A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE
EXECUTIVE DIRECTOR TO PROVIDE GRANTS OF CASH
AND IN -KIND SERVICE TO MUSIC FEST MIAMI FOR
"THE ANNUAL MUSIC FEST EVENT" SCHEDULED TO
TAKE PLACE DURING THE LABOR DAY WEEKEND FROM
AUGUST 30, 2002 THRU SEPTEMBER 1, 2002, IN AN
AMOUNT NOT TO EXCEED $25,000; AND DIRECTING
THE EXECUTIVE DIRECTOR THAT THE GRANT IN -KIND
PORTION FOR $5,000 BE STRICTLY FOR THE RENTAL
OF THE MIAMI ARENA FOR THE EVENT SCHEDULED AT
THAT LOCATION FOR AUGUST 30TH, 2002.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
- THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The Board Directors authorizes the Executive
Director to provide grants of cash and in -kind service to Music
Fest Miami for "The Annual Music Fest Event" scheduled to take
place during the Labor Day weekend from August 30, 2002 thru
September 1, 2002, in an amount not to exceed $25,000.

Section 3. The Executive Director is directed that the
grant in -kind portion for $5,000 be strictly for the rental of
the Miami Arena for the event scheduled at that location for
August 30th, 2002.
Section 4. The resolution shall be effective
immediately upon its adoption.

SEOPW COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI,
FLORIDA:

RECOMMENDATION
Resolution providing a cash and in -kind grant to Music Fest Miami in an amount not to exceed
$25,000 for the annual music fest event scheduled to take place from August 30 to September 1, 2002
(Labor Day Weekend); further providing that the in -kind portion of $5,000 is strictly for the rental of
the Miami Arena for the August 30'h, 2002 event and said location.
BACKGROUND
Music Fest experienced a successful inaugural year in 2001. This festival promotes cultural diversity
and is under the leadership of Commissioner Barbara Carey-Shuler from Miami -Dade County, its chief
supporter. Last year the City of Miami provided over $30,000 in cash and in -kind services in support
of this event. The CRA at a special meeting held on February 14, 2002 committed to supporting
programs that promoted cultural activities that impact the CRA districts and as a result would look
upon this as a program to which it can provide support.

"Miami -Dade Standing United" The festivities open with an educational initiative targeting Miami -
Dade County school students that will feature cultural and anti -drug
EVENT CHAIRS workshops and presentations. Other events include a Mayor's kick-
off luncheon, a celebrity gala at the Miami Arena and Community
Experience Tours promoting cultural exchanges. The festivities

concert featuring live performances by local and national recording

Miami -Dade County is a culturally diverse and:ethnically rich community
-boasting Anglo-Americans. Native Americans, African Americans, Cubans;
Caribbeans, South Americans and countless others. This is a cause for celebra-
tton, a salad bowl blended with cultures from across the globe. What better way.
to learn about different peoples than to live, work and play among them?
Unfortunately, however, that is often not the case. Fear.of the foreign tends to
keep like with like, resulting in seemingly disparate communities living in self-
imposed seclusion, robbed of the opportunity to share in the cultural riches of
those living in the next town.
Music Fest Miami endeavors to change all of that by shining a spotligtii on
our isimilarities, not our differences. In so doing, the people of'Miani,(anc0 the::-,
world at large) will see that despite what continent we are from or h6w'wd'prel.'

This is a country of immigrants. Upon settlinghere, the "Pilgrims learned,
valuable survival lessons from their new neighbors, the Native American
Indians,. Had there been more tolerance of the unknown back then, we would be

";'•all about accepting that this community is made up of diverse cultures, recogniz
ang 7tat our differences are in fact not that profound and tolerating each other

;When you think about it, our needs haven't changed over the last 225 years..
We%Wll require a roof over our heads, food on our tables, clothes on our backs -
and hope for the future. While modern technological advances have made our
lives easier in the new century, we still have more, reason to learn from each
other than we do to fear one another.
The first step toward removing the fear is education. Once we as people.have_
anunderstanding of ethnic groups different from our own, communication can
begin in effort to form a more unified community. Unification leads to a
stronger political and financial voice. That influence in turn leads to change.
We are then poised to implement policies that serve to make Miami Dade
County a better place for all to live and work.
Since music speaks to every culture, it is the medium through which Music
Festsvlianxi will deliver its message. This lesson requires no books, no home•
work and no exams. Iris simply a matter of enlightenment through exposure'. ` _ -

Message from Miami -Dade
County Mayor, Alex Penelas
A, we strive to bring together the various ethnic and
national groups in Miami -Dade County, we must use
every means of communications available to us and
music can be the universal language. Music crosses all ethnic
and cultural boundaries and brings a message of love and
understanding.
Once the music stops, we are faced
with the challenge of talking with each
other. Not to each other. For that reason,
inter -cultural dialogue has been a long-
time priority of my administration. €
Only by celebrating the diversity of
our community, can we hope to foster
greater sense of community acceptance
among our diverse residents.
Each day we work to build bridges
toward increased inter -ethnic communica-
tion; economic revitalization programs

gration fairness; and increased job oppor-
tunities.
First we sing together, then we talk together. This Labor
Day weekend event will demonstrate that there is — among all
people — a common appreciation for music and all things of
beauty.
Once again — we are more the same, than we are different.

In my view, Music Fest Miami will be the event that brings
together the business, civic and community leaders to cel-
ebrate the great cultural diversity of Miatni-Dade County.
The eyes of the country and the world are always upon us.
We are always in the news. We need to show all who are
watching that Miami can be a model of understanding among
the diverse groups that are here and more importantly that we
are able to take advantage of the great
economic capital our diversity represents.
Music is a universal language that all
of us can appreciate and understand.
Through music we can come together and,
celebrate our diversity. That is why I have
created the message, "No matter what
color your skin, No matter where you're
from, No matter what language you
speak, Let's celebrate our diversity,
Miami -Dade!" That is our strength and
beauty in this town.
While great music can be achieved

music. The relationships that we make will produce great peo-
ple —people who will enjoy the wonderful beauties of Miami
