A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE
EXECUTIVE DIRECTOR TO EXECUTE AN AGREEMENT,
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
WITH A FIRM TO DEVELOP A COMPREHENSIVE PLAN
FOR A SECURITY OVERLAY DISTRICT FOR
CONTIGUOUS PARTS OF PARK WEST/OVERTOWN/AND
OMNI REDEVELOPMENT AREAS; AND DIRECTING THE
EXECUTIVE DIRECTOR TO RECOMMEND WITHIN
NINETY DAYS FOR BOARD OF DIRECTORS APPROVAL
THE SECURITY OVERLAY DISTRICT PLAN, A
COMMITTED FUNDING SOURCE AND ESTIMATED COST
TO COMPLETE THE WORK DESCRIBED BY THE
RESOLUTION.
WHEREAS, the CPA desires to enhance the redevelopment area
by providing adequate security and lighting to businesses and
owners of property within the redevelopment boundaries; and
WHEREAS, the CPA desires to develop a comprehensive plan
for a Security Overlay District for contiguous parts of the Park
West/Overtown and Omni Redevelopment Areas, commit a funding
plan for the Overlay District and execute an agreement, in a

form acceptable to the City Attorney, with an experienced firm
within ninety days, subject to board approval.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The Board of Directors hereby authorizes the
Executive Director to execute an agreement, in a form acceptable
to the City Attorney, with an experienced firm to develop a
comprehensive plan for a Security Overlay District for
contiguous parts of Park West/Overtown and Omni Redevelopment
Areas.
Section 3. The Executive Director shall recommend
within ninety days for Board of Directors approval the Security
Overlay District Plan, a committed funding source and estimated
cost to complete the work described by the Resolution.

OF THE CITY OF MIAMI, FLORIDA:

RECOMMENDATION
It is respectfully recommended that the CRA Board of Directors approve the attach resolution
authorizing the Executive Director to develop a comprehensive plan for a security overlay district for
contiguous portions of the Parkwest, Overtown, and Omni redevelopment areas, and further to commit
a funding plan for the overlay district and submit a contract with an experienced firm within ninety
(90) days subject to board approval.
BACKGROUND '
As property values begin to appreciate, and businesses expand or are constructed within the
redevelopment areas, security and security lighting becomes a required service for business retention.
The CRA proposes an overlay district where such services can be streamlined throughout the
redevelopment areas and provide for easy maintenance and patrol.
