A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
COMMUNITY REDEVELOPMENT AGENCY ("CRA")
AUTHORIZING THE EXECUTIVE DIRECTOR TO ADVERTISE
AND ISSUE A RFP FOR SELECTION OF A MANAGEMENT
FIRM WITH EXPERIENCE IN CULTURAL PROGRAMS,
TECHNOLOGY AND GRANT WRITING TO OVERSEE THE
DAY TO DAY OPERATIONS OF THE OVERTOWN CULTURAL
AND TECHNOLOGY CENTER, AND UTILIZING LOCAL NOT -
FOR -PROFIT ORGANIZATIONS.
WHEREAS, the City of Miami approved and adopted the Southeast
Overtown/Park West Community . Redevelopment Plan pursuant to
Resolution Nos. 82-755 and 85-1247 (the "Redevelopment Plan"); and
WHEREAS, the CRA is responsible for carrying out community
redevelopment activities and projects in the Southeast Overtown/Park West
Redevelopment Area (the "Redevelopment Area") established pursuant to the
Redevelopment Plan; and
WHEREAS, the CRA desires to authorize the Executive Director to
advertise and issue a RFP for the selection of a management firm with
experience in cultural programs, technology programs , and grant writing, to
oversee the day to day operations of the Overtown Cultural and Technology
Center and utilizing local Not -For -Profit Organizations.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to
this Resolution are incorporated herein as if fully set forth in this Section.
Section 2. The Board of Directors of CRA hereby authorizes the
Executive Director to advertise and issue a RFP for the selection of a
management firm with experience in cultural programs, technology
programs, and grant writing, to oversee the day to day operations of the
Overtown Cultural and Technology Center
Section 3. The Board of Directors of CRA hereby approves the
selected management firm to utilize local Not -For -Profit Organizations.

It is respectfully recommended that the Board of Directors of the CRA adopt the attached resolution
authorizing the Executive Director to advertise and issue and RFP for the selection of a management
firm with. experience in Cultural Programs, Technology Programs and Grant Writing to oversee the Day -
to -Day operations of the Overtown Cultural Technology Center and utilizing local Not -For -Profit
Organizations.

COMMUNITY REDEVELOPMENT AGENCY (CRA)
REQUEST FOR QUALIFICATIONS (RFQ)
FOR THE DESIGN -BUILD FIRM
FOR THE DEVELOPMENT OF A CULTURAL AND TECHNOLOGY CENTER
The Southeast Overtown / Park West Community Redevelopment Agency (the "SEO/PW
CRA") created by the City of Miami is seeking, pursuant to Florida Statute 287.055(1)
Consultants Competative Negotiation Act (the "Act"), a qualified design -build firm respondent
to this RFQ (Respondent) that have successfully programmed, designed, developed and
constructed community centers for the purpose of establishing a cultural and technology center
to be located at the intersection of NE 3`d Avenue and 11t' Street in the redevelopment area of
the SEO/PW CRA (the "Project"). The most qualified selected Respondent in accordance with
the Act and this RFQ will be expected to provide for programming, budgeting of required capital
improvements, master planning, design, permitting, construction, and the procurement of
furniture, fixture and equipment for the Cultural and Technology Center.
The purpose of the Cultural and Technology Center is as follows:
1. To expose the impoverished, especially the children that reside within the CRA
Redevelopment area, current technology, with particular emphasis on an office type
environment.

2. To encourage the use of computers and other technologies.
3. To provide an environment that facilitates and enhances the learning experience.
4. To increase access to environments that is conducive to learning not only about
technology but also to professional conduct and decorum.
5. To provide for other spaces and functions lacking in this community; such as multi-
purpose rooms, entertainment areas and other classroom type activities.
The Cultural and Technology Center consisting of approximately twenty thousand square feet
(20,000) shall include:
1. Dance Studios
a. State of the art construction with the required sprung flooring to accommodate the
various dance techniques including Classical ballet, acrobatics, tap, modern and
ethnic dance. Designed with dressing rooms, visitor's waiting area, and
administrative offices.
2. Stage and construction sets for the Lyric Theater

3. Drama Studio
a. Constructed and equipped with training and presentations in musical theatre,
drama etc.
4. Recording Studio (amateur)
5. Dance Studio
6. Black Box Theater
a. State of the art performance and training space designed to accommodate
amateur, semi professional and professional theatrical and musical presentation
and Technical internship training in theatre lighting and sound.
7. Instrument Lab
a. Designed for individual lesson training and group instructions in pianoforte, steel
pan, and African percussion instruments.
8. Loading Dock & Storage
Qualifications
The RFQ response to be submitted by interested design -build Respondents, pursuant to -the F.S.
287.055(2) (h) (i) and 0), as applicably, shall contain the following information:

(1) Background and experience in the execution of similar Cultural and Technology
Centers including programming budgeting, design and construction.
(2) Past design -build project experience of all members of the Respondent to be
associated with the Project Design -Build contract agreement. Describe the
responsibilities of each Respondent member.
(3) The RFQ Respondents will be evaluated and weighted based on past performance of
the design -build RFQ Respondent and its members in similar projects; understanding
of the area in which the facility will be located; and their ability to provide good
management and experience in design -build projects; recent, current and projected
workload; location of the Design -Build Respondent; and major consideration will be
given to the reputation of the Respondent and its members for completing design -
build projects on time and within budget, while maintaining project quality.
