Dear Mr. Days,
At our recent meeting on February 22"d 2000, we discussed the proposal for the development of
affordable housing in the Overtown area of the Southeast Overtown/Park West (SEOPW)
Redevelopment Area and in the infill housing of the surrounding area. In regard to housing
development in the SEO/PW Area, St. Johns stated that they still desire to move forward under the
Lyric Village Housing, Inc. Joint Venture (St. John's CDC and Related Housing Inc.) proposal that
was selected by the City under the RFP for the development of the Lyric Village Housing Project
and for final approval by the County as may be required.
The project proposal called for the development of a 96 —unit of town home development on two
Community Redevelopment Agency owned vacant blocks in SEOPW. There was a discussion of
developing only one of the blocks for housing and development infill housing in the area outside the
CRA Redevelopment Area working with the City. But all agreed that we (the "CRA") needed to get
a legal opinion from the CRA attorney and that St. Johns should get the same from their lawyer.
On review of the Joint Venture response to the SEOPW Request for Proposals for the Lyric Village
Housing Project, it is observed that the proposal was made by the submission of a joint agreement
between St John's CDC and Lyric Village Housing, Inc. with, the qualified joint entity developer
being Related Housing, Inc. Also on file, in regard to the Lyric Village Housing, Inc. Joint Venture,
is a letter giving Notice of Termination to the Joint Venture, signed by Yvette G. Murphy of Related
Housing, Inc.
However, you indicated that Related Housing, Inc. is still a part of the Joint Venture Agreement. St.
Johns agreed to discuss the status of their proposal with their lawyer for the purpose of determining
if the Joint Venture exists and if there are any redevelopment rights that extend to the Joint Venture
or any venture. We likewise agreed to ask our lawyer to determine if the CRA had any obligation
regarding the original proposal.
The CRA looks forwkrd to hearing from you as soon as possible,
