A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE
EXECUTIVE DIRECTOR TO EXECUTE AN AGREEMENT,
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH THE DEPARTMENT OF OFF-STREET PARKING FOR
THE PLANNING AND DESIGN OF A PARKING LINER
BUILDING TO SUPPORT THE TWENTY FOUR-HOUR
ENTERTAINMENT DISTRICT IN THE PARK WEST
REDEVELOPMENT AREA, IN AN AMOUNT NOT TO
EXCEED $12,500.
WHEREAS, the CRA is committed to the development of the
Twenty Four -Hour Park West Entertainment District by providing
adequate infrastructure such as parking, security and lighting
in the area; and
WHEREAS, the Department of Off -Street Parking has agreed to
participate as an equal partner with the CRA in the development
and management of parking lots in the Park West Redevelopment
Area.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section

Section 2. The Board of Directors hereby authorizes the
Executive Director to execute an agreement, in a form acceptable
to the City Attorney, with the Department of Off -Street Parking
for the planning and design of a parking liner building to
support the Twenty Four -Hour Entertainment District in the Park
West Redevelopment Area, in an amount not to exceed $12,500.
Section 3. This resolution shall be effective
immediately upon its adoption.

THE CRA TO ENTER INTO AN AGREEMENT WITH OFFSTREET
PARKING (MIAMI PARKING AUTHORITY) IN THE AMOUNT OF $12,500
FOR THE PLANNING AND DESIGN OF A PARKING LINER BUILDING
TO SUPPORT THE 24 HOUR ENTERTAINMENT DISTRICT IN THE
PARKWEST REDEVELOPMENT AREA
WHEREAS, the CRA is committed to the development of the 24 Hour Parkwest
Entertainment District by providing adequate infrastructure such as parking, security and lighting
in the area; and
WHEREAS, Offstreet Parking has agreed to be a 50/50 matching partner with the CRA in
the development and management of parking lots in the Parkwest Redevelopment Area.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
SEOPW COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI,
FLORIDA:

It is respectfully recommended that the CRA Board of Directors approve the attached Resolution
authorizing the CRA to enter into a grant agreement with Offstreet Parking (Miami Parking
Authority) in the amount of $12,500 for the planning and design of a parking liner building to
support the 24 Hour Entertainment District in the Parkwest Redevelopment Area
JUSTIFICATION
The CRA is committed to the development of the 24 Hour Parkwest Entertainment District.
During several meetings with stakeholders in the District, a number of issues were identified
including the need for adequate parking, security, lighting and environmental condominiums.
Offstreet Parking has agreed to become a 50/50 partner with the CRA in the development and
management of Parking Lots in the area. Approximately 300-600 parking spaces are planned for
the parking liner building with mix use office and residential on the top floors and retail on the
ground floor.

Subject: Entertainment District Land Acquisition Recommendations
Ms. Lewis,
The Parkwest Entertainment District is in the initial stages of development. The nature of the
entertainment district and their "maintenance of business" needs are quite different and more intense than
that of the previous uses. These pioneer entrepreneurs are already experiencing the typical challenges
which can occur in downtowns undergoing revitalization. Event parking needs and the waste removal are
of immediate concern; the necessity will continue to increase as the District grows.
To maximize the potential of the District and encourage growth, these infrastructure needs should be
addressed immediately and in a comprehensive manner. We are currently studying design options for
parking structures with liner buildings. The structure would include a trash compacting system to be
shared by the businesses in the district.
We would recommend the acquisition of parcels within the entertainment district, specifically the
acquisition of the parcels abutting North Miami Avenue and Northeast 10`h Street, so to accommodate
these needs on these specified properties.
