. Southeast Overtown/Park West Community Redevelopment Agency Master Plan Update This Master Plan Update is a planning process which revises the previous 1982 plan. The Plan Update reflects the current development dynamics and best planning practice. The Plan includes all areas within the expanded boundary which was adopted. Guiding principles and action steps will provide policy; specific projects will be proposed to be undertaken as part of the five-year budget and beyond. A document and presentation of the plan are to be provided upon completion of the work. Work to Date ■ The planning and document are at 75% completion. Currently undergoing City Planning Staff review. • To -date the consultant team of Dover, Kohl & Partners, with Urban Economists ZHA, has met with stakeholders including various Community Development Corporations, the Overtown Advisory Board, the Black Archives, and the;Trust for Public Land, the Collins Center and Overtown Civic Partnership. (ZHA is contracted separately with the Community Redevelopment Agency.) ■ The draft economic strategy for Park West titled "Economic Feasibility for the Park West Entertainment District Community Redevelopment Area" has been completed by ZHA, interacting with Dover Kohl. ■ A workshop was held on November 9 h 2002 at the Lyric Theater to gain input from the . community. ■ A subsequent community workshop and presentation of draft plan and economic findings are scheduled for January 256` 2003 at the Lyric Theater. February 2003 ■ First draft of Master Plan document complete: ■ Zoning revision recommendations complete. ■ CRA Board Workshop — I' reading. ■ Planning Advisory Board Workshop — V reading. March 2003 ■ Planning Advisory Board Workshop — 2°d reading ■ CRA Board Workshop — 2nd reading, seeking adoption of Plan. ■ Master Plan document revised based on input;for CRA Board and Planning Advisory Board. April 2003 ■ City Commission —reading, seeking adoption of Plan Update. May 2003 ■ County Staff Review — required 60 day review period. • (County Staff may recommend revisions to Plian document.) i July or September 2003 ■ County Commission — seeking approval of Plan and Boundary. M. Grand Promenade Special Area Plan The Grand Promenade is envisioned as a vibrant pedestrian space, a safe and interesting way for pedestrians to move east -west. The Special Area Plandepicts how to transform and revitalize this alley with new businesses and residential opportunities while providing a pedestrian street for access between - Overtown, Bicentennial Park and the surrounding neighborhoods. A document and presentation of the plan are provided upon completion of the work. Work to Date ■ Draft document is at 80 % completion. ■ Draft concepts developed with business and property owners in the area. ■ The initial concepts have been shown to the CRA Board. ■ Currently refining aspects of the Grand Promenade under the direction of City of Miami Planning Staff. Milestones • January 2003 ■ Survey provided to CRA for distribution to property and business owners in the entertainment district area. Biscayne Boulevard Special Area Plan The Park West portion of Biscayne Boulevard has the potential to become a vibrant cultural corridor, linking the Cuban Museum at the south, the art and science museums located at Bicentennial Park, and the Performing Arts Center to the north. The Special Area Plan depicts how to transform this segment of the Boulevard. It proposes a new design for the right-of-way which balances the mobility needs of pedestrians, motorists and transit, while creating a pedestrian -oriented environment for the developing adjacent properties. The Special Area Plan also provides recommendations for adjacent properties. A document and presentation of the plan are provided upon completion of the work. Work to Date ■ Proposed design for the right -of way completed. ■ Design concept presented to Citizens Advisory Committee. ■ Traffic simulation conducted by FDOT. ■ Simulation results indicate proposed design is feasible.
