Bronough Street, Suite 2015 Tallahassee, Florida 32301 SUBJECT: Request for FHWA Concurrence Port of Miami Truck Access Improvements @I-95/ NW 8 Street Dear Mr. Juntunen: THOMAS F BARRY, JP_ SECRETARY Thank you for your participation in the preliminary interest meeting of July 19, 2001 between the FDOT District Six Interchange Review Committee (DIRC) and the proponent Port of Miami concerning above referenced project. This letter will serve as a summary of the DIRC and FHWA's determination. The project scope as presented by the Port of Miami involved: 1. Raising the existing NB I-95 to EB I-395 ramp structure at NW 8 Street to provide adequate vertical clearance for trucks. This work will not involve any additional lanes on the ramp or relocation of the ramp terminals. 2. Adding a new ramp from WB NW 8 Street connecting to the existing ramp from NB I-95 to WB SR-836 in order to improve truck access from the Port of Miami to WB SR-836. This work will not involve new mainline terminals, additional lanes at the existing I-95 and SR- 8' ramp terminals, or relocation of any terminals. The segment between the new merge at the existing ramp and the WB SR-836 entry terminal will be widened to two lanes but taper back to one lane well before entry on WB SR-836. 3. No intersection modifications at NW 8 Street/ NW 3 Terrace adverse to the SB I-95 mainline. The DIRC and FHWA determined that a separate Interchange Modification Report (IMR) would not be required based on the scope presented. However, because of potential traffic back-ups on the NB I-95 mainline near the existing off -ramp to WB SR-836 that could result from the new NW 8 Street ramp, the DIRC and FHWA directed that a stand-alone Interchange Operational Analysis Report (IOAR) be included in the Preliminary Engineering (P.E.) In addition, the DIRC and FHWA proposed that CORSIM rather than HCS be the analysis tool for the IOAR. Prior to execution of the analysis, DEMO will present the proposed IOAR methodology to the DIRC and FHWA for review and concurrence. Upon completion of the IOAR, DEMO will present the report to the DIRC and FHWA for final review and approval. Please return your concurrence with this determination to the above address.
