Parekh, Anna Gelabert, Maria Nardi From: Victor Dover, Joseph Kohl & Sergio Vazquez Subject: Biscayne Boulevard Special Area Plan & Related Services (2nd Revision) The attached document is a preliminary draft for the scope of services as requested in the CRA resolution, Item 15, SEOPW/CRA R-00-132. Please consider this an initial draft. We look forward to speaking with each of you all to further refine our approach. As discussed in our Monday June 11, 2001 meeting, we have explored a range of services that Dover, Kohl & Partners can offer. Described below are three options for services: Option A — Biscayne Boulevard Special Area Plan, includes an alternate design for the proposed Biscayne Boulevard FDOT alignment, as well as building standards and regulations for the properties abutting the west side of Biscayne Boulevard from NE 6`h Street to I-395. Option B — Biscayne Boulevard Special Area Plan & Grand Promenade Study, includes the services described in Option A, as well as a public outreach process and plan for the Grand Promenade. Option C — Park West Special Area Plan, provides urban design and master planning services for the Park West neighborhood; including all the services described in Option B. For the purposes of this plan, the Park West neighborhood is defined by: the FEC Railroad line as the western boundary, Biscayne Boulevard as the Eastern Boundary, I-395 at the north, and NE 6`' Street as the southern boundary. Estimated Fees Please consider these figures estimates based on our preliminary scope: Option A — Biscayne Boulevard Special Area Plan $ 77,185 Option B — Biscayne Boulevard Special Area Plan & Grand Promenade Study $ 94,870 Option C — Park West Special Area Plan $107,485 The fees reflect an economy of scale in the larger Option C scope. This is a result of Task 1 -Research and Data Collection being transferable. We also searched for additional cost-cutting measures. This scope has Dover Kohl producing the AutoCAD revision to Biscayne Boulevard alignment. To cut costs, we are open to supervising the production of the CAD drawing by a suitable transportation planning firm already under contract with the City. Estimated Time Frame Below is a conservative estimate for the time required to complete the described services. We will work to complete the services as quickly as possible. Month 1 — Task 1 Month 2 — Tasks 2 & 3 Month 3 — Task 4 SE®PW/ DISCUSSED 0 CRA/ City of Miami Draft Scope for Consultant Services Page 2 of 5 Additional Elements of Scope to be Finalized The estimated fees and time frame listed above reflect the scope as described in "Attachment A," pages 3 through 5 of this memo. Listed below are three additional elements to be added to the scope. The costs and timeframes for the tasks associated with these elements have not been determined and are not reflected in Attachment A, or in the fees listed above. Once the specific tasks and their costs are determined, we will provide a new revised scope that will include a detailed description, and reflect fees and the time frame of these additional tasks. The additional elements include: #1 — The relocation of WASA Pump Station out of Bicentennial Park Explore the feasibility and general costibenefit of relocating the Pump Station to a more appropriate location outside of Bicentennial Park. #2 — A Parking Management Strategy for Park West and Bicentennial Park Develop a parking strategy that addresses short-term and long-term parking for Park West and Bicentennial Park. The study will be coordinated with the proposed massing studies. #3 — Transit Greenway Study The study shall identify Transit Greenway routes and design scenarios as part of the Special Area Plan, as well as funding strategy and sources. Southeast Overtown/Park West CRA We truly appreciate the invitation to work on a major update to the Southeast Overtown - Park West CRA Plan. However, we understand that both projects, the Biscayne Boulevard Special Area Plan and the CRA Plan Update, are time -sensitive. Given our current workload and our commitment to quality, it is best that our involvement with the CRA Plan Update be limited to a Sub -consultant role for public outreach and urban design while another firm takes the lead in producing the CRA Plan Update. SEOPW / C 6 CRA/ City of Miami Draft Scope for Consultant Services Page 3 of 5 ATTACHMENT "A" Scope of Services Attachment A supplements the Agreement dated June , 2001, by and between the City of Miami, (the City) and Dover, Kohl & Partners (the Provider), and is by such Agreement incorporated therein by reference. I. Scope of Services. The Providers shall complete the tasks described below in this Attachment A. Option A - Biscayne Boulevard Special Area Plan Professional services include: 1. A recommended redesign of a portion of the Biscayne Boulevard right-of-way, State Road No. 5, from NE 61h Avenue to I-395; 2. Regulations to be used as building design standards for all properties adjacent to the west side of Biscayne Boulevard, State Road No. 5, from NE 61h Street to I-395. Task One — Research and Data Collection The Analysis Phase will include the review of all relevant information as well as on -site analysis, initial meetings with the City Staff, City committees, and other Consultants to the City. Tasks 1.01 Kick Off Meeting The provider will attend an initial meeting to review concerns, opportunities and constraints for the project. 1.02 Review Relevant Information The Provider will review relevant information including general graphic information, zoning ordinance and other regulatory information, locations of public utilities, including water, sewer, lighting, and the current proposed alignment for Biscayne Boulevard. 1.03 Survey Existing Conditions of Study Area The Provider will visit the site to review the existing conditions. Task Two — Right -of -Way Design The Right -of -Way Design Phase will result in the production of an AutoCAD drawing representing the alternative concept for Biscayne Boulevard. The Provider will contract with a qualified Transportation Planner / Traffic Engineer to provide services described below. Tasks 2.01 Consult with Transportation Planner / Traffic Engineer The Provider will define design goals and technical details internally with CRA and City Staff, and an appointed Transportation Planner / Traffic Engineer prior to the initial meeting with FDOT. 2.02 Meet with FDOT SEOPW/ 8 41 ®MSCUSS 6 CRA/ City of Miami Draft Scope for Consultant Services Page 4 of 5 The Provider will meet with FDOT Staff, CRA and City Staff and the Transportation Planner / Traffic Engineer to review goals and expectations for the alternative redesign. 2.03 Generate Alternative Scheme The Provider will generate an alternative design for Biscayne Boulevard. 2.04 Submit Alternative design to FDOT The Provider will review alternative design with the Client. Once approved, an AutoCAD file will be sent to FDOT for review. 2.05 Second Meeting with FDOT The Provider will meet with FDOT Staff, CRA Staff and City Staff and the Transportation Planner / Traffic Engineer, seeking to confirm an improved design concept for the Boulevard. FDOT should submit their comments to the CRA and City prior to this meeting. Task Three —Building Standards & Regulations Task Three will result in the production of Building Design Standards and Regulations to be integrated into the City of Miami Zoning Ordinance. Tasks 3.01 Meet with City Staff and CRA to Define Goals for the Building Design Standards CRA Staff and City Staff and should brief the provider. 3.02 Test Development Concepts using Massing Studies The Provider will create studies to explore issues related to various building programs and configurations. 3.03 Meet with CRA Staff and City Staff to Review Findings The Provider will brief the CRA Staff and City Staff on findings and seek direction. 3.04 Produce Initial Draft of Building Design Standards 3.05 Review Draft with CRA and City Staff 3.06 Finalize Building Design Standards The provider will refine the Standards based on CRA and City Staff input. The provider will also produce sketches that communicate the key concepts underlying the Building Design Standards. 3.07 Present Building Design Standards and Biscayne Boulevard redesign to the CRA Board and public 3.08 Present Building Design Standards and Biscayne Boulevard redesign to the City Commission and public SEOPW/ CRA/ City of Miami Draft Scope for Consultant Services Page 5 of 5 Option B: Biscayne Boulevard Special Area Plan & Grand Promenade Option B includes all the urban design services described in Option A, Tasks One through Three, as well as a public outreach process and plan for the Grand Promenade, described below. The Building Standards as described in Option A will also be applicable to buildings that form the Grand Promenade. Task Four — Grand Promenade Tasks 4.01 Create Studies and Design Options The Provider will create a series of design options that explore the urban design, transportation and development potentials for the Promenade. Studies will include plan and three-dimensional sketches that explain key concepts. 4.02 Review Findings with Staff The Provider will meet with Staff to review findings and seek further direction. 4.03 Public Outreach Process and Site Analysis of Physical Conditions The Provider will hold a two-day, on -site studio / interview session to share findings and gain input from the community and interested stakeholders. 4.04 Finalize the Draft Plan The Provider will produce a publication -quality drawing of the plan, along with renderings that communicate the key concepts of the plan. 4.05 Present Draft Grand Promenade Plan to CRA Board and public 4.06 Present Draft Grand Promenade Plan to City Commission and public Option C: Park West Special Area Plan Option C includes the same urban design services described in Option B, Tasks One through Four, but for a significantly larger area. Update of the Redevelopment Plan for the Redevelopment Area, Review of existing Redevelopment Plan for legal compliance, including requirements of Part III, Chapter 163, Florida Statutes (the "Redevelopment Act"), and other applicable legal requirements such as delegation of authority from Miami -Dade County to the City of Miami. Recommendations to CRA for changes needed to be made to Redevelopment Plan to comply with applicable legal requirements. Preparation of necessary changes to Redevelopment Plan. Review of other changes to Redevelopment Plan presented by consultants. Advice to CRA on process for approval of amendments to Redevelopment Plan. Scope does not include assisting with presentation to and approval of amendments to Redevelopment Plan by City Commission and Miami -Dade County Commission, advice concerning review of proposed amendments for consistency with City's Comprehensive Plan, the preparation of notices required by Redevelopment Act, or preparation of resolutions approving amendments to Redevelopment Plan. 2. Consideration of the creation of a third redevelopment area Provide advice to CRA and consultants concerning legal requirements for creating the third redevelopment area, including conditions in . the area, documentation of those conditions and information required to be in the record to support the finding by the City Commission. Preparation of notices required by Redevelopment Act. Preparation of City Commission resolution finding conditions in the area support designation as a community redevelopment area. Participation in presentation to the City Commission of conditions found to exist in the area. Preparation of proposed resolution and amendment to interlocal agreement between Miami -Dade County and City of Miami to add new redevelopment area. Participate in preparation of Redevelopment Plan for new redevelopment area. Advice to CRA on process for approval of Redevelopment Plan. The scope does not include providing advice concerning review of proposed amendments for consistency with City's Comprehensive Plan, assisting with presentation to and approval of Redevelopment Plan by City Commission and Miami -Dade County Commission, preparation of notices required by Redevelopment Act, preparation of resolutions approving Redevelopment Plan, preparation of ordinance creating community redevelopment trust fund for new area and providing for deposit of tax increment revenues in such fund or assist in the adoption of the ordinance by the City Commission and/or Miami -Dade County Commission.
