Issues Discussed: History and construction of the Art Thrones. The status of the Art Thrones made by the faculty and students of the NWSA. 1. All three thrones are completed to the point of installation. 2. Two thrones are being stored at Victor Arias's warehouse (450 NW 71 st Street); the third is being stored in a classroom at the NWSA (25 NE 2nd Street). 3. After the thrones are installed the back will be completed. 4. Frank Rollason suggested a plaque giving credit to the designers and artists involved in producing the thrones. Financial issues in relation to the Art Thrones. l . A grant for $25,000, administered by the DDA, from CDBG was awarded the NWSA for the construction of the Art Thrones. 2. Approximately $3,750 out of $5,000 was paid to Victor Arias for the first two thrones for a total of $7,500. A total of $5,000 was to be paid per throne when completed. 3. At the present time the NWSA is requesting a total of approximately $20,000 to cover the cost of constructing the thrones. Structural and building code issues for the installation of the Art Thrones in Margaret Pace Park. OI 3a�.. ]I; CRA 02- 94 OM In 1. A video was shown detailing the construction of the thrones. Also pictures were passed around showing the construction of the structural components of the thrones. 2. Jose Ferras stated the Art Thrones will be considered furniture but he still needs calculations for wind load and requirements for the foundations. 3. Public Works stated they would be able to do all of the calculations required but requested the plans for the foundations that are presently constructed at Margaret Pace Park. • Transportation and installation of the thrones 1. Cesar Calas stated that the contractor for Margaret Pace Park will install the thrones but will not be responsible for transporting them to the site. 2. Victor Arias was requested to provide a cost estimate for transportation of the thrones to the park. • Viewing of the third Art Throne. Conclusions / Actions Required: • Ms. Romeo / Victor Arias will provide all requested financial and background information needed by Frank Rollason and Frank Balzebre in conjunction with the grant administered by the DDA. • Frank Rollason is to verify outstanding monies for CDBG and any additional monies needed for the project. • Frank Balzebre will verify any monies outstanding with the DDA. • Public Works will produce all calculations required (wind load, uplift, etc.) by the building department and also produce drawings of the thrones on their foundations. • Cesar Calas will provide Public Works with plans of the foundations that are currently installed in Margaret Pace Park. • Victor Arias will produce a cost estimate for transportation of the thrones to Margaret Pace Park. W - 02- 94 Oct 20 02 04:17p M om p.2 NEW WORLD SCHOOL OF THE ARTS VISUAL ARTS DIVISION THRONE PROJECT Description and Budget Community participation and intergenerational collaboration motived the conception and the ultimate creation of three Memory -Aspiration Thrones which will be installed in Margaret Pace Park in downtown Miami. The Art Throne Project was initiated in 1998 and was a collaboration between NWSA students, faculty and community elders. Plans for the project included the creation of three IS foot ceramic -clad concrete seats, known as the "Memory Thrones" that represented several ethnic communities of Miami. The Hispanic and Jewish thrones were completed several years ago. The African American" throne was completed in September, 2002. The surface imagery was created and crafted by NWSA students working with African -American elders from Greater Bethel AME Church in Overtown, Hispanic elders from Southwest Social Services Program, and Jewish elders from Irving Cypen Tower of Miami Jewish Home for the Aged. The project was funded through a Conununity Development Block Grant from the Federal Government to the City of Miami Neighborhood Enhancement Team (NET). It was administered by the Downtown Development Authority (DDA). New World School of the Arts is both the magnet arts high school of Miami Dade County Publics and a four-year college that is an educational partnership between Miami Dade Community College and the University of Florida. ®JAM/CRA 02- 94 Oct 20 02 04:17p p.3 NEW 'WORLD SCHOOL OF THE ARTS VISUAL ARTS DIVISION THRONE PROJECT BUDGET Personnel: Project Coordinator: Aramis O'Reilly @ $100 per day x 15 days $1 500 Student Artists: Michele Ariemma @ $ 80 per day x 25 days $2,000 Gary Fonseca @ $ 80 per day x 10 days $ 800 Jose Perez @ $ 80 per day x 6 days $ 480 Tatiana Sainz @ $ 80 per day x 8 days $ 640 Fabricator: Mr. Arias fabricated all three thrones. The first two Victor Arias were constructed under the direction of Mel Alexenberg, the previous dean. The first 2 thrones were valued at $4, 7080 each. Mr. Arias was paid 50%, ($2,390) for each of the 2 thrones when the order was placed. He was paid an additional 25%, ($1,195) for each of the 2 thrones when they were fabricated. He was to receive the balance of 25 % ($1,195) for each throne when they were installed. He has not yet received the last 25% for the first 2 thrones. The 3rd throne has been constructed under my supervision and under the direction of Professor Aramis O'Reilly. Mr. Arias has not received payment for any portion of that throne. He submitted the attached bill reflecting the balance of $2,385 for the first 2 thrones and $6,300 for the cost of the last one. This figure includes $5,600 for the throne plus $700 for the addition of wheels and transportation of the throne to NWSA where students could work on it. In addition, he submitted an additional bill in the amount of $750 for the fabrication and installation of the African American head. Ross CRA - City of Miami CRA - City of Miami Purpose: • Present the Art Thrones to the Assistant City Manager and the head of the Parks Department and receive their opinions. Issues Discussed: • Cost and payment for the Art Thrones. 1. Each throne costs $10,000 to create. 2. Money was originally coming from a grant given to the school. 3. Grant over -runs and installation costs need to be dealt with. • Engineering concerns. l . Mr. Rollason recommended, to the artists, that something needs to be done to ensure the pieces of art do not come loose from their bases. He suggested some form of pin or metal plate be used. 2. The height of the pieces of art was mentioned as a possible problem with wind blowing against the pieces. Both of the above points would be brought to B&A's attention when designing the bases. • The question was asked if the city would accept the pieces of art. Both Mr. Rollason and Mr. Ruder wanted the Art Thrones placed in Margaret Pace Park. Conclusions: • The thrones were acceptable to the city management. • Ms. Romeo would get all of the information she could on the grant given for the production of the thrones and get a copy of that information to Mr. Hernandez's office. • Ms. Romeo would get copies of the plans for the Art Thrones to Mr. Hernandez's office for review. • Mr. Calas would pursue the installation details with B&A. c?nrr I/CRA 02- �4 ,'-.0 Action Required: • Mr. Calas will report back to Mr. Hernandez on the installation design and associated costs. • Ms. Romeo will produce all required paper work for the thrones as mentioned above.
