SEOPW/CRA 0 1 - 04 A RESOLUTION OF SOUTHEAST OVERTOWN / PARK WEST COMMUNITY REDEVELOPMENT AGENCY (THE "CRA") OF THE BOARD OF DIRECTORS OF THE AUTHORIZING THE EXECUTIVE DIRECTOR TO ISSUE A REQUEST FOR PROPOSALS ("RFP") FOR THE PROVISION OF PARKING MANAGEMENT SERVICES FOR THE PARKING LOTS OWNED BY THE CRA, WHICH RFP WILL REQUIRE: THE SELECTED RESPONDENT TO PAY TO THE CRA PAYMENT 1) NOT LESS THAN $50,000 ANNUALLY OR 2) 85% OF THE ANNUAL GROSS REVENUES GENERATED FROM THE MANAGEMENT AGREEMENT WHICH EVER IS THE GREATEST WHEREAS, the CRA is responsible for carrying out community redevelopment activities and projects in the Southeast Overtown/Park West Redevelopment Area (the "Redevelopment Area") established pursuant to the Redevelopment Plan; and WHEREAS, the CRA desires to issue a restated RFP for the provision of parking management services for the parking lots owned by the CRA, which RFP will require: the selected respondent to pay to the CRA payment (i) not less than $50,000 annually, or (ii) 85% of the annual gross revenue which ever is the greatest as set forth in the Management Agreement. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors of CRA hereby authorizes the Executive Director to issue an RFP for the provision of parking management services for the parking lots owned by the CRA, which RFP will require the selected respondent to pay to the CRA payment i) not less than PWeC" 01- 0 4 • r ITEM 8 $50,000 annually or ii) 850 of the annual gross revenues which ever is the greatest. Parekh Executive Director • RECOMMENDATION DATE: February 20, 2001 SUBJECT: parking Management Services REFERENCES: ENCLOSURES: Resolution and Draft RFP FILE: It is respectfully requested that the Board adopt the attached resolution approving the RFP for management of the various parking lots owned, leased or to be acquired by the CRA as set forth in the terms and conditions of the RFP and the related Management Agreement that will executed by the selected RFP respondent after approval of the Board of Directors. BACKGROUND On Monday, July 24, 2000 the Board authorized the CRA Administration and CRA Counsel by motion SEOPW/CRA M-00-83 to issue a Request for Proposal (RFP) for a management agreement to operate parking services. On September 18, 2000 the Board of Directors of the SEOPW CRA approved a resolution authorizing the Director of Operations to issue a RFP for the provision of parking management services for the parking lots owned by the CRA. Since there were no responses for the RFP regarding the management of the CRA parking lots, a revised RFP is being prepared for approval by the CRA Board. 0 SWI)WICX4 0 1 -
