A RESOLUTION AUTHORIZING THE SOUTHEAST
OVERTOWN/ PARK WEST COMMUNITY REDEVELOPMENT
AGENCY ("CRA") TO ADVANCE TO THE FLORIDA
DEPARTMENT OF TRANSPORTATION AN AMOUNT NOT TO
EXCEED $500,000.00, FROM EQUITY IN POOLED CASH, FOR
THE INTERCHANGE MODIFICATION REPORT AND THE
PLANNING, DESIGN AND ENGINEERING STUDY OF TRUCK
TRAFFIC THROUGH THE SOUTHEAST OVERTOWN/ PARK
WEST REDEVELOPMENT DISTRICT, BUDGETED IN THE
METROPOLITAN PLANNING ORGANIZATION
TRANSPORTATION IMPROVEMENT PROGRAM
COMMENCING FY 2002 (JULY 2002) AND ENDING FY 2006.
WHEREAS, the CRA proposes to work with the Florida Department of
Transportation (FDOT) to accelerate the completion of a truck traffic study as approved
by the Miami Dade MPO Board item #4112051 SR 9A/I-95 (page 29); and
WHEREAS, the CRA proposes to advance funds in the amount of $500,000.00,
to the FDOT, from equity in pooled cash for the Interchange Modification Report (IMR)
and the Planning, Design and Engineering (PD&E) study, to be repaid from subject
project funds no later than 90 days from July 2002.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS
OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals I and findings contained in the Preamble to this
Resolution are incorporated herein ai if fully set forth in this Section.
Section 2. The CRA agrees to advance to the Florida Department of
Transportation an amount not to exceed $500,000.00, from equity in pooled cash, to
conduct the IMR and the PD & E study, through an interlocal agreement or
Memorandum of Understanding, in a form acceptable to the City Attorney.
Section 3. Such agreement shall provide for full repayment from the FDOT to
the CRA no later than 90 days from July 1, 2002.

This eAirespondence memorializes the discussion held in your office on Tuesday, June
11, 2001 regarding the District Interchange Review Committee (DIRC), Interchange
Modification Report (IMR), and the Planning, Design and Engineering (PD & E) study of
truck traffic primarily through the Southeast Overtown Park West (SEOPW)
Redevelopment district on public right of way to and from the Port of Miami. The
subject study is budgeted in the MPO Transportation Improvement Program (TIP)
commencing FY 2002 (July 2002) and funding is completed FY 2006.
Subiect to the CRA Board of Director's approval the undersign on behalf of the CRA,
is proposing to work with the FDOT to accelerate truck traffic study plan as approved by
the Miami Dade MPO Board item 4 4112051 SR 9A/I-95 page 29. Further, subject to
CRA Board approval and through an interlocal agreement or Memorandum of
Understanding (MOU), the CRA proposes to advance funds in the amount of $500,000 to
FDOT for the IMP, and the PD & E study, to be repaid from subject project funds no
later than 90 days from July 1, 2002 thereby expediting this study by at least 365 days.
As part of an interlocal agreement/MOU, the CRA and/or City of Miami would
participate in consultant selections and the following:
1. CRA/City of Miami Public Works Department would review the plans in
conjunction with FDOT
2. CRA/City of Miami Public Works Department would participate in the
community involvement and public information process under the
leadership of the Department of Ports of Miami -Dade County
3. CRA/City of Miami Public Works Department will review the (Draft)

It is recommended that the CRA Board approve the attached resolution to advance
$500,000.00, from equity in pooled cash to Florida Department of Transportation
(FDOT).
0 BACKGROUND
The CRA proposes to advance FDOT $500,000.00, from equity in pooled cash to conduct
a traffic study primarily through the Southeast Overtown Park West (SEOPW) district on
public right of way to and from the Port of Miami.
The advance of funds are necessary to expedite the Interchange Modification Report
(IMR) and the Planning, Design .and Engineering (PD & E) study. These funds are to be
repaid from the subjects project funds no later than 90 days from July 1, 2002, thereby
expediting this study by at least one year.
