RESOLUTION NO. SEOPW/CRA
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING THE EXECUTIVE DIRECTOR TO PARTICIPATE AS A
SPONSOR OR THE COTTON CLUB 2002 JAZZ & BLUES SHOWCASE EVENT
SCHEDULED TO TAKE PLACE ON SATURDAY, FEBRUARY 16, 2002 AT
THE LYRIC THEATER, BY PROVIDING A CASH GRANT IN THE AMOUNT
OF $4,500 AND IN -KIND SUPPORT IN THE AMOUNT OF $1,216 FOR THE
RENTAL OF THE LYRIC THEATER.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency (CRA)
desires to provide a cash grant in the amount of $4,500 to the Cotton Club 2002 Jazz & Blues
Showcase event scheduled to take place on Saturday, February 16, 2002 at the Lyric Theater, and also
to provide in -kind support in the amount of $1,216 for the rental of the Lyric Theater;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1.- The recitals and findings contained in the Preamble to this Resolution are
incorporated herein as if fully set forth in this Section.
Section 2. The Board of Directors of the CRA hereby authorizes a cash grant in the
amount of $4,500 to the Cotton Club 2002 Jazz & Blues Showcase event scheduled to take place on
Saturday, February 16, 2002 at the Lyric Theater, and also authorizes the CRA to provide in -kind
support in the amount of $1,216 for the rental of the Lyric Theater.
Section 3. This Resolution shall be effective upon its adoption.

RECOMMENDATION
It is recommended that the CRA Board of Directors approve the attached resolution authorizing the
CRA to participate as a sponsor of the Cotton Club 2002 Jazz & Blues Showcase as a part of the
redevelopment activities within the CRA District.
BACKGROUND
The history of Overtown has documented that music has always been a central, integral part of the
once bustling town. The CRA will be proposing the creation of a Jazz & Blues overlay within the
redevelopment district to restore the legacy of Overtown while concurrently, spurring the
redevelopment process. The goal of the CRA is to make Overtown a tourist Destination where
individuals from all walks of life will be able to attend and participate in events in Overtown.

RECOMMENDATION

BACKGROUND
In the past, the Lyric Theater was a major venue for performing Black artists who were prohibited
from rooming at the hotels in South Beach where they performed. As a result of this segregation,
Overtown became a bustling commerce of music, entertainment and the sorts for Black locals who
were prohibited from South Beach as well as for tourists and non -minority locals would frequent the
venues when Black performers were in town.

It's the heyday of jazz revisited... On February 16, 2002, Triple Dollars, Inc.
will embark on a journey, a mission, to breathe life back into what was once
known as "Lil Broadway' of Overtown, by producing a jazz extravaganza... it
shall be aptly named The Cotton Club 2002. The original cotton club of Harlem
will once again come to life in the Lyric Theater of Miami's historic Overtown,
with the same ambiance, memory and love of America's classical music — —jazz.
You are cordially invited to share in this phenomenal rebirth of jazz.
Prepare yourself for the soul -stirring sounds of South Florida's renowned jazz
musicians and entertainers such -as:
• The Jesse Jones Jr. Quartet
featuring Melton Mustafa and Beverly Barkley
• Gary King and The Dream
• The Joe Donato Quartet
• Ayana Joly
• Emcee China Valles
It is not the mere efforts of Triple Dollar, Inc. to simply produce a jazz
concert. Our intentions are embedded much farther beneath the surface. A once
thriving and extremely important part of Miami's history is struggling to remain
alive. Over fifty years ago, the main artery of the district (known today as North
West 2nd avenue) was home to a host of jazz, blues and R&B nightclubs. These
venues not only featured local talent, but talent today's jazz industry regards as
icons. It is vitally important to understand that these clubs not only catered to
customers of the colored persuasion. A substantial portion of their clientele

consisted of white patrons who had an ear for the priceless sounds of jazz and
knew exactly where to find it... "Lil Broadway."
Furthermore, Miami is a mecca of multi -cultural talents, specifically jazz
gurus. While many enthusiasts not new to the jazz scene have probably heard of
these great names, it is our goal to reach those who have not. This event is aimed
to enrich the quality of life in Overtown by once again exposing it to the diverse
community of extraordinary jazz artists of South Florida and around the world.

The target market for Tl,e Cotton C►u6 2002 Black History ,jazz & glues 5howca5e are

TV: Local networks public service announcements
Kadio: WDNA & WLRN will play the role of supporting radio stations.
Advertising will be done on both stations. A radio interview with Jesse Jones
and Beverly Barkley will be conducted on WLRN hosted by Lynn Pace 1-2 days
before the event.
Print: Ads will be run in HeatBeat Magazine, Sunshine Jazz Organization
Newsletter, Miami Times, New Times, and the Miami Herald.
Circular Distri6ution: 20,000 circulars will be distributed throughout South
Florida. Areas of focus will include jazz & blues venues/festivals, colleges &
universities, restaurants, and music stores.
