A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE EXECUTIVE DIRECTOR TO MEET WITH THE CITY MANAGER FOR THE CITY OF MIAMI TO ESTABLISH A TRANSPORTATION MANAGEMENT ASSOCIATION ("TMA") COMPRISED OF BUSINESS OWNERS TO OVERSEE TRANSPORTATION ISSUES FOR THE FLORIDA EAST COAST ("FEC") RIGHT-OF-WAY AND TO REQUEST SUPPORT FROM THE METROPOLITAN PLANNING ORGANIZATION ("MPO") AND THE FLORIDA DEPARTMENT OF TRANSPORTATION ("FDOT") FOR THE PLANNING, FINANCING AND OPERATION OF SAID TMA. WHEREAS, the CRA desires to participate in the on -going discussions of the FEC right-of-way conducted by the City of Miami Consultants Zyscovich, Inc. and Florida International University ("FIU"), pursuant to the CRA Redevelopment Act; and WHEREAS, the CRA desires to meet with the City Manager for the City of Miami to negotiate terms and execute an agreement, in a form acceptable to the General Counsel, to establish a Transportation Management Association (TMA) comprised of business owners to oversee transportation issues for SEOPW/CRA o�_ 2f) 4 the FEC right-of-way and to request support from the MPO and the FDOT for the planning, financing and operation of said TMA. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are incorporated herein as if fully set forth in this Section. Section 2. The CRA Board of Directors hereby authorizes the Executive Director to meet with the City Manager for the City of Miami to negotiate terms and execute an agreement, in a form acceptable to the General Counsel, to establish a TMA comprised of business owners to oversee transportation issues for the FEC right-of-way and to request support from the MPO and the FDOT for the planning, financing and operation of said TMA. Lewis Acting Executive Director Resolution RECOMMENDATION It is respectfully recommended that the CRA Board of Directors approve the attached resolution authorizing the Executive Director to meet with the Miami City Manager to discuss and make recommendations to enter into an agreement to establish a Transportation Management Association (TMA) comprised of business owners, to oversee Transportation issues as it relates to the F.E.C. right- of-way, and further to request support from the MPO and the FDOT for the planning, financing and operation of said TMA. BACKGROUND Pursuant to the CRA Redevelopment Plan of 1982, the CRA committed to resolve existing and future transportation conflicts, encourage night and day activities in Downtown Miami and reduce travel distance for Downtown workers. A Transportation Management Association (TMA) will coordinate efforts of local government and private employers to provide free and substantial reduced transportation services. These services will help alleviate traffic congestion by offering downtown employees transportation alternatives, preserve air quality, improve our environment, and spur the kind of pedestrian activity which is much needed to incite economic growth within the redevelopment areas. SEOPW/CRA - 26 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA") APPROVE THE ATTACHED RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR TO MEET WITH THE MIAMI CITY MANAGER TO DISCUSS AND MAKE RECOMMENDATIONS TO ENTER INTO AN AGREEMENT TO ESTABLISH A TRANSPORTATION MANAGEMENT ASSOCIATION ("TMA") COMPRISED OF BUSINESS OWNERS, TO OVERSEE TRANSPORTATION ISSUES AS IT RELATES TO THE FLORIDA EAST COAST ("F.E.C.")
