RECOMMENDATION
It is respectfully recommended that the Board adopt the attached resolution that provides for a Restated
Interlocal Agreement that replaces the City and Agencies Interim Interlocal Agreement dated March 13,
2000, subject to any modifications by the City Manager and City Board of Commissioners agreed to by the
Chairperson of the Agency provided such modification are not in conflict with the City and SCO/PW
Adah
4VCARA Interlocal Agreement dated November 8, 1990 in which the bondholder are a party as the terms and
conditions are applicable to the 1990 Series Bond Issue Indenture of the CRA or the Florida Interlocal
Cooperation Act of 1969, Community Redevelopment Act of 1969 or the County Interlocal Agreements of
the Agencies that are not in conflict with these Acts.
BACKGROUND
The purpose of the Restated Interlocal Agreement for replacing the Interim Interlocal Agreement, dated
March 13, 2000, was for the Agencies and the City to complete its negotiations concerning; i) the
agreement and implementation of a Five Year Plan Program for funding of approved and pending
community redevelopment and activities projects of the redevelopment plans of the Agencies prepared and
approved by the City including required amendments to the plans as required by the Act; ii) the assumption
of the pledged tax increment revenue and HUD Section 108 Loan debt of the SCO/PW CRA that would be
equal to the fail value of property transferred to the City, under s.163.380 of the Act and pursuant to the

November 8, 1990 interlocal agreement between the City and the SEO/PW CRA; iii) revenue due to the
SEO/PW CRA from property of the CRA temporarily leased by the City for Miami Arena parking; iv)the
deposit of existing appropriated funds owed to the SEO/PW redevelopment trust fund for purposes of the
SEO/PW redevelopment trust fund for purposes of the SEO/PW CRA redevelopment plan; v) the annual
financing of commercial redevelopment projects approved by the City using City CDBG funds pursuant to
the terms and conditions of a general grant agreement between the Agencies and the City that complies
with City Code and federal regulations and law; and, vi) other "house keeping" matters in the interest of the
City and its Agencies especially for preparing an amendment to the redevelopment plans of each agency,
as required by the Act for approved private sector and CRA Community Redevelopment projects activities
and boundary additions that are mandatory for the use of any CRA funds including CDBG grants for such
projects and activities.
