This analysis was conducted on March 28th 2002. During the onsite visit, the professionals conducting the assessment identified specific points that require additional security. GSP also identified security concerns that have not been addressed. Drawing from collected information, GSP has developed security recommendations. Iff�o Current Sec Fsty Measures In Place At Poancoana pillage Current security measures in place at Poinciana Village consist of contract guard services provided by Central Security (305/436-1444). Central Security is currently contracted to provide 105 hours per week, which is divided into15 hours per day, 7 days a week. There is one guard per shift. The guard makes hourly rounds of the complex and checks 8 guard points each hour while touring. Guard personnel are on the property from 6:00pm to 9:00am daily. The day this assessment was conducted, 4 dogs were tied up at various points, in the open field, within the Poinciana development. The dogs are not a service of Central Security. It is uncertain to whom the animals belong. However, besides the annoyance of consistent barking, consideration must be given to the fact that these dogs might pose a legal liability for Poinciana Village, or the city of Miami. It is recommended that the dogs be removed. Any security system installed at Poinciana Village should take into account the aesthetic quality of the property, and must be conducive to the image, which Poinciana Village is attempting to build on. There is one entrance intended for passenger vehicles. This entrance is secured by an electric gate, which remains closed at all times. Guests gain access through a telephone gate access system. GSP was able to enter the development after establishing contact with Poinciana staff/attendant, who answered the call from the onsite trailer. This trailer acts as a temporary office for the staff as well as the guards. When we arrived the attendant opened the gate granting us full access into the complex with no evident view of our vehicle: whom we were or why we wanted to gain access. Currently there is a pedestrian gate on the east side of the property bordering NW 2"d Avenue. Also installed but no longer working is a telephone gate entry system. This system similar to the one at the main vehicle entrance is designed for visitors to contact unit owners to gain access. If entering or exiting through this gate visitors or owners must walk around the rear of the buildings to get to the gate. The path to this gate is unpaved, very narrow, over grown with vegetation and not well lit at night. The professionals conducting the survey suggest that this gate be permanently secured and a new pedestrian gate be installed on the south side leading to and from Sawyers Walk as well as a new telephone gate access system. The area leading to the proposed gate is easier accessible, better lighted, paved and safer for pedestrians. There is fencing currently installed around the entire perimeter of Poinciana Village; however, the fencing on the north side, from the corner of 8th street and 2"d avenue to 8th street and 3`d avenue is chain link fence. It was noticed that this chain link fencing is loose and in state of general disrepair. It is an inadequate defense against intrusion. High quality aluminum picketed fencing is in place in all other areas, ensuring better defense against trespassing. Global Security Products, Inc. * 7210 Northwest 581h Street, Miami, Florida 33166 Tel. 305-592-6970 a Fax 305-592-9366�`" INTEGRATING CURRENT SECURITY MEASURES INTO A BROADER, MORE EFFICIENT SYSTEM A central point from which to monitor the security of the development The security professionals at GSP recommend that a guardhouse either pre- fabricated or permanent be erected at the main entrance to the development (see Appendix 1). This would replace the current system, whereby visitors call in to the temporary trailer office during daytime hours. There are advantages in having a uniformed guard who can see and communicate directly with visitors wanting to gain access as well as having a visible security presence to act as a deterrence. It was determined that there is ample space for such a unit in the median between the main vehicles entrance and exit points as well as necessary utilities in the area. The guardhouse could also serve as a central point from which to monitor security of the entire premises, via Closed Circuit Television (CCTV). Poinciana Village has the option of placing an individual guard to man the booth at the entrance, for the respective 15 hours it now contracts with Central Security. The 8 points, which the guard would normally have walked, could now be monitored from one central location, using CCTV. The primary advantage of utilizing video surveillance is that all areas can be simultaneously monitored. Under the guards current hourly scheduled rounds an intruder, or other individual intent on criminal activity, can work around the guard's movement. The knowledge that cameras are in place is a deterrent in itself. With CCTV installed, the greeting of guests and property surveillance could be simultaneously accomplished. At a cost of $8.65 to $9.00 per hour, the Poinciana Village Condo Association may find it cost effective to staff the premises with two guard personnel as opposed to one. This would enable walking investigations to take place, while insuring the guard booth is staffed for the entire shift. The association might also opt to only have one guard per shift, who would staff the guardhouse, monitoring the premises through CCTV, and reporting suspicious activity to the_appropriate individuals by telephone. In order to remain within a cost-effective budget, Poinciana Village has the option of staffing the guardhouse only during the evenings when visitor traffic is heavier, and criminal activity more likely. The call -in system (in which guests would contact apartments directly) could be continued during the day as is currently taking place. At these times video surveillance could continue from a second point, or, utilizing current technological advancements, from a remote location. Circuit Television Monitoring Of Vulnerable Points GSP professionals recommend a 16-channel digital video recorder (Appendix 1). Currently it is suggested that 13 video cameras be installed strategically at Poinciana Village. An additional 3 cameras can be added later as needed. The cameras will be housed in discreet tamperproof housings (Appendix 1). This will help to maintain the aesthetic quality of Poinciana Village. As discussed in the previous section, such a system would be monitored from a single, central location (Exhibit 1). Trees and vegetation located at the rear of the buildings be kept well trimmed, in order to enhance security, safety and surveillance. The PARVUE booth featured dark tinted glass, large sliding door and factory installed air conditioning. Delivered to the jobsite completely assembled, painted, glazed and ready for use moments after connection of electrical power. Par-Kut guard and cashier booths are in use in all 50 states, Canada, and elsewhere around the world. Par-Kut metal buildings: Model 95R Many building codes require restroom facilities be located within or close to any occupied structure, no matter how small. If you need a restroom, this unit comes with one! Like all Par-Kut units, it arrives at jobsite, fully assembled, painted, and pre -wired. Of course, on site construction prior to delivery is needed to provide the building with water, sanitary, power and communication services. We also offer ADA compliant models complete with restroom facilities.
