RESOLUTION NO. SEOPW/CRA
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING THE EXECUTIVE DIRECTOR TO RENT SPACE AND TO
ENTER INTO A RENTAL AGREEMENT WITH THE SCHRMERS MASONIC
LODGE, ON A TRANSITIONAL, FLAT RATE BASIS, WITHOUT SETTING A
PRECEDENT, AT A COST NOT TO EXCEED $500 PER MONTH FOR 1,000
SQUARE FEET, DURING A PLANNING PERIOD OF 18 MONTHS, WITH
THE TOTAL EXPENDITURE NOT TO EXCEED $9,000 OF THE SUBJECT
PERIOD, WITH THE FULL MUTUAL AGREEMENT THAT THIS RENT IS
NOT REPRESENTATIVE OF THE MARKET RATE, TO ACCOMMODATE
THE CRA IN PLANNING AN APPROPRIATE AND COMPARABLE USE OF
THE MASONIC LODGE FOR THE PURPOSE OF CARRYING OUT THE 3RD
AVENUE REDEVELOPMENT PLANS PURSUANT TO RESOLUTION
SEOPW/CRA R-98-14 AND IN ACCORDANCE WITH FLORIDA STATUTES
163, AND FURTHER AUTHORIZING THAT THE SUBJECT AGREEMENT BE
MADE RETROACTIVE TO JUNE 1, 2001.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency (CRA)
entered into a rental agreement with the Black Archives for the use of the Dorsey House, at a monthly
cost of $1,000.00; and
WHEREAS, the CRA vacated the Dorsey House as of August 1, 2001; and
WHEREAS, the CRA has identified a need for community and open space; and
WHEREAS, Poinciana Village has indicated a desire to acquire adequate meeting space and
space for storage of documents;and
WHEREAS, the CRA desires to rent space and enter into a rental agreement with the Masonic
Lodge for a term of 18 months retroactively commencing on June 1, 2001 at a transitional, flat rate
basis of $500 a month for 1,000 square feet; and
WHEREAS, the CRA acknowledges that the current market rate in the subject area is $6.25
per square foot; and
WHEREAS, the CRA does not want to set a precedent; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN PARK/WEST COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
incorporated herein as if fully set forth in this Section.
Section 2. The Executive Director is authorized to enter into a rental agreement with the
Masonic Lodge located at 941 NW 3`d Avenue, at a monthly cost not to exceed $500 or $9,000 for a
period of 18 months with such rental agreement retroactive to June 1, 2001. SEOPW/CRA

Section 3. This Resolution shall be effective immediately upon its adoption.

RECOMMENDATION
It is recommended that the CRA Board of Directors approve the attached resolution authorizing the
CRA to enter into a rental agreement with the Masonic Lodge for the purpose of accommodating the
CRA in planning an appropriate and comparable use of the Masonic Lodge as it relates to
redevelopment along the historic NW 3`d Avenue Business Corridor pursuant to SEOPW/CRA
Resolution 98-14 and in accordance with Florida Statutes 163.
BACKGROUND
The CRA in conformance with Florida Statute 163 and pursuant to resolution SEOPW/CRA 98-14 is
committed to providing assistance to business along NW 3`d Avenue to spur economic growth and job
creation, expansion and retention. The CRA, in keeping with its commitments, is eager to enter to an
agreement with the Masonic Lodge for futVre uses of the Lodge as it relates to providing public
services to residents of the redevelopment area.

Subject: Rental of the Masonic Lodge, 1" Floor Units
Dear Mr. Elamin;
This letter serves to memorialize our discussion regarding the subject matter. The CRA is interested in
the rental of the two units located on the first floor of the Masonic Lodge to accommodate staff and
facilitate in the planning process of determining the appropriate and comparable use of the Masonic
Lodge as it relates to the redevelopment plan for the historic NW 3rd Avenue [D.A. Dorsey Way]
Business Corridor. As agreed, the CRA would rent the entire first floor of the Lodge, ( total square
footage 1,000 S.F.) at a transitional flat rate of $500 a month for a period of 18 months. The CRA
acknowledges that the market rate in the area, as compared to rent at the Overtown Shopping Center,
equates to $6.25 S.F. It is noted that by entering into a transitional rental agreement, the CRA would
save $5,750 monthly or a total of $103,500 over the 18 month period. However, the CRA does not
want to set a precedent in the area for below market rates property values. As such, after the 18 month
period, the transitional rate will negate to the market rate of $6.25.
At such time, after the 18 month period, if mutually agreed upon, the CRA would be willing to enter
into a grant agreement with the Masonic Lodge for redevelopment plans involving the City's
Overtown Neigbhorhood Enhancement Team ("NET") office and in turn the CRA would provide a
grant for fagade improvement, security lighting, parking and other such infrastructure improvements
that will accrue to the benefit of the Lodge.
