A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE
EXECUTIVE DIRECTOR, PURSUANT TO A MEMORANDUM
OF UNDERSTANDING AND SUBJECT TO THE
CONCURRENCE OF THE MAYOR OF THE CITY OF
MIAMI, TO TRANSFER FUNDS TO THE MIAMI SPORTS
AND EXHIBITION AUTHORITY FOR THE BENEFIT OF
THE HAITIAN MUSIC AND ENTERTAINMENT AWARDS
2002 EVENT SCHEDULED FOR SATURDAY, MARCH 30,
2002, FOR FEES ASSOCIATED WITH THE RENTAL OF
THE MIAMI ARENA AND RELATED EQUIPMENT, IN AN
AMOUNT NOT TO EXCEED $15,000, SUBJECT TO THE
AVAILABILITY OF FUNDS, FROM ACCOUNT NUMBER
689001.550108.6.940.
WHEREAS, the Southeast Overtown/Park West ("SEOPW")
Community Redevelopment Agency ("CRA") is responsible for
carrying out community redevelopment activities and projects in
the SEOPW Community Redevelopment Area established pursuant to
the CRA Redevelopment Plan; and
WHEREAS, the CRA desires to transfer funds to Miami Sports
and Exhibition Authority for the benefit of the Haitian Music
and Entertainment Awards 2002 event, subject to the concurrence
of the Mayor of the City of Miami and to the availability of
funds.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The Board of Directors hereby authorizes the
Executive Director, pursuant to a Memorandum of Understanding
and subject to the concurrence of the Mayor of the City of
Miami, to transfer funds to the Miami Sports and Exhibition
Authority for the benefit of the Haitian Music and Entertainment
Awards 2002 event scheduled for Saturday, March 30, 2002, for
fees associated with the rental of the Miami Arena and related
equipment, in an amount not to exceed $15,000, subject to the
availability of funds, from Account Number 689001.550108.6.940.
Section 3. This Resolution shall

RECOMMENDATION
It is respectfully recommended that the CRA Board of Directors approve the attached resolution
authorizing the CRA Executive Director to transfer funds to Miami Sports and Exhibition Authority for
the benefit of the Haitian Music Awards scheduled for Saturday, March 30, 2002 pursuant to a
Memorandum of Understanding provided the concurrence of the City Mayor.
BACKGROUND
Whereas, the CRA is interested in promoting Overtown as a Destination for Entertainment and to attract
Tourists, the CRA desires to pay for the rental of the Miami Arena and other cost associated with the use
of Miami Arena related equipment. As background, Miami Sports and Exhibition Athority (MSEA) and
the City of Miami provided support for the Haitian Music Awards (HMA) in the amount of $10,000 and
$15,000 respectively. HMA is the only event in the nation dedicated to rewarding Haitians musicians
and the expected high profile talents will help to promote Overtown as a Destination.

Music and Entertainment Awards
Dear M ins:
I am in agreement with your recapitulation of our meeting of March 11, 2002 addressing
the Haitian Music and Entertainment Awards. However, the CRA's funding in an
amount not to exceed $15,000.00, is still subject to the SEOPW CRA Board approval.
Be advised that the next regularly scheduled Board of Directors' meeting is scheduled for
March 25`h, 2002 at the Double Tree Hotel's Grand Ballroom located at 1717 North
Bayshore Drive.
Thank you for the opportunity to participate in this event that will undoubtedly have a
positive impact on the City of Miami and the CRA districts. We also look forward to an
ongoing relationship and the chance to be involved in other successful events.

It is our understanding pursuant to our meeting on Tuesday March Ir, 2002 with yourself,
Commissioner Arthur E. Teele Jr., and members of your stag, that the Community
Redevelopment Agency (CRA) will be providing a $15,000.00 k7ant to assist in the sponsorship
of the Haitian Music and Fntertainment Awards show (I-IME) in Miami Arena.
It is also our understanding. that the $15,000.00 providod by the CRA will fund Coals associated
with rental of the Miami Arena for 1.1ME rehearsal, Friday March 294', 2002, and HME Awards
show on Saturday March 30*, 2002. Furthermore, $5,000.00 will be earmarked for the Innercept
Management Corporation production labor costs associated with the show.
Payment should be trade to "MSEA custodian of the Miami Arena" no later than
March 26, 2002. CRA has requested that should ticket sales exceed 2,500 patrons, then
HME will provide CRA with I S% of net gate receipts.
At your earliest convenience please provide Miami Sports and Exhibition Authority
(MSEA) an acknowledgement letter verifying that the above information is consistent
with your understanding.

La Reine Entertainment is excited to announce the 6th Annual Haitian Music & Entertainment
Awards 2002. We are seeking your assistance with this memorable soiree that will take place on
March 30th, 2002 at 7PM.
For the sixth consecutive year the HME Awards will honor and recognize the creators,
performers and producers of Haitian/Creole music for their artistic achievements. This is the
largest star studded event of it's kind worldwide for Haitian/Creole Music. It is a joyous
celebration of our rich musical heritage. The H1VlE Awards benefits the HME Awards Foundation
Inc., which also produces the annual Haitian Businessperson Achievement Awards, The Scholar
of Excellence Awards (honors top Haitian/Arnerica.n Qraduating seniors) and Soiree Des Legendes
(night of the legends). All of these events have met with tremendous success and has had such
guest of honors as Attorney L. Cochran, Actress Garcelle Beauvais, Actor Gabriel Casseus and
hip hop superstar Wyclef Jean, just to name a few.
Commissioner Teele, I am aware that at the City Commission meeting on Thursday December
13th, additional funds were allocated to the Department of Conferences, Conventions & Public
Facilities. Therefore, I am requesting your assistance with helping the 6th HMS Awards by
allocating some of those funds to the event, to help cover some of expenses (please see estimated
budget attached). Commissioner Teele, supporting the HME Awards will be the perfect
opportunity for`the City of Nflami to enhance it's commitment to the rich Haitian Culture, expand
it's presence in the Haitian/Creole Communities and most importantly attract national and
international tourism to the City of Miami. Because of the HME Awards popularity and is the
only event of it's kind worldwide, since it's inception in 1997, the attending audience has doubled
in size each year sad sold out where one can not find a seat, with proven attendees from New
York, Haiti, .Paris, Canada, New Orleans and the French Antilles. Hosting the 6th ILNE Awards
in the City of Munn has the potential to generate tourism and make a major impact.
