SUBJECT: AUTHORIZATION TO ENTER INTO A USE/TEMPORARY
CONSTRUCTION EASEMENT AGREEMENT WITH THE CITY OF MIAMI
COMMUNITY REDEVELOPMENT AGENCY FOR THE INSTALLATION OF
NEW FENCING SURROUNDING FREDERICK DOUGLASS ELEMENTARY
SCHOOL
As part of an effort to beautify and upgrade certain roadway corridors throughout the
Southeast Overtown/Park West area, the Southeast. Overtown/Park West Community
Redevelopment Agency of the City of Miami (CRA) is requesting a Use/Temporary
Construction Easement Agreement (Agreement) be approved to allow for the construction
of a new fence to surround Frederick Douglass Elementary School (see location map).
The proposed 8' high galvanized, decorative picket fence would replace the existing chain
link fence. The proposal includes approximately 1300 linear feet of fence with fourteen (14)
pedestrian and vehicular gates. This project, which will be totally funded, executed and
constructed by the CRA, will be realized through a grant from the United States Economic
Development Administration. The value of the fence replacement is expected to be
so approximately $200,000. If this project is approved by the Board, guarantees have been
put in place to provide that the school site will remain a secure facility during construction.
The Agreement has been reviewed by the School Board Attorney's Office and the Office
of Risk and Benefits Management. Maintenance and Operations recommends approval
of the agreement. The Department of Safety, Environment and Hazards Management is
in agreement with the proposed agreement.
A copy of the proposed Agreement will be placed on file in both the Citizen's Information
Center and Recording Secretary's Office.
RECOMMENDED: That The School Board of Miami -Dade County, Florida,
authorize the Chair and Secretary to execute the Agreement
to facilitate the construction of the picket fence at Frederick
Douglass Elementary School.
