A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE COMMUNITY REDEVELOPMENT AGENCY
("CRA") AUTHORIZING THE CRA TO ISSUE THE
ATTACHED REQUEST FOR PROPOSALS ("RFP") FOR
THE PROVISION OF PARKING MANAGEMENT
SERVICES FOR THE PARKING LOTS OWNED BY THE
CRA, WHICH RFP WILL REQUIRE: (A) THE SELECTED
RESPONDENT TO PAY TO THE CRA AN ANNUAL
PAYMENT IN AN AMOUNT EQUAL TO THE GREATER
OF (I) 150% OF THE ANNUAL AMOUNT CURRENTLY
PAID TO THE CRA BY THE DEPARTMENT OF OFF-
STREET PARKING ("DOSP") OR (II) 90% OF THE
REVENUES GENERATED BY THE PROPERTIES WITH
THE FIRST YEAR MINIMUM PAYMENT TO BE PAID
IN ADVANCE; (B) WITH AN INITIAL TERM OF ONE (1)
YEAR WITH FOUR (4) ONE (1) YEAR RENEWAL
OPTIONS; AND (C) WITH THE SUCCESSFUL
RESPONDENT BEING RESPONSIBLE FOR
OVERSEEING MAINTENANCE OF THE PROPERTIES.
WHEREAS, the City of Miami approved and adopted the Southeast
Overtown/Park West Community Redevelopment Plan pursuant to
Resolution Nos. 82-755 and 85-1247 (the "Redevelopment Plan"); and
WHEREAS, the CRA is responsible for carrying out community
redevelopment activities and projects in the Southeast Overtown/Park West
Redevelopment Area (the "Redevelopment Area") established pursuant to the
Redevelopment Plan; and
WHEREAS, the CRA desires to issue an RFP for the provision of
parking management services for the parking lots owned by the CRA, which
RFP will require: (a) the selected respondent to pay to the CRA an annual
payment in an amount equal to the greater of (i) 150% of the annual amount
currently paid to the CRA by DOSP or (ii) 90% of the revenues generated by
the properties with the first year minimum payment to be paid in advance;
(b) with an initial term of one (1) year with four (4) one (1) year renewal

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to
this Resolution are incorporated herein as if fully set forth in this Section.
Section 2. The Board of Directors of CRA hereby authorizes the CRA
to issue an RFP for the provision of parking management services for the
parking lots owned by the CRA, which RFP will require: (a) the selected
respondent to pay to the CRA an annual payment in an amount equal to the
greater of (i) 150% of the annual amount currently paid to the CRA by DOSP
or (ii) 90% of the revenues generated by the properties with the first year
minimum payment to be paid in advance; (b) with an initial term of one (1)
year with four (4) one (1) year renewal options; and (c) with the successful
respondent being responsible for overseeing maintenance of the properties.
Section 3. The resolution shall be effective upon its adoption.

Request for Proposals For The Management and Operation Of Parking Services From
Vacant or Leased Lots Of The CRA
PUBLIC NOTICE ADVERTISMENT
The Southeast Overtown/Park West Community Redevelopment Agency (the SEO/PW
CRA" or "CRA") is seeking competitive proposals for the management and operation of
day-to-day and entertainment event parking services that may include valet parking, self -
parking, park and ride and monthly contract parking entered into by the Respondent
Concessionaire or by the CRA (the "Parking Services"). The Parking Services will be
provided from CRA vacant lot locations within the CRA Area (the "Parking Service
Location(s)") that are being made available by the CRA for temporary use for providing
Parking Services in the selected Locations set forth in the proposal of the Respondent to
this Request for Proposals (RFP). The Parking Service Locations for providing the
Parking Services selected by the Respondent in its response to the RFP from a CRA maps
of the vacant lots (the "Parking Service Location Map") that will be made available to
any interested Respondent to this RFP that registers at the offices of the City Clerk at the
address set forth below. The CRA understands that the type of a Parking Services to be
provided depends upon the location of the available Parking Service Location Site and
the parking demand at a particular time(s) of the day for any one of the potential Parking

Service Locations Sites that the RFP Respondent determines to be economically usable
for provided any one of the Parking Services contemplated by this RFQ.
The Respondent to this RFP shall demonstrate having not less than three years of
management and operating experience in providing valet parking, park -and -ride services,
self -parking, regular business parking contract parking and for major entertainment
events within and in the adjacent area of the CRA that include events at the two arenas
and the "late night" entertainment business sites rapidly growing within the new specially
zoned entertainment districts for specific types of entertainment business within the CRA
Area. This "late night" entertainment business growth appears to be migrating from the
South Beach entertainment area (SOBE) due to the lack of acceptable available
properties, excessive rentals being charged and the cost and/or availability of vehicle
parking. This is also true of the potential growth within the Photo Studio and Site
Selection District in the Park West sub -section of the CRA Area.
The Respondent shall include in its RFQ response a first year an annual guaranteed
payment amount (the" Guaranteed Payment Amount") of not less than one hundred and
twenty-five thousand dollars ($125.000) paid in advance for the first year of the
Concession Agreement for the use of the available vacant lots (See Lot Location Map)
that have been acquired or leased by the CRA and selected for providing the Parking
Services set forth in the proposal response of the RFQ Respondent. The Respondent
shall also include a percentage fee of not less than eighty-five percent (85%) of the
annual gross revenues of the Parking Service Concessionaire Agreement, payable to the

CRA monthly not later than the tenth day of the following month. The CRA reserves the
right, at any time after the first year of the Concessionaire Parking Service Agreement to
terminate the use of a Parking Service Location or any part for use for CRA
redevelopment purposes pursuant to the CRA redevelopment plan Project of the
Interlocal Agreement between the City of Miami and Miami -Dade County the and any
requirements of Chapter 163, Part III Laws of Florida Likewise the CRA, with
agreement of the other party of the Concessionaire, will add to the Concessionaire any
new Parking Service Location site that the CRA decides to temporarily use for Parking
Services.
The Respondent shall provide a detailed description of the Parking Services that it
intends to provide from any one or a combination of any of the Parking Service Location
sites selected by the Respondent in its proposal and shown as available in the Lot
Location Map of the CRA for the Parking Services.
The Parking Service description shall also include; 1) the planned committed capital
investment amount at each Parking Service Location site and the related detailed capital
improvement items; 2) the commencement date(s) for the start-up of all or any of the
Parking Services Location sites selected by the Respondent in its RFQ proposal; 3) the
contiguous or split hours of operation of each Parking Service Location site each day of
the week; 4) the marketing program for promoting the use of the Parking Service
Locations by customers of special events and regular day-to-day parking; 5) up -keep of
the cleanliness of the Parking Service Location Lots; 6) routine fencing and other routine

maintenance of the Parking Service Locations; 7) the security of the parked vehicles at
each Parking Service Location; 8) customer service level of each Parking Service
Location site; and 9) the description of any "High Profile" special Parking Services not
referenced herein that the Respondent intends to make available to its potential customers
from any one Parking Service Locations.
The Respondent shall in its proposal response to the RFP provide planned rates and
charges for the use of the Parking Services of each Parking Location site that are fair and
reasonable and competitive at all times with the rates and charges for any similar parking
services being provided by competative parking service providers. The schedule of the
day to day parking rates and charges for each of the Parking Service Locations may be
different from monthly contract parking and special entertainment event parking rates
and charges such as the events at the two arenas and the "late night" entertainment
business sites within the CRA entertainment district.
Sealed responses to this Request For Proposals including the separate sealed envelope
signed by the Respondent and that contains the Guaranteed Payment Amount of not less
than $125,000 shall be submitted no later than 2pm, , 2000, to:

Any RFP response submittal received after the required date and time or a RFP submittal
made at another location shall be deemed not responsive and will be rejected.

The CRA reserves the right to accept any RFP response proposal (the "Proposal")
deemed to be in the best interest of the CRA, to waive any irregularities in any Proposal,
or to reject any or all Proposals, and to re -advertise for new Proposals.
The CRA Competative Selection Committee in rating from one to an highest rating of 10
(ten) the qualification of the Respondent response to the RFP for Parking Service
management and operating experience and professional business reputation; financial
qualification; the Parking Services to be provided by the Respondent such as, but not
limited to, valet parking, self parking; and contract parking the recommended rates and
charges for each of the Parking Service Locations; the percentage fee: qualification and
any other proposal requirements required herein to be included in the RFP response
proposals excluding the First year Guaranteed Payment Amount which will be provided
by the Respondent in a separate sealed envelope signed by the Respondent and opened
after the Competative Section Committee has qualified those Respondents that meet the
requirement of this RFP excluding the Guaranteed Payment.
Minority firms and those firms, which will employ City of Miami residents, are
encouraged to respond to this RFQ.
The highest rated selected Respondent by the CRA Competative Selection Committee
shall enter into a Parking Service Concession Agreement with the CRA. If the
Respondent does not agree, within a reasonable time, to the terms of the Agreement the

CRA will terminate the negotiations, at its discretion, and will then began negotiations of
an Agreement with the next highest rated Respondent to the RFP. The agreed
Concession Agreement shall be approved by the Board of Directors of the CRA. The
successful Respondent will be expected to comply with certain insurance and bond
requirements as will be set forth in the Concession Agreement. A thirty -day (30) public
notice of the intent of the CRA to lease certain CRA interest in real property in the CRA
Redevelopment Area shall be advertised in accordance with state law by the CRA prior to
the execution of the Concession Agreement.

RECOMMENDATION
It is respectfully requested that the Board adopt the attached resolution approving the RFP for
management of the various parking lots owned, leased or to be acquired by the CRA with the terms and
conditions listed.
BACKGROUND

parking lots owned by the CRA, which RFP will require: (a) the selected respondent to pay to the CRA
an annual payment in an amount equal to the greater of (i) 150% of the annual amount currently paid to
the CRA by DOSP or (ii) 90% of the revenues generated by the properties with the first year minimum
payment to be paid in advance; (b) with an initial term of one (1) year with four (4) one (1) year renewal
options; and (c) with the successful respondent being responsible for overseeing maintenance of the
properties.
On Monday, July 24, 2000 the Board authorized the CRA Administration and CRA Counsel by motion
SEOPW/CRA M-00-83 to issue a Request for Proposal [RFP] for a management agreement to operate
parking services.
