A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") REQUESTING THAT
THE MAYOR OF THE CITY OF MIAMI AND MIAMI CITY
COMMISSION CONSIDER CONDUCTING A COMPLETE
ASSESSMENT OF THE EFFECTS OF THE HOMELESS
ISSUE ON THE REDEVELOPMENT AREAS, WITH THE
ASSESSMENT TAKING INTO ACCOUNT: (1) THE
MUNICIPAL SERVICES BEING PROVIDED IN THE
REDEVELOPMENT AREAS IN CONJUNCTION WITH THOSE
SERVICES PROVIDED THROUGHOUT ALL
NEIGHBORHOODS OF THE CITY OF MIAMI; (2) THE
TOTAL COSTS INCURRED BY THE CITY OF MIAMI AND
OTHER GOVERNMENTAL AND PRIVATE AGENCIES
ATTEMPTING TO ADDRESS THE HOMELESS ISSUES
WITHIN THE CITY OF MIAMI; (3) THE ECONOMIC
IMPACT THAT THE HOMELESS ISSUES ARE HAVING IN
THE REDEVELOPMENT AREAS ON THE VALUES OF
PROPERTY, INCREASES IN COSTS, REDUCED PROFITS
AND LOST ECONOMIC OPPORTUNITIES; AND FURTHER
REQUESTING THAT THE MAYOR AND MIAMI CITY
COMMISSION ASSIST THE CRA IN COMPLYING WITH
THE REQUIREMENTS OF SECTIONS 163.370(K),
163.380 AND THE INTENT OF 163.355, FLORIDA
STATUTES, AS THESE STATUTES RELATE TO THE
UNDERLYING PURPOSE AND/OR OBJECTIVE OF THE
ROLE. UNDERTAKEN BY THE CRA IN THE CHARITY
UNLIMITED OF FLORIDA, INC. REAL PROPERTY
EXCHANGE TRANSACTION.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The Board of Directors requests that the
Mayor of the City of Miami and the Miami City Commission
consider conducting a complete assessment of the effects of the
homeless issue on the redevelopment areas, with the assessment
taking into account: (1) the municipal services being provided
in the redevelopment areas in conjunction with those services
provided throughout all neighborhoods of the City of Miami; (2)
the total costs incurred by the City of Miami and other
governmental and private agencies attempting to address the
homeless issues within the City of Miami; (3) the economic
impact that the homeless issues are having in the redevelopment
areas on the values of property, increases in costs, reduced
profits and lost economic opportunities.
Section 3. The Board of Directors further requests that
the Mayor and Miami City Commission assist the CRA in complying
with the requirements of Sections 163.370(k), 163.380 and the
intent of 163.355, Florida Statutes, as these statutes relate to
the underlying purpose and/or objective of the role undertaken
by the CPA in the Charity Unlimited of Florida, Inc. real
property exchange transaction.

Section 4. The resolution shall be effective
immediately upon its adoption.

OVERTOWN PARK WEST COMMUNITY REDEVELOPMENT AREA AND THE
OMNI COMMUNITY REDEVELOPMENT AREA ON PROPERTY VALUES WITHIN
THE REDEVELOPMENT AREAS AND LOST ECONOMIC OPPORTUNITY COSTS;
AND FURTHER REQUESTING THAT THE MAYOR AND MIAMI CITY
COMMISSION ASSIST THE CRA IN COMPLYING WITH THE REQUIREMENTS
OF FLORIDA STATUTES §163.370(K), §163.380 AND THE INTENT OF §163.355 AS
IT RELATES TO THE PURPOSE OF THE EXCHANGE OF THE CHARITY
UNLIMITED REAL PROPERTY, CRA AND THE CITY OF MIAMI.

neighborhoods of the City of Miami, ; (2) the total costs incurred by the City of Miami and other
governmental and private agencies dealing with the homeless issues within the City of Miami; (3) the
economic impact that the homeless issues are having within the Southeast Overtown Park West
Community Redevelopment Area and the Omni Community Redevelopment Area on property values
within the redevelopment areas and lost economic opportunity costs; and further requesting that the
Mayor and Miami City Commission assist the CRA in complying with the requirements of Florida
Statutes § 163.370(k), § 163.380 and the intent of § 163.355 as it relates to the purpose of the exchange
of the Charity Unlimited real property, CRA and the City of Miami
