THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE
EXECUTIVE DIRECTOR TO COORDINATE A JOINT
PUBLIC WORKSHOP WITH MIAMI SPORTS AND
EXHIBITION AUTHORITY ("MSEA"), THE DOWNTOWN
DEVELOPMENT AUTHORITY, THE BAYFRONT PARK
TRUST AND THE CRA ON THE MANDATED
METROPOLITAN PLANNING ORGANIZATION MIAMI-
MIAMI BEACH TRANSPORTATION CORRIDOR STUDY
ENTITLED "BAYLINK", PREPARED BY PARSONS
BRINCKERHOFF QUADE AND DOUGLAS, INC., WHICH
WILL BE HELD UNDER THE AUSPICES OF THE MAYOR
OF THE CITY OF MIAMI AND MESA.
WHEREAS, the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") is responsible for carrying out
community redevelopment activities and projects in the CRA
Redevelopment Area; and
WHEREAS, the CRA desires to coordinate a joint public
workshop on the mandated Metropolitan Planning Organization
Miami -Miami Beach Transportation Corridor Study that will be
held under the auspices of the Mayor of the City of Miami and
MSEA.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF

OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The Board of Directors authorizes the
Executive Director to coordinate a joint public workshop with
Miami Sports and Exhibition Authority ("MSEA") the Downtown
Development Authority, the Bayfront Park Trust and the CRA on
the mandated Metropolitan Planning Organization Miami -Miami
Beach Transportation Corridor Study entitled "Bay Link",
prepared by Parsons Brinckerhoff Quade and Douglas, Inc., which
will be held under the auspices of the Mayor of the City of
Miami and MSEA.
Section 3. The Resolution shall be effective upon its
adoption.

severe local congestion, making

PROJECT HISTORY
This is not the first time that trans-
portation enhancements have been
considered for these two areas.
The Miami -Miami Beach Corri-
dor is part of a larger focused
study of east -west travel that
FDOT undertook with the Federal
Highway Administration in 1995.
A Draft Environmental Impact
Statement (DEIS) was completed
for possible transit improvements
from the FIU campus to Miami

The Citizens Advisory Committee (CAC
The key goals of the CAC are to inform
citizens about the Bay Link Study and to
receive input from the public. The commit-
tee represents a group of individuals who
live or work in the Miami -Miami Beach
Study Corridor and who have a vested inter-
est in the development of the project. Panel
members include area residents, employees,
commuters and business owners, employers
and other stakeholders who are interested in
providing project input. "The role of the CAC
is to work hand in hand with the management
team and provide input so together we can
arrive at a locally preferred alternative," said
Wilson Fernandez.
Elected co-chairs from both Miami and
Miami Beach will represent the citizens
affected by the Study. Elected co-chairs are
Marty Hyman and Irby McKnight.
Irby McKnight is a
long time resident of
Overtown, active in the
community and political
affairs throughout Miami
Dade County. He is President
of the Overtown Advisory
Board, and Chairman of the
Irby McKnight OvertownNeighborhood
Assembly for the Empowerment Zone.
McKnight started as a high school student
seeking membership in the Student
Government Association at Cades High
School in South Carolina. Activism fol-
lowed him to Winston Salem State
University in NC. He later attended
Southern Christian Leadership Conference
workshops on Leadership and Citizen
Education. As a community organizer, Mr.
McKnight works well with all communities.
Marty J. Hyman has
been a Miami Beach resi-
dent for over 20 years. He
is a notable architect and
designer. Many of his proj-
ects include several Miami
Beach landmarks including
a 400 room ocean front
Marty Hyman hotel, 700 car parking
garage/retail complex, and historic restorations
such as the 17 story downtown office building.
Hyman's community activities include being
Vice Chair of the Miami Beach Transportation
and Parking Committee; Executive Board
Member of the North Beach Development
Corporation & Mid -Beach Partnership; Miami
Beach Development Corporation Board of
Directors; Metropolitan Transportation
Authority and Electrowave Advisory Boards.
Hyman sees the Bay Link CAC as a logical

RECOMMENDATION
It is respectfully recommended that the CRA Board of Directors approve the attached
- resolution authorizing the CRA Executive Director to coordinate a joint public workshop
with Miami Sports and Exhibition Authority (MSEA), the Downtown Development
Authority (DDA), the Bayfront Park Trust, and the CRA on the mandated Metropolitan
Planning Organization (NIPO) Miami -Miami Beach Transportation Corridor study,
entitled `Bay Link", prepared by Parsons Brinkerhoff Quade and Douglas, Inc., to be
held under the auspices of the City of Miami Mayor, and MSEA
BACKGROUND
As a part of the Redevelopment Plan, the CRA is committed to improving infrastructure in the CRA
Districts such as street improvements, landscaping, signature lighting, drainage improvements, parking

PB Performing Miami Bay Link Study
MIAMI, FL -- The Miami -Dade Metropolitan Planning Organization (MPO)
has selected Parsons Brinckerhoff (PB) to perform a Miami -Miami Beach
transportation corridor study (Bay Link project).
The study area extends from downtown Miami across the MacArthur
Causeway to South Miami Beach and northward to the Miami Beach
Convention Center. The general purpose of the Bay Link study is to
supplement the existing draft environmental impact statement for
development of a transit system. The study will update the technical base
for the final environmental impact statement to 2025 and build public
consensus and support for the MPO's selection of a locally preferred
alternative.
PB will define a viable financial plan, secure environmental clearances and
assist in securing Federal Transit Administration (FTA) New Starts Funding.
The final step will be to advance the project into final design and
implementation.
The key technical issues associated with the project include: selecting a
Miami Beach alignment, selecting an alignment in downtown Miami,
planning bus circulation patterns in support of the project, accommodating
and supporting the new development on Watson Island and the new Port
Tunnel, design of the bridge carrying the transit system over the inland
waterway, connecting the new system to Metrorail and Metromover
effectively, and selection of the storage yard and maintenance yard site.
Completion of the study is slated for early 2003.
