W 1 - 76 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA") DIRECTING THE EXECUTIVE DIRECTOR TO FORM AN ADVISORY COMMITTEE FOR THE 3RD AVENUE EXTENSION TO THE PEDESTRIAN MALL PROJECT, COMPRISING EIGHTEEN MEMBERS TOTALLY AND CONSISTING OF THREE CURRENT MEMBERS OF THE OVERTOWN ADVISORY BOARD, THREE MEMBERS OF THE DORSEY/LEWIS FAMILY OF OVERTOWN, TWO MEMBERS OF THE SIGMUND REEVES FAMILY OF OVERTOWN, TWO MEMBERS EACH FROM MOUNT ZION BAPTIST CHURCH AND THE OVERTOWN MASONIC HALL; AND FURTHER DIRECTING THAT THE ADVISORY COMMITTER SHALL HAVE ONE APPOINTEE EACH BY THE MAYOR OF THE CITY OF MIAMI AND BY EACH MEMBER OF THE BOARD OF DIRECTORS OF THE CPA. WHEREAS, the Board of Directors desires to form an advisory committee for the 3rd Avenue Extension to the Pedestrian mall Project; and, WHEREAS, the Beard of Directors desires for the composition of the advisory committee to include appointees by public officials and residents of the community where the project is located. SEopw/CTtA ®1- 76 i NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors directs the Executive Director to form an advisory committee for the 3rd Avenue Extension to the Pedestrian Mall Project, comprising eighteen members. Section 3. It is directed that the composition of the advisory committee shall include three current members of the Overtown Advisory Board, three members of the Dorsey/Lewis family of Overtown, two members of the Sigmund Reeves family of Overtown, and two members each from Mount Zion Baptist Church and the Overtown Masonic Hall. Section 4. It is further directed that the advisory committee shall have one appointee each by the Mayor of the City of Miami and by each member of the Board of Directors of the S-E0pW/CIS. SEOPW/CRA O /- 74 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY ("CRA") AUTHORIZING THE CRA TO ESTABLISH AN ADVISORY COMMITTEE FOR THE 3RD AVENUE EXTENSION TO THE PEDESTRIAN MALL, WHICH SAID ADVISORY COMMITTEE WILL BE COMPRISED OF FOURTEEN MEMBERS INCLUDING THREE (3) CURRENT MEMBERS OF THE OVERTOWN ADVISORY BOARD, THREE (3) MEMBERS OF THE DORSEY/LEWIS FAMILY OF OVERTOWN, TWO (2) MEMBERS OF THE REEVES FAMILY OF OVERTOWN, AND FURTHER REQUIRING EACH BOARD MEMBER AND THE MAYOR OF MIAMI TO HAVE ONE APPOINTTEE TO THE ADVISORY COMMITTEE. WHEREAS, the City of Miami approved and adopted the Southeast Overtown/Park West Community Redevelopment Plan pursuant to Resolution Nos. 82- 755 and 85-1247 (the "Redevelopment Plan"); and WHEREAS, the CRA is responsible for carrying out community redevelopment activities and projects in the Southeast Overtown/Park West Redevelopment Area (the "Redevelopment Area") established pursuant to the Redevelopment Plan; and NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors of CRA hereby authorizes the CRA to establish a Pedestrian Mall Advisory Committee. Section 3. The Board of Directors of the CRA hereby requires that the Pedestrian Mall Advisory Committee be comprised of fourteen members and to include (a) all of the original members of the 91h Street Pedestrian community that can be identified, (b) three (3) current members of the Overtown Advisory Board, (c) three (3) members of the Dorsey/Lewis family of Overtown, and (d) two (2) members of the Reeves family of Overtown. Member, and the Mayor of the City of Miami to have one appointee to Pedestrian Mall Advisory Committee. Section 5. The Board of Directors of the CRA hereby requires that the Executive Director will notify the City Clerk of all meetings of said committee and notice will be advertised in the Miami Times. Executive Director will also notify all principles involved with the project (i.e., the company of WRT). Section 6. The resolution shall be effective upon its adoption. Parekh Executive Director ENCLOSURES: Resolution RECOMMENDATION It is recommended that the CRA Board approve the attached resolution reestablishing the Pedestrian Mall Advisory Committee. BACKGROUND The CRA proposes to reestablish the Pedestrian Mall Advisory Committee with a total of fourteen members. This committee will provide advice on the Pedestrian Mall Project and make recommendations to the CRA Board. It is the intent of the CRA to have this advisory committee meet weekly in the ensuing months and provide guidance to the CRA. The Advisory Board will be comprised of fourteen members, three current members of the Overtown Advisory board, three members of the Dorsey / Lewis family of Overtown, and two members from the Reeves family of Overtown. Further, each CRA Board member and the Mayor of the City of Miami shall appoint one individual. Funding Source: N/A Account Number: N/A so SEOPW/CIA. 0
