OMNI / CRA ` J A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY ("CRA") APPROVING THE ORGANIZATIONAL STRUCTURE AND ADMINISTRATIVE BUDGET FOR THE CRA. WHEREAS, the City of Miami approved and adopted the Omni Area Redevelopment Plan pursuant to Resolution Nos. 86-868 and 86-607 (the "Redevelopment Plan"); and WHEREAS, the CRA is responsiblefor carrying out community redevelopment activities and projects in the Omni Redevelopment Area (the "Redevelopment Area") established pursuant to the Redevelopment Plan; and WHEREAS, the CRA desires to approve the organizational structure and administrative budget for the CRA. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are incorporated herein as if fully set forth in this Section. Section 2. The Board of Directors of CRA hereby approves the organizational structure for the CRA attached as Exhibit A and incorporated herein by reference. Section 3. The Board of Directors of the CRA hereby approves the administrative budget for the CRA attached as Exhibit "B" and incorporated herein by reference. Section 4. The resolution shall be effective upon its adoption. PASSED AND ADOPTED on this 20th day of November, 2000. In order to reduce these cost, I recommend that the CRA maximize the use of outside consultants for CRA Projects. We need a "lean and mean fighting machine" to address development issues aggressively in the CRA office. I would like to review your recommendations on all potential avenues of reducing overhead and administrative costs by Friday, October 20, 2000. 1 would like to have your recommendation as an agenda item at the next CRA Board of Directors Meeting but prior to the meeting please ensure that you brief Board Members individually. Parekh Executive Director, RA INTER -OFFICE MEMORANDUM DATE: October 16, 2000 FILE : SUBJECT: Cellular Policy REFERENCES: Letter dated October 12, 2000 ENCLOSURES: In response to your memo dated October 12, 2000 regarding cellular usage, I have personally reviewed the cellular phone bills for the past three (3) months and I am setting up a new policy. The following three (3) CRA employees will receive a monthly stipend of $75.00 for cellular use, and will have the invoices sent directly to their residence for payment. 1. Hilda Tejera, CRA Administrator 2. Chelsa Arscott, Executive Assistant/Technology Officer 3. Ralph Rosas, Senior Business Developer/Budget Administrator In addition, there will be three (3) Two -Way radio phones at a monthly rate of $49.95 for use in the office and for individuals in the field.0 A comparison between the past plan and the future plan will have a total savings of $12 11.14 , a reduction of 73%. Average from Past Three Months 11 phones @ $69.95 = $909.35 2 phones @ $179.95 = $359.90 Monthly $1,269.25 Yearly Rate: $15,231.00 Plus overusage: $ 1,578.34 TOTAL COST: $16,809.34 FntnrP Plan 3 phones @ $75.00 = $225.00 3 phones @ $49.95 = $149.85 Monthly $374.85 Yearly Rate: $4,498.20 No overusage. $ 0 TOTAL -COST: $4,498.20 Effective Thursday, November 16, 2000 all cellular phones will be collected and the Nextel account will be closed out. Parekh ell Executive Director, INTER -OFFICE MEMORANDUM vw DATE: October 18, 2000 FILE : SUBJECT: Administrative and Overhead Costs REFERENCES: Letter dated October 16, 2000 ENCLOSURES: Organizational Chart and Budget In response to your memo dated October 16, 2000 regarding potential avenues of reducing overhead and administrative cost, I have enclosed a copy of the new Table of Organization chart. I am recommending a reduction of the current staff of nineteen (19), including temporary employees, to a smaller more efficient team of twelve (12). The end results is a more integrated CRA Agency with a smaller internal staff with more detailed responsibilities working with outside consultants, creating a "lean and mean fighting machine". The net savings of this reorganization is $202,339.00, a reduction of 21% which has been budgeted towards contingency. Parekh ` REFERENCES: Executive Director ENCLOSURES: Resolution and Policy Manual RECOMMENDATION It is recommended that the CRA Board approve the attached resolution requesting the Accounting Policy and Procedures Manual be accepted as final. Upon approval, such policies and procedures will be implemented as a part of the CRA's normal operation. BACKGROUND The Accounting Policy and Procedure Manual has been developed im order to establish a definitive format for the day-to-day workings of the CRA, as well as provide adequate safeguards, accountability, and integrity for the Agency, its officers and Board of Directors.
