SUBJECT: 111h Street Improvement
Introduction:
NE / NW 11 th Street in the Overtown District is in extensive need of improvement due to neglect
and the recent development within the district. Ones objective in promoting the entertainment
and business districts anticipates increased pedestrian and vehicular traffic on this main
thoroughfare and surrounding streets. This increased usage makes it imperative to have 11 th
Street between Biscayne Blvd and NW 3`d Ave rebuilt.
Problem/Opportunity:
The street is currently about 70 years old and needs to be rebuilt/reconstructed (see attached
photos). The amount of traffic currently on sections 11 th Street is astonishing. On one portion of
11 th Street, the number of vehicales per hour during the day is over 300 cars and trucks. This
time of day is not even considered the peak traffic time for the area. Peak traffic is during the
hours of 10:00 P.M. and 5:00 AN Thursday through Sunday. Also a large portion, about 40%,
of the day time traffic is heavy trucks coming from the Port of Miami and going to I-395. An
increase in traffic flow of any amount will make it necessary to improve 11 th Street immediately.

Currently a firm is working on a study of the traffic in the area. It is projected by the year 2006
the traffic on 111h street will nearly double. According to the City of Miami Public Works
Department own rating system the average Right of Way Condition rating given to this section
11 t street is a 44 on a scale of 0 to 100. The section of 111h Street between NW 2❑d Ave and NW
3`d Ave has the worst section rating which is a preposterous 9. On top of that the current trend of
increased pedestrian traffic along 1 lth street, especially during the hours between 10:00 P.M. and
7:00 A.M., makes it necessary to redo the existing sidewalks and lighting along the street for
their safety and protection.
Proposal:
NE/NW 111h Street can be the cornerstone of future improvement plans, for the Park West Area,
that the CRA is currently working on. Also, the new businesses that the CRA is currently
working with, and hope to be attracting in the future, will greatly benefit from the work being
proposed. The CRA proposes that the City of Miami Public Works Department create a
Highway Improvement Job for the complete reconstruction of 11 th Street between Biscayne
Blvd and NW 3`d Ave. Elements must include replacing all curb and gutter, drainage and
pavement for both the street and sidewalks. Landscaping and lighting improvements along the
street will be included and designed in a manner consistent with the CRA Redevelopment Plan.
This 24 Hour Entertainment District plan contemplates the widening of the street and/or
sidewalks in areas, designing areas that could be used for valet parking businesses and decorative
lighting.
Another aspect of the work is the necessity of having the existing utilities upgraded. According
to the City of Miami's Underground Record, some of these utilities are more than 70 years old
and are out of date for today's demands much less the demands of future growth. Under Chapter
54 section 54-14 of the City Municipal Code, "Removal of utility facilities to permit
improvement of streets, etc. Utility companies having facilities on, under or across public
streets, alleys and highways of the city which are to be widened and improved shall be required
to remove, at their own expense, such facilities as may be specified by the public works
department to enable and permit such widening and improvement." It is imperative to advise the
utility companies on the proposed work so they can upgrade their systems which shall include
increased capacity of water, sewer, electrical distribution, cable, phone and fiber optics to allow
for future business growth.
Another aspect that should be considered is the relatively low cost of installing a chilled water
distribution system along 111h Street from the chilled water plant located on the corner of NE 11 th
Street and NE 1st Ave. This plant currently services the American Airlines Arena, but with this
system in place, chilled water could also be made available to present and future businesses.

Cost Estimate:
The estimated cost for this improvement is $1,462,500. This is based on an approximate cost of
$375 per lineal foot for a 50 foot wide industrial street that is about 3900 feet (6 blocks) long.
As stated above this cost includes replacing all of the curb and gutter, the sidewalks, existing
pavement, improved lighting and landscaping.
Recommendation:
I respectfully recommend that the staff of the CRA make a request of the CRA board to
request the City Commission to instruct the City Manager/Public Works to implement this
highway improvement as a priority because this business corridor is the life line for the
survival of the 24 Hour Entertainment District.
