On October 29, 2002, the CRA Board adopted resolution SEOPW/CRA 02-166 which
authorized the CRA to negotiate and execute an Interlocal Agreement with the City of
Miami for the CRA to make improvements to Athalie Range #1 Mini -Park. On
November 19, 2002, a matching city resolution (R-02- 1259) was sponsored by
Commissioner Teele authorizing the City to negotiate and execute an Interlocal
Agreement with the CRA.
CRA staff have subsequently been in constant dialogue with the City of Miami Parks
Department, Capital Improvement Project Department, and the City Manager's Office to
negotiate the terms of the Interlocal Agreement. The Domino Park component of the
Athalie Range #1 Mini -Park project is slated to go before the Homeland
Defense/Neighborhood Improvement Bond committee (presented by the Capital
Improvement Projects Director Janet Palacino) at its next committee meeting to be
prioritized for the next draw down from the Bond Issue. In the interim, the City and
FDOT is in the process of renewing the existing lease agreement between the two
government entities for improvements to the FDOT Right -Of -Way known as Athalie
Range #1 Mini -Park.
Note: The attached Domino Park projections are in the DRAFT Project Form Template requested
by Vice -Chairman Winton, and is still pending final approval.

#1 Park to serve community residents. Overtown is considered one of the poorest neigborhoods in
the City of Miami located near Downtown Miami. As part of the revitalization efforts of the
Community Redevelopment Agency , the proposed Domino Park will also serve as a tourist
destination where tournaments and entertainment venues can be scheduled.

FFE include the purchase and installation of 14 tables (interchangeable for chess,
checkers and dominogames) and 64 fixed seating (4 to each table)
FFE will further include the purchase and installation of spectator seats for the
Domino Park as well as a mini -arena area and seating arrangement for
tournaments.
Allowance included for the purchase of fans and a fog mist and miscellaneous
Park furnishings such as trash receptacles.

Section 1. For the, purpose of paying for homeland
security, neighborhood improvements, capital projects and
infrastructure improvements, with interest payable at rates not
to exceed the maximum rate allowed by law, to be payable from ad
valorem taxes to be levied on all taxable property in the City
provided that the debt millage not exceed the current rate of
1.218, there shall be issued, under the authority of the
Constitution and laws of the State of Florida, including
particularly the Charter of the City and the Municipal Home Rule
Powers Act (Chapter 166 of the Florida Statutes, as amended), and
subject to the election hereinafter provided for, general
obligation bonds of the City in an aggregate principal amount not
exceeding Two Hundred and Fifty -Five Million Dollars
($255, 000, 000) .
Such bonds shall be in the denomination of $5,000
each or any integral multiple thereof, shall bear interest at a
rate or rates not exceeding the rate provided for by the Statutes
of the State of Florida, shall be in such form and shall be
executed by such officers of the City _or any financial
institution and in such manner, as the.Commission shall provide
by resolution adopted prior to the issuance of the bonds. The
Bonds shall be issued as fully registered bonds; provided,
however, that if those provisions of the federal law which
presently require that tax-exempt bonds be issued in fully
registered form, should at any time be amended, repealed or
nullified, the bonds may then be issued as coupon bonds, or as c

bonds registered as to principal only or as to both principal and
interest, or in any other form consistent with applicable law, as
the Commission shall provide by resolution prior to the issuance
of the bonds.
Section 2. The principal of such bonds is to be due and
payable at such time or times, not exceeding 30 years from the
date hereof, but not longer than the probable life of any
improvement for which the same are issued, as estimated by the
Commission. The Commission may by resolution consolidate into a
single issue all or any part of the bonds authorized.
Section 3. For the prompt payment of the principal of
and the interest on such bonds, there shall be levied and
collected annually an ad valorem tax upon all taxable property
within the City, over and above all other taxes authorized to be
levied by the City, sufficient to pay such principal and interest
as the same respectively become due and payable.
Section 4. A special municipal election is called to be
held on, Tuesday, the 13th day of November, 2001, from 7:00 A.M.
until 7:00 P.M., for the purpose of submitting to the electors of
the City, authorized by law to participate in such election, the
question of whether such bonds shall be issued.
Section S. Notice of the special municipal election to
be held on Tuesday, November 13, 2001, shall be published in the
MIAMI HERALD, THE HAITIAN TIMES AND DIARIO LAS AMERICAS/
newspapers of general circulation in the City of Miami, Florida ,
at least twice, once in the fifth week and once in the third

week, prior to the week in which said election is to be held, the
date of the first publication in each of said newspapers to be at
least 30 days before said election, which notice shall be
substantially in the following form:
"NOTICE OF SPECIAL MUNICIPAL ELECTION
TUESDAY, NOVEMBER 13, 2001
IN
THE CITY OF MIAMI, FLORIDA
As provided by Ordinance No. duly
adopted by the Commission of the City of Miami,
Florida, an election will be held on Tuesday,
November 13, 2001, from 7:00 A.M. until 7:00 P.M.,
for the purpose of submitting to the qualified
electors of the City of Miami, Florida, the
following question:

Section 6. The election shall be held at the voting
places in the precincts designated on Exhibit No. 1, attached and
incorporated, or as may be designated by the Supervisor of
Elections of Miami -Dade County, in conformity with the provisions
of the general laws of the State. A description of the
registration books and records which pertain to election
precincts wholly or partly within the City and which the City is
adopting and desires to use for holding such elections is as
follows: all registration cards, books, records and certificates
pertaining to electors of the City and established•.and maintained
as official by the Supervisor of Elections of Miami -Dade County,
in conformity with the provisions of the general laws of the
State, are adopted and declared to be, and shall hereafter be
recognized and accepted as, official registration cards, books,
records and certificates of the City of Miami.
Section 7. The Precinct Election Clerks and Inspectors
to serve at said polling places on said election date shall be
designated by the Supervisor of Elections of Miami -Dade County,
Florida, for such purposes in accordance with the general laws of
the State. The registration books and records for the
registration of persons qualified to vote in said elections shall
be those maintained by the Supervisor of Elections of Miami -Dade
County.
Section 8. For the purpose of enabling persons to
register who are qualified to vote in said special municipal
election to be held on November 13, 2001, and who have not

registered under the provisions of the general laws of Florida
and Chapter 16 of the. Code of the City of Miami, Florida, as
amended, or who have transferred their legal residence from one
voting precinct to another voting precinct in the City, they may
register at the following place and times:

pertain to election precincts wholly or partially within the City

Section 17. This Ordinance shall go into effect
immediately upon its passage and shall not be subject to the
right of referendum as an ordinance.
Section 18. All ordinances or parts of ordinances that
are inconsistent or in conflict with the provisions of this
Ordinance are repealed.

FACT SHEET
1. Q. Why should this Park project be funded through SNPB Discretionary Funds?
A. The City of Miami Parks Department is committed to providing residents with the
public environment where social activities and meetings can take place. This grant
application is submitted to SNPB Office and adheres to the priorities identified by the
Safe Neighborhood Parks Act of 1996. It addresses park improvements, neighborhood
safety, juvenile crime prevention and quality of life enhancement for residents of
Overtown. A grant award from the SNPB Office would allow this park project to be
expedited with construction to be completed in September, 2003.
2. Q. What is the impact to the park project if funding is not received from the SNPB?
A. The City of Miami Parks and Recreation Department is committed to providing
residents and visitors with comprehensive leisure services that includes an
environment for individual growth and development. If funding is not received from
the SNPB, the City will seek alternative funding sources for the construction of the
domino park, and will begin the planning and design for the park project. The City
would further seek to phase the construction of the park project until funding
allocations is obtained to fully construct the domino park. The impact of such a
phasing would delay construction completion date of the park project, restrict access
to the park to the existing users in the interim, and increase construction cost while
alternative funds are sought.
3. Q. Why a Domino Park at Athalie Range #1 Park?
A. History: Athalie Range #1 Park is located underneath Interstate 95 between NW 10'
Street and NW 111h Street. For the past thirty-three (33) years, residents of Overtown
met locally on the street at "Good Bread Alley" (which is today part of Gibson Park)
to play dominoes. Years later, the club was displaced from their location due to a
construction project and migrated underneath I-95 (what is now known as Athalie
Range #1 Mini -Park). Today the Good Bread Alley Domino Club still meet at the
park to play dominoes, bringing their own chairs, tables and dominoes.
Goal: The City of Miami Parks Department is committed to providing outstanding
recreation services in state of the art facilities and enhancing the quality of life of City
of Miami residents and visitors. Athalie Range #1 Park is in dire need of renovation
which would serve to alleviate the negative impact of I-95 and create an environment
that can be utilized by residents, visitors, as well as for student activities from the
neighboring Frederick Douglass Elementary School and Booker T. Washington High
School. Renovation of the phark would further create a safe pedestrian corridor along
NW 10`h Street and NW I I` Street, west of I-95, for students traversing to and from
school. Finally, there is an urgency to enhance the quality of life of residents of
Overtown while at the same time removing slum and blight conditions and beautifying
the unsightly areas that were created by the construction of the highway.

A. If funding is received from the SNPB Office, planning will commence on October 1,
2002 with construction slated to be completed in September, 2003.
5. Q. Who will manage the daily operations of the park?
A. The park will continue to be managed by the City of Miami Parks and Recreation

6. Q. Does the City of Miami own the property where the park project is planned?
A. Athalie Range #1 Mini -Park is located within the Florida Department of
Transportation (FDOT) Right -of Way. Attached to this fact sheet is a letter of intent
from FDOT granting the City of Miami access to conduct improvements to the Right -
of Way.

I understand that the City of Miami Southeast Overtown Parkwest Community
Redevelopment Agency (SEOP/CRA) is preparing to submit an application for funding
to the Office of Safe Neighborhood Parks in support of the creation of a "Domino Park"
at the subject location. The Department is currently investigating its ownership of the
area, and any leasehold interests that may currently exist. Given the Department's
practice of offering to the local government for an identified public purpose properties
determined to be temporarily surplus, we anticipate that this property, if available, would
be offered to the City of Miami provided that: 1) the Department has a real estate interest
in the property, 2) there are no other leasehold interests, 3) the Federal Highway
Administration (FHWA) concurs with the temporary surplus, and 4) the City agrees to
enter into a lease and or agreement as required.
We anticipate responding to the first 2 items above before August 31, 2002, after which
concurrence from FHWA would be sought. Should you have any questions in the
