A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") AUTHORIZING AN
IN -KIND GRANT TO PALLOTTA TEAMWORKS FOR USE
OF CRA OWNED PARKING LOTS 58 AND 59, LOCATED
ALONG NE 2ND AVENUE, AS A STAGING AND HOLDING
AREA FOR THE AVON BREAST CANCER 3-DAY EVENT
SCHEDULED FOR APRIL 19 - APRIL 21, 2002, AT
BAYFRONT PARK.
WHEREAS, the CRA desires to provide an in -kind grant to
Pallotta TeamWorks for use of CRA owned parking lots 58 & 59,
located along NW 2nd Avenue, as a staging and holding area for
the Avon Breast Cancer 3-Day Fundraising Event scheduled for
April 19 - 21, 2002, at Bayfront Park; and
WHEREAS, parking lots 58 & 59 are managed and operated by
the Department of Off -Street Parking; and
WHEREAS, the Department of Off -Street Parking requires that
Pallotta Team Works (1) provide security for their personal
property during the 3-day event, (2) provide adequate general
liability insurance and name the City of Miami as an additional
insured and (3) must properly clean and maintain the subject
parking lots during the 3-day period.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The CRA Board of Directors hereby authorizes
the Executive Director to provide an in -kind grant to Pallotta
TeamWorks for use of CPA owned parking lots 58 & 59, located
along NW 2nd Avenue, as a staging and holding area for the Avon
Breast Cancer 3-Day Fundraising Event scheduled for April 19 -
April 21, 2002, at Bayfront Park and further directing CRA staff
to ensure that Pallotta TeamWorks: (1) provide security for
their personal property during the 3-day event; (2) provide
adequate general liability insurance and name the City of Miami
as an additional insured; and (3) must properly clean and
maintain the subject parking lots during the 3-day period as
required by the Department of Off -Street Parking.
Section 3. The Resolution shall be effective upon its
adoption.

Cancer 3-Day Event

RECOMMENDATION
It is respectfully recommended that the CRA Board of Directors approve the attached resolution
providing an in -kind grant to Pallotta TeamWorks for the use of the CRA owned parking lots 58 and
59 located along NW 2nd as a staging and holding area for the Avon Breast Cancer 3-Day event
scheduled to take place from April 19 — April 21, 2002 at Bayfront Park.
BACKGROUND
The CRA is in receipt of a letter of request dated January 17, 2002 from Pallotta TeamWorks
requesting the use of CRA owned parking lots 58 and 59 for the Avon Breast Cancer 3-day fundraising
event. The CRA contacted the Department of Offstreet Parking which confirmed the availability of the
subject parking lots for the requested dates subject to the following three conditions being met:
1. Pallotta TeamWorks must provide security for their personal property during the 3-day
event.
2. Pallotta TeamWorks must provide adequate general liability insurance and name the
City of Miami as an additional insured.
3. Pallotta TeamWorks must properly clean and maintain the subject parking lots during
the 3-day period.

Dear Ms. Harris;
I am in receipt of your letter of request dated January 17, 2002, requesting the use of CRA owned
parking lots 58 & 59. I have placed your request for support on the upcoming CRA agenda for
approval by the CRA Board of Directors at our next meeting scheduled for Thursday, February 14,
2002 at 2:00 pm at the Miami City Hall Chambers located at 3500 Pan American Drive, Miami,
Florida. The drafted legislation that will be presented before the CRA Board for approval supports the
request made by Pallotta TeamWorks subject to the fulfillment of the requirements of the Department
of Offstreet Parking, which operates the CRA parking lots. The following three (3) conditions must be
met:
4. Pallotta TeamWorks must provide security for their personal property during the 3-day
event.
5. Pallotta TeamWorks must provide adequate general liability insurance and name the
City of Miami as an additional insured.
6. Pallotta TeamWorks must properly clean and maintain the subject parking lots during
the 3-day period.
It is recommended that your or a representative of Pallotta TeamWorks attend the CRA Board of
Directors meeting on February 14, 2002 to respond to any questions.

Thank you for taking a few minutes on the phone with me today to discuss the use of
parking lots for the Avon Breast Cancer 3-Day event, which takes place on April 19, 20
& 21, 2002. I work for a company called Pallotta TeamWorks. We are the creators and
producers of the Avon Breast Cancer 3-Day events across the country.
The Avon Breast Cancer 3-Day is a unique fund raising event in the fight against breast
cancer. Up to 3,000 participants will walk 60 miles, from Boca Raton to Miami, on our
fully self -supported event. We provide three catered meals a day, aid stations along the
way, hot showers, sleeping tents, entertainment at night and full medical support.
This challenging athletic event will raise millions of dollars to fund breast cancer
research, as well as early detection programs for underserved women. In 2001 the Avon
Foundation granted $50 million dollars in the fight against breast cancer. The majority of
this money was raised by participants in the Avon Breast Cancer 3-Day walks across the
country.
Our Closing Ceremonies will take place at Miami's Bayfront Park on Sunday, April 21.
Prior to the ceremony the walkers will gather in a "holding" area until everyone has
arrived. We will then proceed as a group to Bayfront Park. We would like the use of City
Parking Lots 58 & 59 to use as these holdings areas. One of the lots maybe used as a
staging area for our approximately 100 support vehicles.
On Saturday, April 20, we would have approximately 150 portable toilets and a garbage

dumpster delivered to the site. On Sunday, April 21, we will erect a shade tent with tables
E £ and chairs for our participants. All equipment will be off the site by Monday, April 22. If
stakes are used to secure the shade canopy, our tent vendor will fill all holes.

There is a possibility we will serve a sack lunch at the site on Sunday as the walkers
arrive. Again, we are fully self-contained and will clean the area entirely upon our
departure.
Pallotta TeamWorks, is fully insured for general liability. The city of Miami will already
be named as an additional insured on our policy because of our use of Bayfront Park.
We would greatly appreciate the donation of these parking lots by the City of Miami. The
less money we spend on producing the event, the more money that goes directly to the
fight against breast cancer.
Please do not hesitate to contact me if you have further questions. As April approaches I
will be in contact with you to supply more details about the use of these lots. At this time
I just want to be sure we have the space available to us.
