This report presents the status update on the subject project as of December 16, 2002. This status report was
requested by Board Member Joe Sanchez at the October 29, 2002 and was deferred from the December 16,
2002, due to his absence.
STATUS REPORT
IDesien Concepts
Since commencement of the Athalie Range #1 Mini -Park ("Range #1 Park") improvements project, the CRA
publicly noticed and held two Public Design Workshops on Saturday, October 26, 2002 and December 6,
2002, at Booker T. Washington Senior High School and the Culmer Center, respectively, from 9:30 AM —
2:00 PM. Although the CRA extensively disseminated the workshop information to the public via posted
flyers (on a daily basis), incubator info centers at the Overtown & Parkwest NET Offices, via fax and mail to
all churches and related organizations in Overtown, and through print media and word of mouth, and at the
November 9, 2002 SEOPW Town Hall Meeting, turnout was low. The enclosed design concepts were
visualized by those who attended both work -shops. The CRA intends to hold a final design workshop in
February, 2003 to garner public input on the project.
Pending Agreements
• Lease agreement between the City of Miami and FDOT for the FDOT — Right -Of -Way.
• Execution of the Interlocal Agreement between City of Miami and CRA for improvements to Athalie
Range # 1 Mini -Park
• Contract Agreement between the City of Miami and the Miami -Dade County (Office of Safe
Neighborhood Parks Bond).
Scheduled Meetings
The CRA will present the Athalie Range #1 Mini -Park improvement project to the Homeland
Defense/Neighborhood Improvement Bond Committee on Thursday, January 16, 2003. This project is
funded with the Homeland Defense Bond and the Safe Neighborhood Park Bonds (SNPB) in the amount of
$300,000 each. To date, funding has not been appropriated to the CRA, from either bond issue, for this
project.
As the parent sponsor of the grant application to the SNP13 Office, the City of Miami (Parks Department)
will receive the $300,000 match on behalf of the CRA. Communications with the City of Miami Parks
• Department confirms that funding has not been appropriated from the SNP13 Office pending an executed
contract between the City and the SNPB Office for fund disbursements.

On October 29, 2002, the CRA Board adopted resolution SEOPW/CRA 02-166 which
authorized the CRA to negotiate and execute an Interlocal Agreement with the City of
Miami for the CRA to make improvements to Athalie Range #1 Mini -Park. On
November 19, 2002, a matching city resolution (R-02- 1259) was sponsored by
Commissioner Teele authorizing the City to negotiate and execute an Interlocal
Agreement with the CRA.
CRA staff have subsequently been in constant dialogue with the City of Miami Parks
Department, Capital Improvement Project Department, and the City Manager's Office to
negotiate the terms of the Interlocal Agreement. The Domino Park component of the
Athalie Range #1 Mini -Park project is slated to go before the Homeland
Defense/Neighborhood Improvement Bond committee (presented by the Capital
Improvement Projects Director Janet Palacino) at its next committee meeting to be
prioritized for the next draw down from the Bond Issue. In the interim, the City and
FDOT is in the process of renewing the existing lease agreement between the two
government entities for improvements to the FDOT Right -Of -Way known as Athalie
Range #1 Mini -Park.
Note: The attached Domino Park projections are in the DRAFT Project Form Template requested
by Vice -Chairman Winton, and is still pending final approval.

FFE include the purchase and installation of 14 tables (interchangeable for chess,
checkers and domino games) and 64 fixed seating (4 to each table)

Section 1. For thi. purpose of paying for homeland
security, neighborhood improvements, capital projects and
infrastructure improvements, with interest payable at rates not
to exceed the maximum rate allowed by law, to be payable from ad
valorem taxes to be levied on all taxable property. in the City
provided that the debt millage not exceed the current rate of
1.218, there shall be issued, under theauthority of the
Constitution and laws of the State of Florida, including
particularly the Charter of the City and the Municipal Home Rule
Powers Act (Chapter 166 of the Florida Statutes, as amended), and
subject to the election hereinafter provided *for, general
obligation bonds of the City in an aggregate principal amount not
exceeding Two Hundred and Fifty -Five Million Dollars
�($255,000,000).
Such bonds shall be in the denomination of $5,000
each or any integral multiple thereof, shall bear interest at a
rate or rates not exceeding the rate provided for by the Statutes
of the State of Florida, shall be in such form and shall be
executed by such officers of the City _or any financial
institution and in such manner, as the.Commission shall provide
by resolution adopted prior to the issuance of the bonds. The
Bonds shall be issued as fully registered bonds; provided,
however, that if those provisions of the federal law which
presently require that tax-exempt bonds be issued in fully
• registered form, should at any time be amended, repealed or
nullified, the bonds may then be issued as coupon bonds, or as

bonds registered as to principal only or as to both principal and
interest, or in any other form consistent with applicable law, as
the Commission shall provide by resolution prior to the issuance
of the bonds.
Section 2. The principal of such bonds . is to be due and
payable at such time or times, not exceeding 30 years from the
date hereof, but not longer than the probable life of any
improvement for which the same are issued, as estimated by the
Commission. The Commission may by resolution consolidate into a
single issue
all
or any
part
of the
bonds authorized.

For
the
prompt
payment of the principal of
and the interest on such bonds, there shall be levied and
collected annually an ad valorem tax upon all taxable property
*within the City,over and above all other
er taxes authorized to be
levied by the City, sufficient to pay such principal and interest
as the same respectively become due and payable.
Section 4. A special municipal election is called to be
held on, Tuesday, the 131h day 'of November, 2001, from 7:00 A.M.
until 7:00 P.M., for the purpose of submitting to the electors of
the City, authorized by law to participate in such election, the
question of whether such bonds shall be issued.
Section S. Notice of the special municipal election to
be held on Tuesday, November 13, 2001, shall be published in the
MIAMI HERALD, THE HAITIAN TIMES AND DIARIO LAS AMERICAS,
.newspapers of general circulation in the City of Miami, Florida
at....least twice, once in the fifth week and once in the third

week, prior to the week in which said election is to be held, the
date of the first publication in. each of said newspapers
to be at
least 30 days before said election, which notice shall be
substantially in the following form:

Section 6. The election shall be held at the voting

Section 7., The Precinct Election Clerks and Inspectors
to serve at said polling places on said election date shall be
designated by the Supervisor of Elections of Miami -Dade County,
Florida, for such purposes in accordance with the general laws of
the State. The registration books and records for the
registration of persons qualified to vote in said elections shall
be those maintained by the Supervisor of Elections of Miami -Dade
County.
Section 8. For the purpose of enabling persons to
. register who are qualified to vote in said special municipal
election to be held on November 13, 2001, and who have not

amended, or who have transferred their legal residence from one

Section 13. WALTER J. FOEMAN,. the City Clerk of the City
of Miami, Florida, or his duly appointed successor, is designated
and appointed as the official representative of the Commission of
the City of Miami, Florida, in all transactions with the
Supervisor of Elections of Miami -Dade County in relation to
matters pertaining to the use of the registration books for the
holding of the herein special municipal election.
Section 14., The City Clerk shall cause to be prepared
absentee ballots for the use of absentee electors entitled to
cast such ballots in said election.
Section 15. All qualified electors of said City shall be
permitted to vote in said special municipal election and the
Supervisor of Elections of Miami -Dade County is requested,
authorized, and directed to furnish, at the cost and expense of

Section 16. The City Clerk is authorized and directed to
cause a certified copy of this Ordinance to be delivered to the
Supervisor of Elections of Miami -Dade County pursuant to
applicable law.
Section 17. This Ordinance shall go into effect
immediately upon its passage and shall not be subject to the
right of referendum as an ordinance.
Section 18. All ordinances or parts of ordinances that
. are inconsistent or in conflict with the provisions of this
Ordinance are repealed.
Section 19.' If any section art of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 20. This Ordinance is declared to be an emergency
measure on the grounds of urgent pubiic.need for the preservation
of peace, health, safety, and property of the City of Miami, and
upon the further grounds of the necessity to generally carry on
the functions and duties of municipal affairs.
Section 21. The requirement of reading this Ordinance on
.two separate days is dispensed with by an affirmative vote of not:,

FACT SHEET
1. Q. Why should this Park project be funded through SNPB Discretionary Funds?
A. The City of Miami Parks Department is committed to providing residents with the
public environment where social activities and meetings can take place. This grant
application is submitted to SNPB Office and adheres to the priorities identified by the
Safe Neighborhood Parks Act of 1996. It addresses park improvements, neighborhood
safety, juvenile crime prevention and quality of life enhancement for residents of
Overtown. A grant award from the SNPB Office would allow this park project to be
expedited with construction to be completed in September, 2003.
2. Q. What is the impact to the park project if funding is not received from the SNPB?
A. The City of Miami Parks and Recreation Department is committed to providing
residents and visitors with comprehensive. leisure services that includes an
environment for individual growth and development. If funding is not received from
the SNPB, the City will seek alternative funding sources for the construction of the
domino park, and will begin the planning and design for the park project. The City
would further seek to phase the construction of the park project until funding
allocations is obtained to fully construct the domino park. The, impact of such a
phasing would delay construction completion date of the park project, restrict access
to the park to the existing users in the interim, and increase construction cost while
alternative funds are sought.
3. Q. Why a Domino Park at Athalie Range #1 Park?
A. History: Athalie Range #1 Park is located underneath Interstate 95 between NW 10th
Street and NW l lth Street. For the past thirty-three (33) years, residents of Overtown
met locally on the street at "Good Bread Alley" (which is today part of Gibson Park)
to play dominoes. Years later, the club was displaced from their location due to a
construction project and migrated underneath I-95 (what is now known as Athalie
Range #1 Mini -Park). Today the Good Bread Alley Domino Club still meet at the
park to play dominoes, bringing their own chairs, tables and dominoes.
Goal: The City of Miami Parks Department is committed to providing outstanding
recreation services in state of the art facilities and enhancing the quality of life of City
of Miami residents and visitors. Athalie Range #1 Park is in dire need of renovation
which would serve to alleviate the negative impact of I-95 and create an environment
that can be utilized by residents, visitors, as well as ,for student activities from the
neighboring Frederick Douglass Elementary School and Booker T. Washington High
School. Renovation of the ark would further create a safe pedestrian corridor along
NW loth Street and NW l It Street, west of I-95, for students traversing to and from
school. Finally, there is an urgency to enhance the quality of life of residents of
• Overtown while at the same time removing slum and blight conditions and beautifying
the unsightly areas that were created by the construction of the highway.

4. Q. What is the Acted construction timeline?
A. If funding is received from the SNPB Office, planning will commence on October 1,
2002 with construction slated to be completed in September, 2003.
5.. Q. Who will manage the daily operations of the park?
A. The park will continue to be managed by the City of Miami Parks and Recreation
Department.
6. Q. Does the City of Miami own the property where the park project is planned?
A. Athalie Range #1 Mini -Park is located within the Florida Department of
Transportation (FDOT) Right -of Way. Attached to this fact sheet is a letter of intent
from FDOT granting the City of Miami access to conduct improvements to the Right -
of Way.

I understand that the City of. Miami Southeast Overtown Parkwest Community
Redevelopment Agency (SEOP/CRA) is preparing to submit an application for funding
to the Office of Safe Neighborhood Parks in support of the creation of a "Domino Park"
at the subject location.. The Department is currently investigating its ownership of the
area, and any leasehold interests that may currently exist. Given the Department's
practice of offering to the local government for an identified public purpose properties
determined to be temporarily surplus, we anticipate that this property, if available, would
be offered to the City of Miami provided that: 1) the Department has a real estate interest
in the property, 2) there are no other leasehold interests, 3) the Federal Highway
Administration (FHWA) concurs with the temporary surplus, and 4) the City agrees to
enter into a lease and or agreement as required.
We anticipate responding to the first 2 items above before August 31, 2002, after which

Miami's commitment of matching funds as required of the City for
its grant application to the Miami -Dade County Department of
Safe Neighborhoods is authorized, with said funds specifically
earmarked for the creation of a Domino Park at Athalie Range
No. 1 Park in Overtown, Miami, Florida.
