A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY
REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE
EXECUTIVE DIRECTOR TO DEDICATE THE "P3"
PARKING LOT AT THE CORNER OF NORTH WEST 3RD
AVENUE AND NORTH WEST 10TH STREET AS A
MEMORIAL TO NATHANIEL BROOM, A SLAIN CITY OF
MIAMI POLICE OFFICER, AND TO COMMISSION THE
CREATION OF A MEMORIAL SCULPTURE OF
NATHANIEL BROOM TO BE ERECTED AT THE SITE AT
A COST NOT TO EXCEED $10,000.
WHEREAS, the City of Miami approved and adopted the CRA
Redevelopment Plan pursuant to Resolution Nos. 82-755 and 85-
1247 (the "Redevelopment Plan") and
WHEREAS, the CRA is responsible for carrying out community
redevelopment activities and projects in the CRA Redevelopment
Area established pursuant to the Redevelopment Plan; and
WHEREAS, Nathaniel Broom, a City of Miami police officer
and resident of Overtown, was shot and killed in the line of
duty in Overtown in 1981; and
WHEREAS, the CPA desires to dedicate the newly constructed
"P3" parking lot at the corner of North West 3rd Avenue and North
West loth Street in memory of Nathaniel Broom; and
WHEREAS, the. CRA desires to commission a memorial sculpture
(bust) of Nathaniel Broom to be erected at the site of "P3" at a
cost not to exceed $10,000.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are incorporated herein as if fully
set forth in this Section.
Section 2. The Board of Director's of the CPA authorizes
the Executive Director to dedicate the newly constructed parking
lot known as "P3" located at the corner of North West 3rd Avenue
and North West loth Street as a memorial for Nathaniel Broom, a
slain City of Miami police officer.
Section 3. The Board of Directors authorizes the
Executive Director to commission a memorial sculpture (bust) of
Nathaniel Broom to be erected at the site of 11P3" at a cost not
to exceed $10,000.

Section 4. The Resolution shall be effective upon its
adoption.

AUTHORIZING THE CRA TO DEDICATE THE OVERTOWN
PARKING LOT KNOWN AS "P3" LOCATED AT THE CORNER
OF NW 3an AVENUE AND NW LOTH STREET AS A
MEMORIAL TO THE SLAIN CITY OF MIAMI POLICE
OFFICER, NATHANIEL BROOM, AND TO FURTHER
AUTHORIZE THE CRA EXECUTIVE DIRECTOR TO
COMMISSION THE CREATION OF A MEMORIAL
SCULPTURE (BUST) OF NATHANIEL BROOM, AT A COST
NOT TO EXCEED $10,000, TO BE ERECTED ON THE SITE.

RECOMMENDATION
It is recommended that the Southeast Overtown / Parkwest Community Redevelopment
Agency (CRA) authorize the CRA to dedicate the newly constructed Overtown parking
lot known as "P3" located at the corner of NW P Avenue and NW 101h Street as a
memorial to the slain City of Miami police officer, Nathaniel Broom, and further
authorize the CRA Executive Director to commission the creation of a memorial
sculpture (bust) of Nathaniel Broom, at a cost not to exceed $10,000, to be erected at the
site of "P3".
BACKGROUND
Nathaniel Broom was a resident of Overtown and a City of Miami police officer. In
1981, he was shot and killed in the line of duty while conducting a routine traffic stop in
Overtown.
The attached resolution approves the dedication of the Overtown parking lot known as
"P3" located at the corner of NW P Avenue and NW I Oh Street as a memorial to the
slain City of Miami police officer, Nathaniel Broom, and further authorizes the CRA
Executive Director to commission the creation of a memorial sculpture (bust) of
Nathaniel Broom, at a cost not to exceed $10,000, and to erect this likeness at the site of
"P3"
