A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
OMNI COMMUNITY REDEVELOPMENT AGENCY ("CRA")
AUTHORIZING THE EXECUTIVE DIRECTOR TO PROVIDE
SUPPORT TO OWNERS OF PROPERTY FOR THE PURPOSE
OF ASSISTING IN THE SELECTION OF PROPERTIES
LOCATED WITHIN THE OMNI REDEVELOPMENT AREA,
AS AN APPROPRIATE VENUE FOR EVENTS AND
ACTIVITIES ASSOCIATED WITH THE 2002 FILM
FESTIVAL, SCHEDULED FOR THE LAST WEEKEND IN
JUNE 2002, WHICH WILL BE A PART OF A
TELEVISION AND MOVIE PACKAGE TO BE AIRED
NATIONALLY THROUGH SINBAD ENTERTAINMENT, MTV,
AND BLACK ENTERTAINMENT TELEVISION; AND
AUTHORIZING MATCHING UNDERWRITING FUNDS FOR
THE UTILIZATION OF THE ICE PALACE, LOCATED AT
59 NORTH WEST 14TH STREET, MIAMI, FLORIDA, IN
AN AMOUNT NOT TO EXCEED $20,000, SPECIFICALLY
FOR THE COSTS OF RENTAL OF THE VENUE AND SET
PREPARATION; AND FURTHER AUTHORIZING AN
AMOUNT NOT TO EXCEED $7,500 FOR REQUIRED
EMERGENCY POLICE AND SECURITY SERVICES,
SUBJECT TO THE AVAILABILITY OF FUNDS FROM THE
OMNI TAX INCREMENT FUNDS, ACCOUNT NUMBER
686001.590320.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE OMNI COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.

Section 2. The Board of Directors authorizes the
Executive Director to provide support to owners of property for
the purpose of assisting in the selection of properties within
the Omni Redevelopment Area, as an appropriate venue for events
and activities associated with the 2002 Film Festival, scheduled
for the last weekend in June 2002, which will be a part of a
television and movie package to be aired nationally through
Sinbad Entertainment, MTV, and Black Entertainment Television.
Section 3. The Executive Director is authorized to
provide matching underwriting funds for the utilization of the
Ice Palace, located at 59 North West 14th Street, Miami, Florida,
in an amount not to exceed $20,000, specifically for the costs
of rental of the venue and set preparation.
Section 4. The Executive Director is further authorized
to provide an amount not to exceed $7,500 for required emergency
police and security services, subject to the availability of
funds from the OMNI Tax Increment Funds, account number
686001.590320.
Section 5. This resolution shall be effective
immediately upon its adoption.

RECOMMENDATION
It is respectfully recommended that the CRA Board of Directors approve the attached resolution
authorizing the Executive Director to provide support to property owners, within the Omni
Redevelopment Area for the purpose of assisting in the selection of properties as an appropriate venue
for activities/events associated with the 2002 American Film Festival scheduled to take place June 26-
30, 2002 in Miami, which will be a part of a television/movie package to be aired nationally through
Sinbad Entertainment, MTV, and Black Entertainment Television (BET), and specifically authorizing
matching underwriting funds for the utilization of the Ice Palace, located at 59 NW 14ih Street, in an
amount not to exceed $20,000, for the cost of the venue and set preparation; and specifically
authorizing up to $7,500 for required emergency police and security services subject to the
availability of funds.
BACKGROUND Black Film Festival will attract a large number of visitors and residents alike during
the scheduled week's events. Currently, the 2002 American k Film Festival is tentatively scheduled to
take place at South Beach, but the CRA is committed to promoting the Omni Redevelopment Area as a
suitable venue for hosting the Festival. Representatives of HBO, ABC/Disney, Buena Vista, and
Touchstone Pictures will be hosting panels during the Festival and the CRA would like to further
promote the future use of the Omni Redevelopment Area, specifically the Firestation #2 Media/Motion
Picture District, to these firms.

ACTORS BOOT CAMP
In 1998, acclaimed actor/director Bill Duke brought his renowned actors
workshop to the ABFF. The Actors Boot Camp is a three-day program
designed to offer both the novice and the seasoned actor an intensive
study of acting technique, and provide invaluable insight into the
business of entertainment today. Separate registration required.
WRITERS WORKSHOP
The ABFF Writers Workshop explores the art of creating narrative in
order to project stories from screen. Over a three-day course, it teaches
and reviews the fundamentals of screenwriting: screenplay structure,
character and dialogue development, visualization techniques, and
related subjects. The writer is provided with effective tools for crafting
ideas into viable scripts. Separate registration required.

THE NETWORKING CAFE
The Networking Cafe is conveniently located adjacent to the festival film
screenings inside the Regal Cinemas. It has a dual function: It is a place
to purchase snacks and refreshments between movies and, more
importantly, a forum to engage in discussion with other festivalgoers -
to introduce yourselves to one another, connect with like-minded film
professionals and schedule festival power meetings.
THE RESOURCE ROW
The Industry Resource Row is designed to provide ABFF's participants
with access to information from a variety of film -related organizations
during the course of the festival week: the Directors Guild (DGA), the
Miami Film Commission, the Screen Actors Guild (SAG), etc.
In addition, the ABFF will provide a message board in the resource room
on which filmmakers casting for upcoming projects can post ads. Actors
should bring their head shots and resume to submit in response to those
ads.
