A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/ PARK WEST COMMUNITY
REDEVELOPMENT AGENCY RATIFYING, APPROVING
AND CONFIRMING THE ACTIONS OF THE EXECUTIVE
DIRECTOR AND APPROVING A CONTRACT AND WORK
AUTHORIZATION FOR BERMELLO. AJAMIL & PARTNERS
IN CONNECTION WITH THE SITE ANALYSIS ASSOCIATED
WITH THE RELOCATION OF THE MARLIN'S BALLPARK
STADIUM, IN AN AMOUNT NOT TO EXCEED $14,443.71,
AND ALLOCATING FUNDS FROM ACCOUNT NO.
689001.550108.270 FOR SUCH PURPOSE.
WHEREAS, the Southeast Overtown/ Park West Community Redevelopment Agency
(the "CRA") is responsible for carrying out community redevelopment activities and projects in
the Southeast Overtown/ Park West Community Redevelopment Area (the "Redevelopment
Area") established pursuant to the Redevelopment Plan; and
WHEREAS, on February 26, 2001, the Board of Directors directed the Executive
Director (1) to conduct a site analysis associated with the relocation of the Marlin's ballpark
stadium, to examine the advantages and disadvantages of various sites located within the
Redevelopment Area, and (2) on March 15, 2001, to provide the City of Miami Commission and
the City Manager with a report of the CRA's Economic Development Infrastructure Assessment;
and
WHEREAS, pursuant to such Board direction, the Executive Director engaged Bermello
Ajamil & Partners to develop a site evaluation methodology/process for 4 potential location sites
in the Redevelopment Area; and
WHEREAS, funds for these services are available from Account No. 689001.550108.270.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to the Resolution are
incorporated herein as if fully set forth in this Section.
Section 2. The Board of Directors of the Southeast Overtown/ Park West Community
Redevelopment Agency hereby ratifies, approves and confirms the actions of the Executive
Director and approving a contract and work authorization for Bermello Ajamil & Partners to
develop a site evaluation methodology/process for 4 potential location sites in the Redevelopment
Area associated with the relocation of the Marlins Ballpark Stadium, in an amount not to exceed
$14,443.71, with funds allocated from Account No. 689001.550108.270 for such purpose.

Dear Mr. King:
On behalf of Bermello, Ajamil & Partners I am pleased to submit this proposal for
professional services for the elaboration and development of a site evaluation
methodology/process for 4 potential location sites in the City of Miami Community
Redevelopment Area (CRA) for the proposed Marlins Ball Park.
Our Scope of Services will include the following:
1. Development of a Site Study Analysis and Evaluation Methodology — --
Identifying all important site and use attributes to be considered in carrying
out the analysis and evaluations.
2. Consultant Coordination - Coordinating with your Firm and the other
consultants to carry out the different tasks of the site analysis and evaluation
a process.
3. Drawings Preparation - Preparing the different drawings that might be
necessary to carry out the site analysis and evaluation process and to explain
the process in a rational and clear manner.
4. Public Presentations - Assisting your Firm and the CRA in presentations to
the CRA Board, City of Miami Commission, and other public meeting.
5. Final Report Preparation - Compiling the information from all the other
consultants and preparing a final report on the findings of the study.

We understand that the project deadline is for the 12th of March with a preliminary
submission on the 8th of March. Our professional fee proposal for this project will be on
a time and material basis with a not to exceed sum of $35,000.00. Billing rates for the
project will be based on a 2.85 multiplier times salary. In general they will be as
follows:
Alfredo Sanchez Partner in Charge $125.00
Felipe Alespeiti Urban Design $ 70.00
Debbie Ahmari Urban Design $ 45.00
Printing of reports and drawings, dry mounting and laminating of drawings and other
direct expenses associated with the project will be billed at cost. I need to receive
either a work order or a contract from your Firm or the CRA in order to proceed. I look
forward to working with you and the other members of our team in this project.

PROFESSIONAL SERVICES AGREEMENT
THIS AGREEMENT, made and entered into February23„ 2001, by and between BERMELLO,
AJAMIL & PARTNERS, INC. (B&A) and Civil CADD Engineering INC ,
provides for the Professional Services described under Item 2 of this Agreement.

Dear Mr. Parekh:
We appreciate the opportunity extended to Civil Cadd Engineering, Inc., by requesting the
submittal of this proposal, for Professional Engineering Services for the above referenced
project. The following Scope of Services, is based on information provided by Community
Redevelopment Agency (CRA), and is hereby submitted, for your review and execution
approval.
SCOPE OF SERVICE
2.1 Coordinate with H.J. Ross, Bermello, Ajamil & Partners, A.T.C. Associates and Parson-
Brinckerhoff and prepare a final report to be reviewed by Community Redevelopment
Agency (CRA), Board and Director for the elaboration and development of a site
evaluation methodology/process for 6 potential location sites, in the City of Miami
Community Redevelopment area for the proposed Marlins Ball Park.
2.2 Meet with the Florida Department of Transportation, District Six, to discuss proposed
improvements to adjacent, and surrounding roadways. This includes, but is not limited to
improvements to Biscayne Boulevard (US-1), I-I95, and the Port connector roads.
2.3 Meet with the Port of Miami to discuss proposed improvements to roadways serving the
Port and intended truck traffic routes.
2.4 Meet with the City of Miami to discuss zoning and land use issues that should be
addressed as part of the overall downtown development, including the ballpark, private
development and transportation improvements.

2.5 Meet with Miami -Dade Transit Authority (MDTA) to discuss proposed transit service
through the proposed development and proposed improvements to the downtown area
that could impact the ballpark.
2.6 Meet with the Florida Marlins staff to discuss the proposed ballpark and required
amenities for land, parking, and transportation systems.
2.7 Field observation of existing site conditions.
2.8 Discuss with Miami -Dade Water and Sewer Department (WASD) the alternatives to
relocating the existing 72-inch sanitary force main. Also, provide preliminary
construction costs for relocation of the main.
COMPENSATION
Total project compensation will be provided as follow- Lump Sum Fee ...................$50,000
Other Direct Costs (ODC's) estimated will be billed in an amount equal to the actual amount
billed to CIVIL CADD ENGINEERING, INC., plus 10%.
