HomeMy WebLinkAboutOMNI-CRA-R-02-0066OMNI/CRA ITEM 14 0 f cm RESOLUTION NO. 0 2 ' A RESOLUTION OF THE BOARD OF DIRECTORS OF THE OMNI COMMUNITY REDEVELOPMENT AGENCY ("CRA") REQUESTING THE MIAMI CITY COMMISSION TO AMEND CITY OF MIAMI ORDINANCE NUMBER 11917, WHICH CREATED THE TWENTY-FOUR HOUR PARK WEST ENTERTAINMENT DISTRICT, BY PROHIBITING DEVELOPERS FROM OBTAINING DEVELOPMENT CREDITS FOR THE CONSTRUCTION OF A PUBLIC PARKING LOT AND STORAGE AREA UNDERNEATH I--395 COMMENCING FROM NORTH WEST 3RD AVENUE AND CONTINUING EASTWARD TO BISCAYNE BOULEVARD. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE OMNI COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors requests the Miami City Commission to amend City of Miami Ordinance Number 11917, which created the Twenty -Four Hour Park West Entertainment District, by prohibiting developers from obtaining development credits for the construction of a public parking lot and storage 01 1CRA 02- 66 area underneath I-395 commencing from North Wiest 3rd Avenue and continuing eastward to Biscayne Boulevard.. Section 3. The resolution shall be effective immediately upon its adoption. PASSED AND ADOPTED this 29th day of July 2002. OMNUCRA R- 68 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN PARKWEST (SEOPW) COMMUNITY REDEVELOPMENT AGENCY (CRA) REQUESTING THE MIAMI CITY MANAGER TO AMEND ORDINANCE 11917 WHICH CREATED THE 24 HOUR PARKWEST ENTERTAINMENT DISTRICT, BY PROHIBITING DEVELOPERS FROM OBTAINING DEVELOPMENT CREDITS AS A RESULT OF THE CONSTRUCTION OF A PUBLIC PARKING LOT AND STORAGE AREA UNDERNEATH I-395 BETWEEN BISCAYNE BOULEVARD AND NW 3RD AVENUE NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE OMNI COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. Teele, Jr. and Date: June 14, 2002 File: Members of the CRA Board Subject: Request to amend Ordinance 11917 Development Credits for Parking underneath I-395 From: Annette Lewis References: Acting Executive Pirector Enclosures: Resolution RECOMMENDATION It is respectfully recommended that the CRA Board of Directors approve the attached resolution requesting the Miami City Manager to amend Ordinance 11917 which created the 24 hour Parkwest Entertainment District, by prohibiting Developers from obtaining development credits as a result of the construction of a Parking Lot underneath I-395 between Biscayne Boulevard and NW 3rd Avenue. BACKGROUND In keeping with the concept of the Grande Promenade and the overall mission of the 24 Hour Parkwest Entertainment District, the CRA realizes that there is a need to for adequate and affordable parking in the area and the CRA also acknowledges that the existing federal requirements related to program under which FDOT proposes to enter into the rental agreement for airspace underneath I-395 will require amendments to the City Code addressing developer credits. To ensure the continued success of the District and the proposed Grande Promenade, the CRA is committed to developing parking, as an amenity, underneath I-395 between NW 3rd Avenue and Biscayne Boulevard.
