A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
COMMUNITY , REDEVELOPMENT AGENCY ("CRA")
APPROVING THE CRA ISSUING A REQUEST FOR
QUALIFICATIONS ("RFQ") FOR THE SELECTION OF A
GENERAL APPRAISER WITH EXPERIENCE IN THE
REDEVELOPMENT AREA WITH PREFERENCE TO WOMEN,
MINORITIES, AND BUSINESSES LOCATED WITHIN THE
EMPOWERMENT ZONE.
WHEREAS, the City of Miami (the "City") approved and adopted the
Omni Area Redevelopment Plan pursuant to Resolution Nos. 86-868 and 86-
607 (the "Redevelopment Plan"); and
WHEREAS, the CRA is responsible for carrying out community
redevelopment activities and projects in the Omni Redevelopment Area (the
"Redevelopment Area") established pursuant to the Redevelopment Plan; and
WHEREAS, the CRA is in accordance with the City and Miami -Dade
County Interlocal Agreement dated June 24, 1996; and
WHEREAS, the CRA desires to issue a RFQ for the retention of a
General Appraiser with experience. in the Redevelopment Area with
preference to be given to women, minorities and business located within the
Empowerment Zone.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to
this Resolution are incorporated herein as if fully set forth in this Section.
Section 2. The Board of Directors of CRA hereby authorizes the
issuance of an RFQ for a Certified General Appraiser with experience in the
Redevelopment Area or equivalent slum or blight area, with preference to
women, minorities and business located within the Empowerment Zone
which RFQ will contain specifications, scope of work, type, sub -consultant use
and appraisal fee guidelines, shall be substantially in the form of Exhibit "A"
attached hereto and incorporated erQ_ n h.�ference.

Section 3. The resolution shall be effective upon its adoption.

1 The Consultant shall provide appraisal and appraisal related services for properties identified in the work order
assignment. Specific property description and assignment requirements will be furnished at the time a work order
is placed. The general work/specification requirements for each assignment is as follows:
For appraisal services, the Consultant shall make a field inspection and identification of the property and shall
make such investigations and studies as are appropriate and necessary to enable the Consultant to derive sound
conclusions and to prepare the appraisal report to be furnished under the RFQ work order contract. Upon
completion of the inspections, investigations and studies, the Consultant shall prepare, furnish and deliver to the
appropriate Community Redevelopment Agency (CRA) set forth in the appraisal work order assignment, an
appraisal report in four copies covering said property. The appraisal analysis and report shall, in form and
substance, conform to the Uniform Standards of Professional Appraisal Practice (USPAP). The appraisal report
shall present adequate factual data to support each rate, percentage or amount used in sufficient detail to permit a
comprehensive review of the appraisal report; shall relate conclusions to those facts, and shall include other items
identified as necessary in these specifications.
Appraisal assignments will either require a complete appraisal or limited appraisal, and may be either a self
contained, summary or restricted appraisal report, as defined by USPAP. The CRA will generally request
complete appraisals with self contained reports and supporting documents. The CRA may at its discretion,
authorize the Consultant to utilize a Certified General Appraiser sub -consultant that is qualified to perform,
pursuant to the CRA work order and USPAP requirements, the assigned scope of work.
Appraisal related services may range from verbal discussions to written reports, or may include such activities as
the gathering of data including but not limited to operating expense data and vacancy rates and capitalization
1 rates, preparing market analysis, furnishing and analyzing comparable sales, furnishing and analyzing rental data,
performing market studies of current inventories and absorption rates, preparing highest and best use analysis,
preparing feasibility studies, providing testimony, or providing other appraisal related services. These services
shall also be performed in accordance with USPAP, as required.
A specific description of the property to be appraised or the type of consultation required will be furnished at the
time the work order assignment is placed. The type of appraisal (complete or limited) and type of report (self
contained, summary or restricted) will be identified with the order. Normally, the property description will
include as much pertinent information as the CRA has available, such as folio number, address, property
owner(s), assessed value and zoning however the CRA shall not be required to provide such information if not
provided in the work order appraisal assignment. The various property types, and corresponding services to be
performed, have been generally categorized as follows:
CATEGORY
Non -Complex (generally suited for a single use) - unimproved parcels, office buildings, warehouses,
industrial, commercial, retail, residential properties, and other market standard improved properties.
CATEGORY "B":
Complex — (multiple potential uses and/or having complex features) — including, but not limited to
unimproved parcels, atypical market size, and non -market standard properties, golf courses, stadiums,
marinas, and other improved properties that are complex in nature.
CATEGORY "C":
1 Special Purpose Property - partial interests (air rights, water rights, easements, etc.), machinery and
equipment or other special purpose type properties.
The CRA will use as a guide the average fees paid by the City of Miami for similar appraisal work as gnments

RECOMMENDATION
It is respectfully recommended that the CRA Board of Directors approve the attached resolution
approving the RFQ for a Certified General Appraiser.
BACKGROUND
A Resolution of the Board of Directors of the CRA approving the RFQ for a Certified General Appraiser
with experience in the redevelopment area with preference given to women, minorities and businesses
within the empowerment zone.
