SEOPW/CRA A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST OVERTOWN/ PARK WEST COMMUNITY REDEVELOPMENT AGENCY RATIFYING, APPROVING AND CONFIRMING THE ACTIONS OF THE EXECUTIVE DIRECTOR APPROVING A CONTRACT AND WORK AUTHORIZATION FOR H.J. , ROSS ASSOCIATES, INC. IN CONNECTION WITH THE SITE ANALYSIS ASSOCIATED WITH THE RELOCATION OF THE MARLIN'S BALLPARK STADIUM, IN AN AMOUNT NOT TO EXCEED $34,850.00, ALLOCATING FUNDS FROM ACCOUNT NO. 689001.550108.270. 'WHEREAS, the Southeast Overtown/ Park West Community Redevelopment Agency (the -"CRA") is responsible for carrying out community redevelopment activities and projects in the Southeast Overtown/ Park. West Community Redevelopment Area (the "Redevelopment Area") established pursuant to the Redevelopment Plan; and WHEREAS, on February 26, 2001, the Board of Directors directed the Executive Director (1) to conduct a site analysis associated with the relocation of the Marlin's ballpark stadium, to examine the advantages and disadvantages of various sites located within the Redevelopment Area, and (2) on March 15, 2001, to provide the City of Miami Commission and the City Manager with a report of the CRA's Economic Development Infrastructure Assessment; and WHEREAS, pursuant to such Board direction, the Executive Director engaged H. J. Ross Associates, Inc. to provide professional planning and engineering services in connection therewith; and WHEREAS, funds for these services are available from Account No. 689001.550108.270. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to the Resolution are incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors of the Southeast Overtown/ Park West Community Redevelopment Agency hereby ratifies, approves and confirms the action of the Executive Director in procuring the services of H.J. Ross Associates, Inc. to provide professional planning and engineering services in connection with the site analysis associated with the relocation of the Marlins Ballpark Stadium, in an amount not to exceed $34,850.00, with funds allocated from Account No. 689001.550108.270 for such purpose. ,W - 36 S '0 O, • 9 ITEM IDvii Section 3. (HJR) will provide professional planning and engineering services for a Summary of Findings Report concerning a future baseball park for downtown Miami, Florida. The scope of work is to obtain information from various public agencies that are proposing development in the vicinity of the property and to report on these improvements and how they affect or enhance the future ballpark. Also, the report will address the potential impacts of the proposed private development adjacent to or in the vicinity of the ballpark. 2. PLANNING AND ENGINEERING SERVICES The planning and engineering will include: 2.1 Meet with the Florida Department of Transportation, District Six, to discuss proposed improvements to adjacent, and surrounding roadways. This includes, but is not limited to improvements to Biscayne Boulevard (US-1), I-195, and the Port connector roads. 2.2 Meet with the Port of Miami to discuss proposed improvements to roadways serving the Port and intended truck traffic routes. 2.3 Meet with the City of Miami to discuss zoning and land use issues that should be addressed as part of the overall downtown development, including the ballpark, private development and transportation improvements. 2.4 Meet with Miami Dade Transit Authority (MDTA) to discuss proposed transit service through the proposed development and proposed improvements to the downtown area that could impact the ballpark. 2.5 Meet with the Florida Marlins staff to discuss the proposed ballpark and required amenities for land, parking, and transportation systems. 2.6 Field observation of existing site conditions. 01- 36 \\HJROSS000\D\Letters\evil-CADD\Kng_2-6-Ol.let.doc CO- .0 H. Also, provide preliminary construction costs for relocation of the main. 3. INFORMATION TO BE PROVIDED TO H.J. ROSS 3.1 CRA report prepared for the Florida Marlins. 3.2 Preliminary site plans for development. 3.3 Other data pertinent to this investigation. 4. ITEMS NOT INCLUDED 4A Geotechnical investigation. 4.2 Electrical requirements and site lighting. 4.3 Telephone requirements. S. SCHEDULE HIR will meet a reasonable schedule provided by the Owner to perform his work. Ross for the Marlins Site Analysis REFERENCES: ENCLOSURES: Resolution It is respectfully requested that the Board of Directors of the Southeast Overtown/ Park West Community Redevelopment Agency (the "CRA") ratify the actions of the Executive Director approving a contract and work authorization for H.J. Ross in connection with the relocation of the Marlins Ballpark Stadium. BACKGROUND Consistent with the February 20, 2001 direction from the CRA Board, that required that a site recommendation be prepared for the Special City of Miami Commission Meeting of March 15, 2001, the Executive Director proceeded with the procurement of H.J. Ross to provide professional planning and engineering services. The scope of services included examining information from various sources that are proposing development in the vicinity of the future ballpark and reporting on these improvements and how they affect or enhance the future ballpark.
