NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors hereby amends SEOPW/CRA Resolution No. 01-51 and authorizes the Executive Director to execute an agreement, in a form acceptable to the City Attorney, with Dover Kohl & Partners for planning services pertaining to the Grande Promenade, in an amount not to exceed SEOPW / CRA. 02- 60 $50,000, subject to the availability of funds from Account No. 689001.550108.6.270. Lewis Acting Executive Director, CRi) SUBJECT: Grande Promenade Project: Contract with Dover Kohl & Partners REFERENCES: ENCLO URE Resolution, supporting documents RECOMMENDATION Resolution authorizing the CRA to amend resolution SEOPW/CRA R-01-51 and authorizing the SEOPW CRA Executive Director to enter into a separate contract with Dover Kohl & Partners for planning services related of the Grande Promenade in an amount not to exceed $50,000 subject to the availability of funds from account number 689001.550108.6.270 BACKGROUND On May 21, 2001, the CRA adopted SEO/PW CRA RO1-51which authorized the Executive Director to enter into a contract with Dover Kohl for planning services related to several projects. An amendment to the proposed legislation, while under Board consideration, further approved the Grande Promenade project which the CRA now desires to enter into a separate contract with Dover Kohl for the associated scope of services. Funding Source: TIF Account Number: 689001.550108.6.270 SEOPW/CRA 02- 60 DRAFT 04/ 16/02 Revised 04/22/02 Grand Promenade Plan Scope Site Context The Grand Promenade is the area known as the FEC railroad corridor, the east -west alley located between NE 10°i Street and NE 11 th Street from NW 1 s' Avenue to Biscayne Boulevard. Goal The phrase "Grand Promenade" brings to mind an exciting people space. The goal would be to create the Grand Promenade as a street (Pedestrian Plaza) that is a true destination. Offering people a quality public space, improved mobility and transportation options for east -west travel. Scope DKP will coordinate with staff and other consultants; meet with the Advisory Committee and the public to produce up to three (3) urban design alternatives for the Grand Promenade. These urban design recommendations are concept options, solely for planning purposes. Further due diligence in respect to site constraints may be required to develop construction documents. 1. Public Outreach Process and Site Analysis of Physical Conditions DKP may hold a one to two-day, on -site studio and interview session to share findings and gain input from the community and interested stakeholders. 2. Create Studies and Design Options Create a series of design alternatives that explore architectural and urban design elements, transportation (including parking structures with mixed -use liner buildings) and development potentials for the Promenade. Studies may include plan, elevations, sections and three- dimensional graphics to explain key concepts. 3. Meet with the Advisory Committee DKP, along with the other consultants, will meet with an Advisory Committee up to three (3) times to review the alternatives and seek input. 4. Review Findings with Staff DKP will meet with Staff, to review findings and seek further direction. 5. Technical Memorandum DKP will produce a Technical Memorandum documenting key concepts and providing urban design recommendations. 6. Present Draft Grand Promenade Plan to CRA Board, City Commission and public DKP will make up to two (2) formal presentations to the appropriate governmental agencies and public. 1 SEOPW/CRA 02- 60 DRAFT 04/ 16/02 Revised 04/22/02 9 The Center for Urban Transportation Research (CUTR) 1. CUTR will work with DKP to arrive at a proposed route linking with the Greenway, Baylink and Overtown, through the Grand Promenade, to Bicentennial Park. This will be developed based on: a) Input received during community meetings associated with this project; b) All recent plans that have been developed for transportation modifications and improvements in the greater downtown Miami area that might have an impact on the study area and the provision of transit services therein; c) Any previous research that has been done specifically dealing with the study area that addresses economic development, land use, or transportation issues to help ensure consistency; and d) Input received from providers of transportation services in the area. 2. CUTR will report on the strengths and weaknesses associated with different types of technologies and vehicles that could be used on the routes that are developed, and make recommendations accordingly; CUTR will receive limited input from Gustafson and Priore. This task will include: a) An examination of practical issues associated with the provision of transit services through all of the potential alternatives. b) Provide an estimate of all costs specifically including but not limiting to the capital cost, life cycle cost, and the annual operating cost/deficit for each option. It will also recommend the likely authority that would be responsible for managing the transit services identified, as well as the actual operating entity. c) An examination of the capital and operating costs associated with various vehicles, including conventional transit vehicles and electric or hybrid -electric minibuses, as well as non-traditional technologies such as narrow-gauge rail, including an assessment of the life -cycle costs of these various options; d) An examination of the operational issues associated with each of these vehicles and technologies, including the availability of skills and agencies to operate and maintain such vehicles, how they would interact with the environment in which they would operate, and how flexible the various technologies would be to daily or long-term changes that might occur in the operating environment; e) An examination of the history of success associated with the different methods of providing similar services in other areas, with a particular emphasis on the 2 SE®PW/CRA 02- 60 DRAFT 04/ 16/02 Revised 04/22/02 different technologies' ability to attract riders and contribute to positive community development. 3. CUTR will provide coordination with the Governmental stakeholders and related ongoing projects. a) To solicit input from appropriate Governmental stakeholders specifically including but not limiting to the City of Miami Public Works, Metropolitan Planning Organization (lYIPO), the Florida Department of Transportation (FDOT), City of Miami Beach, Performing Arts CenterTrust, Miami Sports and Exhibition Authority (MSEA), Baylink Consultants and the Miami -Dade County Expressway Authority (MDX). b) To arrange for briefings of the final report with the same appropriate entities mentioned above, prior to CRA Board action. c) To coordinate with appropriate CRA staff on a possible interrelationship of the budgeted Joint Park West-Overtown Railroad Project as contained in the 2002 Capital Improvement Projects and Programs of the CRA, with the Grand Promenade. d) To coordinate this Grand Promenade project with the Trust for Public Land "Greenway Project" e) To coordinate with the City of Miami (Planning Department) regarding the interrelationship with the proposed Media Tower Overlay with the Grand Promenade. H.J. Ross (H. J. Ross) H. J. Ross will provide engineering services for feasibility and costing. Services will include: 1. A feasibility analysis of the proposed route. The feasibility analysis will address site - specific conflicts such as existing and currently proposed street design and traffic signalization. 2. Propose with input of Dover, Kohl & Partners, not less than two (2) alternatives including height and capacity of a contemporary urban parking structure that utilizes pedestrian -oriented design strategies with liner buildings or other design plans to maximize job creation and retail economic potential of such structural parking facilities. 3. Identify parking facility location options. These services may be provided as an additional service to the base scope. Gustafson & Priore (Gustafson & Priore) Gustafson & Priore will: 1. Provide input to define the route, parking facility location and design options, and assist in the formation of the operating entity and authority responsible for managing the transit services identified. 2. Provide input to CUTR regarding the range of appropriate (vehicles and technology) applicable and feasible to study area, ie. Narrow Gauge Rail etc. 3. Create a Funding Strategy in the form of a technical memorandum that: a) Identifies specific funding sources and strategies. b) Right-of-way requirements to establish proof of need to acquire. c) Identifies current and future available dollar amounts for all aspects of the plan. This should include improvements to the right -of way and street, on - street parking and parking garages, the creation and maintenance of green spaces, and the implementation and construction of any proposed transit components. d) Identifies any specific deadlines or time frames for available funding. e) Defines further planning exhibits that may be necessary to acquire funding to implement the Special Area Plan. f) Assist DKP, CUTR and H.J. Ross to achieve project goals as requested by the respective consultants and the CRA General Counsel. Deliverables Generate three urban design alternatives using graphics to depict the basic concepts. The alternatives will address how to rethink the existing relationship of private property and public right -of way into a more dynamic configuration, functionally improving the quality of the public realm by addressing urban design, land use and transportation principals. The Grand Promenade transportation component is intended to be a site -specific plan that builds upon The Center for Urban Transportation Research, CUTR's, "Feasibility Study for Transit Circulator Services — March 2000" Dover, Kohl & Partners 4 SEOPW/CRA 02- 60 DRAFT 04/ 16/02 Revised 04/22/02 Alternatives Report: A concise report illustrating and explaining the three proposed design alternatives. Phasing options and the associated development dynamics, pros and cons, of each alternative. This report will incorporate the Technical Memorandum of the other consultants into one document. The Center for Urban Transportation Research Technical Memorandum entitled "Transit Vehicle and Route Recommendations for the Grand Promenade". CUTR will provide a concise explanation of their methodology and recommendations for the appropriate vehicle and routes. H.J. Ross Technical Memorandum: explaining feasibility and issues of the proposed route. The feasibility analysis will address site -specific conflicts such as existing and currently proposed street design and traffic signalization and structured parking facility location options. Gustafson &Priore Technical Memorandum entitled "Funding Strategy for the Grand Promenade". Gustafson and Priore will create a Technical Memorandum detailing funding strategy tailored to the Grand Promenade. S SEOPW/CRA 02- 60 Item 15 RESOLUTION NO. SEOPW/CRA A RESOLUTION OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY (THE "CRA") AUTHORIZING THE CRA TO ENTER INTO A CONTRACT AGREEMENT WITH DOVER KOHL & PARTNERS, A PLANNING FIRM, ("CONTRACTOR'), FOR AN AMOUNT NOT TO EXCEED $50,000.00, FOR SERVICES TO BE PROVIDED IN CONNECTION WITH THE PLANNING AND DESIGN OF THE GRAND PROMENADE, AS WELL AS PLANNING ASSISTANCE TO INTEGRATE THE OVIATE PROPERTIES ALONG BISCAYNE BOULEVARD BETWEEN I- 395 AND NE 6' STREET INTO THE BICENTENNIAL MASTER PLAN, AND FUTHER TO COORDINATE THE ONGOING BICENTENNIAL TRANSPORTATION PROJECT WITH THE DOWNTOWN DEVELOPMENT AUTHORITY ("DDA") AND THE METROPOLITAN PLANNING ORGANIZATION ("MPO"). r OVA I L WHEREAS, the City of Miami approved and adopted the Southeast Overtown/Park West Community Redevelopment Plan pursuant to Resolution Nos. 82- 755 and 85-1247 (the "Redevelopment Plan"); and WHEREAS, the CRA is responsible for carrying out community redevelopment activities and projects in the Southeast Overtown/Park West Redevelopment Area (the "Redevelopment Area") established pursuant to the Redevelopment Plan; and WHEREAS, the CRA authorized the Executive Director to utilize professional consultants for the conceptual planning and design for a "Grand Promenade" WHEREAS, the CRA desires to enter into a contract agreement with Dover Kohl & Partners, a Planning Firm, for an amount not to exceed $50,000.00 for services to be provided in connection with the planning and design of the Grand Promenade, as well as planning assistance to integrate the private properties along Biscayne Boulevard between I-395 and NE 6" Street into the Bicentennial master plan, and further to coordinate the ongoing Bicentennial Transportation project with the Downtown Development Authority (DDA) and Metropolitan Planning Organization (WO). WHEREAS, the City of Miami approved and adopted the Omni Area Redevelopment Plan pursuant to Resolution Nos. 86-868 and 86-607 (the "Redevelopment Plan"); and WHEREAS, the CRA is responsible for carrying out community redevelopment activities and projects in the Omni Redevelopment Area (the "Redevelopment Area") established pursuant to the Redevelopment Plan; and WHEREAS, the CRA desires to authorize the Executive Director to utilize CRA consultants the construction of the Grand Promenade on from Biscayne Boulevard to N.W. 1st Avenue between 101h Street and l ltb Street at a cost not to exceed $4,500.00.
