National Center for Transit Research designation
The Center for Urban Transportation Research (CUTR), established in 1988, has become
recognized nationally and serves as an important resource for policymakers, transportation
professionals, the education system, and the public. With emphasis on developing innovative,
implementable solutions to transportation problems, CUTR provides high quality, objective
transportation expertise in the form of technical support, policy analysis, and research support
that translates directly into benefits for its project sponsors.
A significant factor in CUTR's success and a unique aspect of the Center is the responsiveness
resulting from its faculty of full-time employees dedicated to conducting research. The
multidisciplinary research staff includes experts in economics, planning, engineering, public
policy, and geography who develop comprehensive solutions for all modes of transportation
while combining academic and "real world" experience.
CUTR conducts nearly $5 million in research annually for a variety of public and private sector
sponsors in Florida and the United States, including the Florida Legislature, the Florida
Transportation Commission, and state and local governments, agencies, and organizations.
Areas of research include public transportation, transportation planning, intelligent
transportation systems (ITS), transportation demand management (TDM), transportation
economics and finance, geographic information systems, access management, alternative fuels,
and transportation safety, among others.
CUTR was designated the National Center for Transit
Research by the U.S. Congress in 1991, a designation that
was reaffirmed in 1998. Through NCTR, CUTR conducts
research projects in rapidly growing urban areas to
develop innovative, pragmatic approaches that will enable
public transportation to better meet the evolving needs of
U.S. citizens.

RECOMMENDATION
It is respectfully recommended that the CRA Board of Directors approve the attached resolution
authorizing the Executive Director to meet with the Miami City Manager to discuss and make
recommendations to enter into an agreement to establish a Transportation Management Association
(TMA) comprised of business owners, to oversee Transportation issues as it relates to the F.E.C. right-
of-way, and further to request support from the MPO and the FDOT for the planning, financing and
operation of said TMA.
BACKGROUND
Pursuant to the CRA Redevelopment Plan of 1982, the CRA committed to resolve existing and future
transportation conflicts, encourage night and day activities in Downtown Miami and reduce travel
distance for Downtown workers. A Transportation Management Association (TMA) will coordinate
efforts of local government and private employers to provide free and substantial reduced
transportation services. These services will help alleviate traffic congestion by offering downtown
employees transportation alternatives, preserve air quality, improve our environment, and spur the kind
of pedestrian activity which is much needed to incite economic growth within the redevelopment areas.
