A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") ACKNOWLEDGING
RESOLUTION SEOPW/CRA R-01-82 AND AUTHORIZING
THE EXECUTIVE DIRECTOR TO EXECUTE AN
AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, TO AMEND THE AGREEMENT PREVIOUSLY
EXECUTED WITH DOUG BRUCE & ASSOCIATES FOR
GOVERNMENTAL REPRESENTATION ON BEHALF OF THE
CPA IN TALLAHASSEE, FLORIDA, TO INCREASE THE
CONTRACT AMOUNT FROM $62,600 TO $95,000,
SUBJECT TO THE AVAILABILITY OF FUNDS FROM
ACCOUNT NUMBER 689004.550011.6.270; AND
DIRECTING THE EXECUTIVE DIRECTOR TO REQUIRE
THAT DOUG BRUCE & ASSOCIATES INCLUDE
TIDEWATER CONSULTING AS A SUB -CONSULTANT TO
THE AGREEMENT.
WHEREAS, the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") is responsible for carrying out
community redevelopment activities and projects in the Southeast
Overtown/Park West Community Redevelopment Area established
pursuant to the CRA Redevelopment Plan; and
WHEREAS, Resolution SEOPW/CRA 01-82 authorized the
Executive Director to enter into an agreement -with Doug Bruce
and Associates in an amount not to exceed $62,400; and

WHEREAS, Doug Bruce and Associates have expended all funds
allocated under their contract.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The Board of Directors acknowledges
Resolution SEOPW/CRA R-01-82 and authorizes the Executive
Director to execute an agreement, in a form acceptable to the
City Attorney, to amend the agreement previously executed with
Doug Bruce & Associates for governmental representation on
behalf of the CRA in Tallahassee, Florida, to increase the
contract amount from $62,600 to $95,000, subject to the
availability of funds from account number 689004.550011.6.270.
Section 3. The Executive Director shall require that
Doug Bruce & Associates include Tidewater Consulting as a sub -
consultant to the agreement.

RECOMMENDATION
It is respectfully recommended that the CRA Board of Directors approve the attached resolution
acknowledging resolution SEOPW/CRA R-01-82 and authorizing General Counsel to amend the
contract with Doug Bruce & Associates by increasing the contract amount from $62,600 to $95,000,
an increase of $32,400, subject to the availability of funds from account number 689004.550011.6.270
for governmental representation in Tallahassee on behalf of the CRA; further requiring that Doug
Bruce & Associate include Tidewater Consulting as a sub -consultant to the contract.
BACKGROUND
On June 25, 2001, the CRA Board of Directors adopted resolution SEOPW/CRA 01-82 which
authorized the CRA Executive Director to enter into an agreement with Doug Bruce and Associates
replacing Greater Miami Neighborhoods (GMN) as the CRA's Housing Consultant and further to
provide Governmental Representation in Tallahassee on behalf of the CRA. At the request of General
Counsel, Doug Bruce submitted a proposal for continued Government Representation through the
2002 legislative session.

Dear Alex: -
This proposal is made in response to your request for Doug Bruce &
Associates to provide additional professional services to the Miami CRA. This
agreement will be considered an addendum to the previously executed contract
between the Miami CRA and Doug Bruce & Associates
These services will be attendant to legislation under consideration in the
ongoing 2002 legislative session. Said services will involve engaging on the behalf
of the Miami CRA to encourage rejection by the Florida Legislature or modification
to the CRA's satisfaction of certain proposals relating to "billboard" legislation.
The Miami CRA Board and staff will coordinate these activities. The term of
the engagement anticipates the possibility of extended or special sessions and
subsequent consideration by, and review of, approved legislation by the Governor.
The retainer fee for such service will be $25,000 paid in equal monthly
installments of $5,000, commencing March 15 and terminating August 15.
The Miami CRA may renew this contract at its sole discretion for an
additional five months for the period from August 15 through January 15.
Services for that period would be anticipatory of the 2003 legislative session
and would be related to defending the Miami CRA from similar egregious proposals
that may arise for consideration. Such activities will include strategic discussions
with members of the Legislature and candidates for election to the Legislature.

alliances.

ATTACHMENT "A"
The Consultant shall provide the following professional services as needed as part of this
Agreement:
1. Assist the CRA in the preparation of a strategic plan to advance the goals of the CRA
through Florida's legislative and executive branches.
2. Develop and execute a lobbying strategy for CRA legislative priorities.
3. Present and explain CRA's goals, objectives, and needs to Florida's elected officials
and governmental staff.
4. Secure effective proponents for the CRA agenda. -
5. Assist in obtaining funding for CPA projects within the community redevelopment
district.
6. Assist the CRA in obtaining partnering support from the State of Florida for projects
within the community redevelopment district.
7. Keep the CRA informed on proposed legislative changes affecting community
- redevelopment districts.
8. Facilitate the CRA's interactions with Florida's legislative and executive branches.
9. Other related activities and additional work as required by the CRA.

Dear Nis. Lewis:
High Seas Trading; Co. and Viking Lifesaving Equipment have operated out of 162S 11.
Miami Avenue for the past 12 years. We have endured burglaries, robberies, auto
vandalism, and even thr-' theft of our attempts at landscapiag our b assy areas (hicludiiig
the fresh sod). We remained at this address with the hopes and beliefs that the
r eighborhood would be improving in the coming years. Thankfully, we Yiave seen those
hopes coming to fruition over the past months. We appreciate all of the hard work which
NET, I'vIiami-Dade Police, local business owners, and certain members of this community
have participated in to bring the neighborhood to this point.
We have completedplans for a new facility just east of our present location and we are
taming to obtain our building permit. To our surprise we are required to install a 12"
water main fors forth Miami /,-.venue to the east side of our new property with
installation of two new fire hydrants for increased fire main flow. We have met with Mir.
David Hernandez and Fire Chief Virgil Fernandez for some help in this matter.
If here is anything that CIA or the City of Miami could do in order to alleviate the
burden of the astronomical cost that: this project adds to our already stretched budget, it
would be greatly appreciated. The total length of this water main is approximately 600'
and at a cost of $60-80,000 this could unfortunately derail the entire building project.
I am asking if you could extend any assistance to us in order that we may complete this
building project and do our part in bringing this neighborhood closer to the vision we all
share.
