HomeMy WebLinkAboutOMNI-CRA-R-02-0088POCKET ITEM Z RESOLUTION NO OMNUCRA R- 0 2 - - 8 8 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE OMNI COMMUNITY REDEVELOPMENT AGENCY (CRA) AUTHORIZING THE EXECUTIVE DIRECTOR TO PROVIDE IN KIND ASSISTANCE AND FUNDING, UPON THE AVAILABILITY OF FUNDS, IN AN AMOUNT UP TO $51,400 SUBJECT TO THE AVAILABILITY OF FUNDS TO EVENT COORDINATOR GEORGE SANCHEZ FOR THE PROJECT "NEUTRAL GROUND" PROJECT SCHEDULED TO TAKE PLACE ON DECEMBER 5, 2002 WHEREAS, the CRA is responsible for the carrying out community redevelopment of the artist activities and projects in the OMNI Redevelopment Area (the "Redevelopment Area") established pursuant to the Redevelopment Plan; and WHEREAS, the CRA is committed to the development of the artist district and to promote an environment conducive to local artists; and WHEREAS, the CRA passed Resolution OMNI/CRA R-01-124 and SEOPW/CRA R-01-32 on September 24, 2001 providing technical assistance and funding for the event held in 2001; and NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE OMNI COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are incorporated herein as if fully set forth in this Section. Section 2. The CRA Executive Director is authorized to provide In Kind assistance and funding, upon the availability of funds, to artist George Sanchez for the project named "Neutral Ground" in an amount not to exceed $51,400. Pursuant to Resolution No. OMNI/CRA R-01-124 and SEOPW/CRA R-01-32 the CRA realizes the marketing potential of this year's "Neutral Ground" event that will bring approximately 3,000 tourist and residents alike to the Omni redevelopment area. This exposure represents a conduit for investment in and subsequent economic development of that area. With an attendance of over 1800 individuals, Neutral Ground proved to be an event, which is being well anticipated by this year' members of Art Basel, the Design District, Downtown, Omni, Overtown, and Park West Community. QUANTATATIVE AND QUALITATIVE IMPACT • 1800 — 2100 individuals attended the event held in Overtown. • Demographic was 25-50 years of age / predominance of professionals associated to the creative community. ( Fine Arts, Fashion. Television Production ) • Within a three month period over 25 million dollars of Real Estate was acquired generating a current market Value of $ 250,000 per year tax income for the City of Miami. �Ir • ( NG estimated attendance over 3000 individuals.) ( Statistics according to Art Basel projections ) • NG was the Final Venue in a multi -tiered evening featuring events at the Miami Art Museum, Art Loves Downtown (DDA), and the Design District, creating new synergy and cooperation between civic, commercial, and cultural entities. Art Loves the Design District 10 P.M. -Late Neutral Ground: under I-395 02- 88 e. on SOUTH FLORIDA IMPACT: NG yeartwo Neutral Ground is the only event in South Florida allowing our various cultural institutions an opportunity to unite collectively in a single location. Neutral Ground is distinctive being it is demonstrative of the scale and scope of all of the individuals involved in our burgeoning art community. Neutral Ground takes place during the arrival of Art Basel to South Florida as well as during the height of tourist season. The image created by such an event offers a vision of the future of our neighborhood surrounding our future Performing Arts Complex. Residents as well as those visiting are left with the endemible impression of potential that the arts community offers both culturally and economically. This year repeating participating institutions include: 1. Miami Art Museum, downtown Miami 2. Bass Museum of Art, Miami Beach 3. Museum of Contemporary Art, North Miami 4. Wolfsonian Museum, Miami Beach 5. Lowe Art Museum, Coral Gables 6. As a result, we received the overwhelming support of the below mentioned institutions Community based organizations involved in last year's event included: 1) Community Redevelopment Agency 2) Miami Dade County Empowerment Zone Trust 3) Downtown Development Authority 4) Collins Center 5) Omni Advisory Group 6) Overtown Advisory Group 7) Omni / Park West Community Board LOCATION & VISION: NG yeartwo UNDER 1-395 / Between North Miami Ave. & North Miami Court. We find the concept of hosting an event under the expressway to be both ironic and ideal being it truly symbolizes "Neutral Ground" in the Omni, Overtown, and Park West community. Our goal for NG year two is to invite various artists to create site -specific installations in the Omni/ Overtown, Park West community. We believe that the collective vision of various South Florida artists will create a greater sense of community and attendance in relation to last year's soiree. Neutral Ground is and will continue to be a once a year event bringing together artist, collectors, galleries, museums, developers, and investors, to a singular site where the future promise of our community can be collectively appreciated. THE CHALLENGE: NG yeartwo To successfully execute an event of this magnitude, the Area underneath I-395 must be clean of debris and safe to habitat for at least 72 hours. With the assistance of the department of Public Works and the collaborative efforts of the CRA and Off-street Parking the task of accomplishing such an endeavor seems quite realistic. The majority of artist will exhibit on properties in the surrounding area, except for Ernst King and George Sanchez who will be creating environments directly underneath the I-395 expressway. Permission has been attained to execute exhibits on various private properties in the immediate area. - NG estimated attendance over,3000 individuals, Statistics according to Art Basel projections. BACKGROUND The premier Basel Art Fair is being hosted by the City of Miami and the City of Miami Beach; and for the first time this prestigious event is being held outside of its native Switzerland. Mr. Sanchez met with the CRA on September 4, 2001 where he presented the recreation of the Villa Savoye as a potential showcase of the Omni/Park West area of the City of Miami. This exposure represents an initial conduit for investment in and subsequent economic development of that area of the City. Mr. Sanchez has secured the approval of the FDOT as to the location and may require additional authorizations from the City for the use of the location.
