SEOPW / CRIB 02- 59 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors authorizes the Executive Director to execute an Interlocal Agreement, in a form acceptable to the City Attorney, with the University of South Florida College of Engineering's Center for Urban Transportation Research ("CUTR") for professional services pertaining to transportation projects in the redevelopment areas including, but not limited to, the Grande Promenade project, public transportation, transportation planning, intelligent transportation systems, transportation demand management, transportation safety, and the development of the Transportation Management Authority (TMA) for a period of two years and in an amount not to exceed $50',000, subject to the availability of funds from Account No. 689001.550108.6.270 Section 3. The Executive Director is further authorized to apply to the Metropolitan Planning Organization and the Florida Department of Transportation, District IV, for reimbursement of the $50,000, or, alternatively, to request a grant in the amount of $50,000, and to make available CUTR Page 2 of 3 SEOPW/CRA 02- 59 Redevelopment Plan of the CRA, pursuant to Sections 163.370(k) l ' and 163.380, Florida Statutes, as amended. Lewis Acting Executive Director, CRA DATE: April 25, 2002 FILE: SUBJECT: Interlocal Agreement with Center for Urban Transportation Research (CUTR) REFERENCES: ENCLO URE Reso ution, supporting documents RECOMMENDATION Resolution authorizing the SEOPW CRA to enter into an Interlocal Agreement with the University of South Florida, College of Engineering's "Center for Urban Transportation Research (CUTR)" for professional services in connection with public transportation projects in the redevelopment areas including but not limited to the Grande Promenade project, other public transportation, transportation planning, intelligent transportation systems (ITS), transportation demand management (TDM), transportation safety, and the development of the Transportation Management Authority (TMA), for a period of two years in an amount not to exceed $50,000.00 subject to the availability of funds from account number 689001.550108.6.270; further authorizing that the CRA Executive Director to apply to the Metropolitan Planning Organization (MPO) and/or the Florida Department of Transportation, District 6, for reimbursements of said $50,000, or alternatively, request a grant in the amount of $50,000. Also, authorize the CRA Executive Director to then make available all reports from CUTR to the Downtown Development Authority (DDA), the City of Miami, the Miami Sports and Exhibition Authority (MSEA), the Omni Redevelopment Authority and the Bayside Park Trust with all such cost to be absorbed by the SEOPW CRA. BACKGROUND The CRA desires to create a unique transportation mode in the redevelopment areas to create linkages between the Grande Promenade, Bicentennial Park, the Performing Arts Center and the BayLink project. The CRA is also interested in partnering with in the areas of CUTR to participate in the coordination efforts. CUTR has extensive transportation experience in the areas of technical support, policy analysis and research support and is currently a partner with the Metropolitan Planning Organization (MPO) which oversees all transportation related activities in Miami -Dade County and the Miami Dade Expressway Authority (MDX). On February 14, 2002, the CRA Board adopted resolutions SEOPW/CRA 02-26 which seeks to create a Transportation Management Association (TMA), comprised of elected officials, business owners and property owners, to coordinate public transportation needs within the redevelopment areas of SEO/PW CRA and OMNI CRA and their adjacent area. With emphasis on developing innovative, implementable solutions to transportation problems, CUTR provides high quality, objective transportation expertise in the form of technical support, policy analysis, and research support that translates directly into benefits for its project sponsors. SUBJECT: Transportation Management Association to oversee transportation issues as it relates to the FEC right-of-way REFERENCES ENCLOAfspolution RECOMMENDATION It is respectfully recommended that the CRA Board of Directors approve the attached resolution authorizing the Executive Director to meet with the Miami City Manager to discuss and make recommendations to enter into an agreement to establish a Transportation Management Association (TMA) comprised of business owners, to oversee Transportation issues as it relates to the F.E.C. right- of-way, and further to request support from the MPO and the FDOT for the planning, financing and operation of said TMA. BACKGROUND Pursuant to the CRA Redevelopment Plan of 1982, the CRA committed to resolve existing and future transportation conflicts, encourage night and day activities in Downtown Miami and reduce travel distance for Downtown workers. A Transportation Management Association (TMA) will coordinate efforts of local government and private employers to provide free and substantial reduced transportation services.
