A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE
EXECUTIVE DIRECTOR TO EXECUTE AN AGREEMENT,
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH THE DEPARTMENT OF OFF-STREET PARKING FOR
THE PLANNING AND DESIGN OF PARKING LOTS
UNDERNEATH I-395 TO SUPPORT THE TWENTY FOUR-
HOUR ENTERTAINMENT DISTRICT IN THE PARK WEST
REDEVELOPMENT AREA, IN AN AMOUNT NOT TO
EXCEED $79,076.
WHEREAS, the CRA is committed to the development of the
Twenty Four -Hour Park West Entertainment District by providing
adequate infrastructure such as parking, security and lighting
in the area and
WHEREAS, the State of Florida Department of Transportation
has agreed to construct parking lots under I-395 and the
Department of Off -Street Parking has agreed to manage the
parking lots once constructed.
NOW, THERE'FORE', BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.

Section 2. The Board of Directors hereby authorizes the
Executive Director to execute an agreement, in a form acceptable
to the City Attorney, with the Department of Off -Street Parking
for the planning and design of parking lots underneath I-395 to
support the Twenty Four -Hour Entertainment District in the Park
West Redevelopment Area, in an amount not to exceed $79,076.
Section 3. This resolution shall be effective
immediately upon its adoption.

Parking has agreed to manage the parking lots once constructed.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
SEOPW COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
incorporated herein as if fully set forth in this Section.
Section 2. The CRA Board of Directors hereby authorize the CRA to enter into a grant

It is respectfully recommended that the CRA Board of Directors approve the attached Resolution
authorizing the CRA to enter into a grant agreement with Offstreet Parking (Miami Parking
Authority) in the amount of $79,096 for the planning and design of parking lots underneath 1-395
to support the 24 Hour Entertainment District in the Parkwest Redevelopment Area
JUSTIFICATION
The CRA is committed to the development of the 24 Hour Parkwest Entertainment District.
During several meetings with stakeholders in the District, a number of issues were identified
including the need for adequate parking, security, lighting and environmental condominiums.
FDOT has agreed to the construction of parking lots underneath I-395, and Offstreet Parking has
agreed to manage the parking lots once constructed.

In response to several issues expressed by stake holders within the CRA area, including the need
for parking, I respectfully recommend that the CRA partner with Offstreet Parking for design
services related to the seven parking areas being contemplated beneath I-395, from NE Is' Avenue
to NW 3Td Avenue.
The initial roles identified are as follows: Offstreet Parking and CRA will work together with
FDOT during the P D & E Phase (Offstreet Parking will engage HNTB). FDOT will perform the
build -out and the CRA will enter into an agreement with Offstreet Parking once the lots are
completed
The design phase for construction of the parking lots beneath I-395 will cost $79,076(attached
Exhibit "A" from HNTB). The Scope of Work will include schematic design (ADA
requirements), vehicle and pedestrian access, parking space layout, etc.), site civil design
(pavement, grading, drainage, etc.) site lighting design (ensure adequate light level throughout all
the lots), field review (collecting information of existing conditions), post -design assistance and
project management, as described in the attached proposal. The design of the proposed fencing is
excluded from this proposal.

Design Services
1.0 SCOPE OF SERVICES:
The Miami Parking Authority (hereinafter referred to as MPA) has requested HNTB Corporation
(hereinafter referred to as HNTB) to provide professional design services for the creation of paved
surface parking at seven (7) lots under 1-395 in the Miami downtown area (as identified on plans
entitled "CRA Survey"). These services will include the following tasks:
1.1 Schematic Design
HNTB will develop one parking scheme for the surface lots. HNTB will layout and design all 7
surface lot configurations for the site referenced above and coordinate the final design layout with
the MPA. The layout and design will include: compliance with ADA requirements, vehicular
entry/exit location, pedestrian access, fence location, parking space layout, pavement marking and
signage. Approval of the schematic design site plan upon coordination with the MPA and FDOT will
be the basis of the final design contract documents.
1.2 Site Civil Design
HNTB will provide the complete design of the site development plans for all 7 proposed sites. The
specific work is to include the preparation of construction documents including specifications for the
site development plans for the proposed 7 lots. The work is to include pavement design, paving and
grading plans, and site drainage plans. Site drainage must be developed to account for the water
that is currently being collected along 1-395 and being discharged via downspouts into these areas.
Design will need to comply with DERM and SFWMD permitting requirements.
1.3 Site Lighting Design
Site lighting design will consist of providing adequate illumination level throughout all 7 surface lots.
Illumination Engineering Society (IES) Recommendations and South Florida Building Code (SFBC)
criteria will be used as a minimum for the exterior illumination design of the premises. Lighting will
consist of a combination of pier mounted underdeck luminaires and/or pendant hung underdeck
luminaires.
1.4 Field Review
HNTB will undertake field reviews to support the design services. Specifically, these will include
collecting information about existing conditions, traffic circulation patterns, adjacent land uses. A
photo log of the site and vicinity will also be created. Field reviews will also include verification of
survey and plan information provided to HNTB by others. This task does not include
field/topographical survey of the sites.
1.5 Post -Design Assistance
HNTB will assist the MPA in reviewing shop drawings and responding to contractor requests for
additional information and/or changes. This task also includes assistance at one pre -construction

meeting. This task does not include construction inspection, bid preparation, advertisement
preparation/posting, or review of bid responses. If requested, these services could be negotiated
separately or paid as additional services per section 4.0, herein.
1.6 Project Management
Project management will be an on -going task for the duration of these services. This task includes
preparation of project schedule, meeting minutes, agendas, project status reports, managing sub -
consultants, and the like. This task also provides for project coordination and approvals of the
design documents by the MPA and the FDOT. Under this task, qualified HNTB staff will be available
for up to three project -related meetings described in section 3.0, herein.
2.0 SCHEDULE AND FEE
HNTB proposes to complete the design and engineering and submit four complete sets of contract
documents to the Miami Parking Authority within 6 months from receipt of an authorization to
proceed. This schedule anticipates that the necessary data, information and approvals are provided
by Miami Parking Authority and made available to HNTB in a timely manner. Anticipated time
required (range) to complete each major milestone on this project is indicated below.

• MPA Review and Approval of Schematic Design: 2 to 3 weeks
® 90% Contract Document Submittal: 8 to 10 weeks
• MPA Review and Approval of 90% Contract Document: 2 to 3 weeks
100% Contract Document Submittal/Design Completion: 2 to 3 weeks

A lump sum fee of seventy-nine thousand and seventy-six dollars ($79,076.00) is proposed for
the conduct of the Scope of Services contained herein.

3.0 MEETINGS
A qualified HNTB Miami staff member will be available for up to three (3) meetings as outlined below
through the course of the design as part of the Project Management task 1.6.
• Initial Coordination Meeting
• Schematic Design Meeting
• 100% Design Document Meeting
A qualified HNTB Miami office staff member will be available for one (1) pre -construction meeting as
part of the Post -Design Assistance task 1.5.
Any additional required client meetings will be billed on an hourly basis as additional services.
4.0 ADDITIONAL SERVICES
Additional services as requested by the Miami Parking Authority will be provided based on the
following hourly staff rates and reimbursement for direct expenses (charged at cost), such as travel
mileage, hotels, and sustenance.

5.0 MIAMI PARKING AUTHORITY SUPPORT
The following are some of the items that the Miami Parking Authority will be responsible for providing
to HNTB in a timely manner in order for HNTB to perform the design services.
• Current topographical surveys (hard copy and electronic format) of the properties referenced
above — must include grade elevations and delineation of site boundaries.
• Parking lot management equipment specifications.
• Agreement between MPA and FDOT or other entity related to the use or development of the
subject sites.
