RESOLUTION NO.
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE
EXECUTIVE DIRECTOR TO GRANT THE REQUEST OF
FLORIDA INTERNATIONAL UNIVERSITY FOR THE
RENEWAL OF FUNDING FOR THE "ROOTS IN THE
CITY PROGRAM FOR FISCAL YEAR 2003, IN AN
AMOUNT NOT TO EXCEED $76,650.
WHEREAS, SEOPW Resolution No. 01-135, passed and adopted
December 11, 2001, authorized the Executive Director to provide
a grant to Florida International University to fund the "Roots
in the City" program for continued beautification and
landscaping projects within the Redevelopment Areas; and
WHEREAS, a renewal of funding is needed for the "Roots in
the City" program for fiscal year 2003, in an amount not to
exceed $.76,' 650.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.

Section 2. The Board of Directors authorizes the
Executive Director to grant the request of Florida International
University for the renewal of funding for the "Roots in the
City" program for fiscal year 2003, in an amount not to exceed
$76,650.
Section 3. This resolution shall be effective
immediately upon its adoption.

It is respectfully recommended that the CRA Board of Directors authorize the funding request of Dr.
Marvin Dunn, Chair for the Department of Psychology at Florida International University, for the
"Roots in the City" program in an amount not to exceed $76,650 for the FY'03 fiscal year.
JUSTIFICATION:
"Roots in the City" is an established public service project for a community garden which began in 1998
and is operated by Dr. Marvin Dunn, Chair for the Psychology Department at the University of Florida.
In its beginnings university students and community volunteers performed the necessary activities
required to maintain and service the garden. The program now employs, on a full time basis, three
persons who reside in Overtown. This horticultural training program has grown and still maintains the
goals of beautifying one of the gateways into Overtown while providing Overtown residents with
employment opportunities.

Ms. Martinez,
As per our conversation today I am attaching a copy of the request for funding for the Roots in the
City Project. For several months we have been trying to be placed on the agenda for board
consideration. At the CRA's request we have rewritten our request and resubmitted it, it was mailed
on Oct.15, 2002. The request outlines the activities that we are asking the CRA to fund. The budget
included in this request only covers moneys being requested of the CRA. Our yearly operating
budget for the project is in excess of 200,000. Our project serves the Overtown and neighboring
communities by beautifying the area and providing training and job opportunities for its residents.
We are eager to continue our work, but need the CRA's assistance in order to do so. We are asking to
be placed on the November agenda for board consideration of our request. If you should need any

Project Mission:
To beautify and rejuvenate the Overtown Community by planting and maintaining green spaces and
providing training and job opportunities for community residents in horticulture.
Project Information
Roots in the City Project Objectives: Our project, the maintenance of a community garden in
Overtown and bordering areas, seeks to address several needs within the community.
• Beautification of the community.
• Improve the ecology of the community
• Provide job opportunities for Overtown residents
• Instill a sense of pride in the community
The project's approach is hands- on, action based. The project utilizes both community residents
as well members of other communities to achieve its goals. With volunteers representing at
least three ethnic groups, the garden project brings people from different ethnic groups together
with the common objective of beautifying the area.
The Horticultural Training Program is committed to hiring Overtown residents who under
normal circumstances face hiring challenges due to the economic conditions of the area and
limited skills. This program provides paid training in a growing field. Upon completion of the
training, workers are equipped with a highly marketable skill which increases their opportunities
for gaining employment.
Purpose of Support Requested:
The project initiative is to maintain the garden area which is located northwest of the N.W. Third
Avenue and Fourteenth Street intersection as well as various other areas throughout the community.
With support from other entities, like the Miami -Dade Empowerment Trust we continue to install
plants and trees in the garden, and continue the field staffs horticultural training.
The Roots in the City Project is requesting support in order to maintain and expand its Horticultural
Training Program as well as its community wide beautification efforts. Currently, the Horticultural
Training Program is training and employing 4 full time field staff members. One of which has been
promoted to field supervisor and has received a two dollar raise.

It is recommended that the Board of Directors of the Southeast Overtown/Park West Community
Redevelopment Agency of the City of Miami ("CRA") approve the attached Resolution,
authorizing the request for funding the "Roots in the City" project for an amount not to exceed
$23,700.
BACKGROUND
Dr, Marvin Dunn, Chair for the Psychology Department at Florida International University,
submitted a request for funding, in the amount of $23,700 for the FIU project entitled "Roots in
the City"..'his was established as a public !*rvice project for a community garden and has been
in ex stence for the past three years. University students and community volunteers perform the
necessary activities required to maintain and service the garden. As of last December the
program has employed three -full time employees who live in Overtown has embarked upon a
horticultural training program that received $25,000 worth of funding from the Empowerment
Trust. The program requires additional funding to continue the program in an appropriate
manner especially since its impetus is to hire residents of Overtown, specifically targeting those
who have employment challenges.
